Value management (VM) and its integration in the whole life cycle (WLC) have become huge concepts for construction projects to provide additional value of an asset for the end user or client. However, the role of VM and its integration as part of the WLC in a construction project remain reactive, and highly impacted by nature of the project, and this has become more challenging with the epidemic impact of COVID-19. This research aims to investigate the mechanisms that delivers value management as part of the “re-invent” strategy proposed by the Construction Leadership Council in the UK government to improve WLC for buildings. In addition to existing secondary data from the literature, primary data were attained using a focus group with six quantity surveyors from different cost consultancies in the UK to gather qualitative evidence using their experiences, perceptions, and key challenges they face when integrating VM. Findings revealed that value management is primarily being used as a cost-cutting tool, the majority of quantity surveyors lack knowledge of what it encompasses, hence the industry needs a more proactive strategy towards it. Analysis revealed that value management is primarily implemented as a cost-cutting solution, key stakeholders (e.g., facility managers) need to be integrated, and there is no standardised process to incorporate value management in projects. The study proposes a four-dimensional (governance and policies, sustainability, industry’s best practice, and innovation and technology) strategy to facilitate more holistic considerations of value management post COVID-19. Future work looks into evaluating the strategy proposed while acknowledging different procurement routes.

The purpose of this research is to provide information on sustainable livestock strategies with regard to the environment and social of Papua local communities in the process of cattle breeding process. In addition to increasing the productivity of local livestock, it is required the efficiency of the use of feed materials derived from agricultural waste. This policy should be supported with innovation and technology. Data collection method of this research using two types of data that is primary data and secondary data, primary data obtained from interviews of 30 breeders and the determination of respondents is conducted by way of purposive sampling. Secondary data were obtained from the Livestock Service Office of Merauke Regency, Department of Food Crops and Central Bureau of Statistics (BPS). The field survey results show that in addition to the field grass as the main feed, all breeders use agricultural waste as forage for livestock feed and use little palm oil waste. Types of agricultural waste used are rice straw, sweet potato straw, corn stalks and leaves, and groundnut straw. The highest agricultural waste production is corn stalk and leaves and banana waste both based on fresh produce and dry ingredients. In addition to the most common maintenance pattern is extensively and the best livestock development sites are in elikobel. Site selection based on various things such as location of topography, suboptimal land use, integration pattern optimization, developing local livestock such as poultry and pigs. The conclusion of this research is the strategy of development of sustainable livestock in border area can be conducted in elikobel district with various records such as the need of government policy related to environmentally careful livestock integration system, improving feed innovation and technology, livestock breeding, reproduction technology, and animal disease control to increase productivity and production of local livestock.

In industrialized countries, packaging waste is one of the major issues to deal with, representing around 35% of the total municipal solid waste yearly generated. Therefore, an analysis and an environmental assessment of packaging systems are necessary. This paper aims at analyzing and comparing the environmental performances of two different packaging for domestic hoods. It shows how, through a packaging redesign, it is possible to obtain a reduction of the environmental impacts. This study has been performed in accordance with the international standards ISO 14040/14044, by using attributional Life Cycle Assessment (LCA) from Cradle to Gate. The functional unit has been defined as the packaging of a single household hood. Primary data have been provided by a household hood manufacturer, while secondary data have been obtained from the Ecoinvent database. LCA software SimaPro 8.5 has been used to carry out the life cycle assessment, and ReCiPe method has been chosen for the life cycle impact assessment (LCIA) stage. The results have shown the new packaging model being able to cut down the environmental impacts of approximately 30%. These outcomes may be used by household manufacturers to improve performances and design solutions of their different packaging.

PurposeThe purpose of this paper is to report on the development of a collaborative Heritage Building Information Modelling (HBIM) of a 19th-century multi-building industrial site in the UK. The buildings were Grade II listed by Historic England for architectural and structural features. The buildings were also a key element of the industrial heritage and folklore of the surrounding area. As the site was due to undergo major renovation work, this project was initiated to develop a HBIM of the site that encapsulated both tangible and intangible heritage data.Design/methodology/approachThe design of the research in this study combined multiple research methods. Building on an analysis of secondary data surrounding HBIM, a community of practice was established to shape the development of an HBIM execution plan (HBEP) and underpin the collaborative BIM development. The tangible HBIM geometry was predominantly developed using a scan to BIM methodology, whereas intangible heritage data were undertaken using unstructured interviews and a focus group used to inform the presentation approach of the HBIM data.FindingsThe project produced a collaboratively generated multi-building HBIM. The study identified the need for a dedicated HBEP that varies from prevailing BIM execution plans on construction projects. Tangible geometry of the buildings was modelled to LOD3 of the Historic England guidelines. Notably, the work identified the fluid nature of intangible data and the need to include this in an HBIM to fully support design, construction and operation of the building after renovation. A methodology was implemented to categorise intangible heritage data within a BIM context and an approach to interrogate these data from within existing BIM software tools.Originality/ValueThe paper has presented an approach to the development of HBIM for large sites containing multiple buildings/assets. The framework implemented for an HBEP can be reproduced by future researchers and practitioners wishing to undertake similar projects. The method for identifying and categorising intangible heritage information through the developed level of intangible cultural heritage was presented as new knowledge. The development of HBIM to bring together tangible and intangible data has the potential to provide a model for future work in the field and augment existing BIM data sets used during the asset lifecycle.

