In this study, we analysed the socio-demographic characteristics and disaster risk awareness of the Turkish migrants living in northern Italy. We initiated the study with an extensive face-to-face questionnaire with 544 individual respondents. With the help of the questionnaire, we gathered information on the socio-demographic structure of the Turkish community living in the area and the immigrants’ disaster experience, their level of disaster preparedness and disaster risk awareness, and their potential behaviour during