Purpose – This paper aims to examine the implications of exemptions to facilitate small businesses’ access to crowdfunding (CF) schemes. The aftermath of the 2008 global financial crisis and even now witnessed many small profits and non-profits encountering significant difficulties in accessing funding from the conventional sources and on many occasions have to turn to the newly emerging Internet-enabled donation or product compensation CF schemes. Access to securities-based CF schemes has, however, been seriously difficult due to securities laws obstacles. Regulatory authorities in the USA and the UK have responded with exemptions to facilitate small businesses’ access to CF. Design/methodology/approach – The paper driven by the qualitative doctrinal approach would rely extensively on primary data from the applicable regulations and secondary data from industry sources and other publicly available commentaries. Findings – Securities-based CF schemes hitherto heavily restricted in the USA and the UK are under current regulatory interventions-accorded exemption status, thereby enabling enhanced access for those small businesses seeking alternatives to conventional financing and enhanced investment opportunities for small investors. The paper’s preliminary analysis suggests that the proposed new regulatory rules in the USA and the UK are generally well-balanced with adequate small investors’ protection, while simultaneously not hampering the innovative growth of small businesses with excessive restrictions. Further, the preparedness of the regulators to fine-tune the proposed rules as the CF industry evolves would likely ensure its orderly growth, thereby helping to address various humanitarian and social challenges in these jurisdictions. Originality/value – The added value of the analysis lies in its substantive evaluation of the proposed rules in both jurisdictions to ascertain the feasibility of securities-based CF schemes as alternatives for small businesses in relation to traditional financing and enhanced investment opportunities for small unsophisticated investors.

The aim of the underlying study to this paper is to evaluate the audit committees in the government ministries in Namibia; by assessing their composition, the function and regulations that govern committees. The study used a qualitative approach of inquiry. A purposive sampling method was used as the researcher selected ministries with audit committees. Thematic and content analysis was used in this study. Both primary and secondary and data were used. On primary data, interviews were conducted and recorded with a voice recorder. Secondary data was during the review of existing literature on the subject. The study found that from the 4 government ministries with audit committees, only one ministry consisted of independent members as well as an independent chairperson, while 3 ministries are chaired by members within their organisations. There was clear evidence of lack of accounting / financial /auditing competence among the committee members. This trend is contrary to the best practice which requires that the chairperson of the audit committees be independent of the ministry as well as the members of the audit committee. The finding indicates possibility of lack of capacity to carry out the functions of audit committees; weak internal control systems; chances of conflict of interest and complacency due to the lack of independence. There is avenue for further research as more ministries in Namibia are now establishing their audit committees, especially as the Namibian Code of Corporate Governance (the NamCode) gains more popularity among the public sector.

PT Adaro Indonesia is trying to adjust a vertical clearance under Tabalong Bridge 1 (unloaded) and Tabalong Bridge 2 (loaded) because the existing conditions still apply a minimum vertical clearance of 4 m. I t should be in accordance with latest Regulation of the Minister of Public Works No. 19/PRT/M/2011 that for vertical clearance above national road at least 5.1 m. This specification has not been met by the national road under the Tabalong 1 & 2 Bridges bec ause both bridges were built in the 90s. Therefore we need an engineering technique to overcome this. There are 2 alternative designs, namely lowering the elevation of the national road and increasing the elevation of the bridge's upper structure to mitiga te oversized vehicles so as not to hit the lower structure of the Tabalong bridge. In determining the selection of the best alternative designs in this research is based on two (2) things, non financial criteria with Analytical Hierarchy Process (AHP) and financial criteria with Life Cycle Cost Analysis (LCCA)/Benefit Cost Ratio (BCR) method. This study uses a survey method by distributing questionnaires and interviews as a means of collecting primary data. In addition, previous research and consultant DED documents were used as a means of collecting secondary data. The AHP method is used to process primary data to produce a decision from a non financial aspect. While the LCC/BCR method is used to process secondary data to produce a decision from the financi al aspect . The results of the AHP analysis obtained that the synthesis value of the decision the option of lowering national roads was 85% and the bridge lifting option was 15% and the consistency ratio (CR) was 0.05 < 0.1. The consistency ratio below 0.1 shows that the questionnaire data from the respondents are consistent. The results of the analysis of Life Cycle Cost (LCC) obtained the option of lowering national roads where the LCC value is Rp. 44,877,651,669.27 more economical than the bridge lifting option. Then the results of the Benefit Cost Ratio (BCR) analysis obtained the option of lowering national roads with a BCR value of 2.33 > 1 and NPV = Rp. 43,442,264,804.34 > 1 means that the option lowering national roads is feasible. While the bridge li fting option is obtained by analyzing the value of BCR = 0.98 < 1 and NPV = option is not feasible to implement.

<p>This paper explores employee motivation in one of the UK based voluntary organizations. It used a mixture of primary and secondary data. Primary data were collected in the form of questionnaires. By using Frederick Herzberg’s two factor theory we found that, in the absence of sufficient financial rewards, non-financial rewards such as: extra days off for employees; implementation of employee of the month; and simple verbal recognition in an attempt to recognise employee’s efforts were key motivating factors for the employees. Recommendations to management were made in terms of offering flexible hours and quality supervision in order to motivate unpaid volunteers. </p>
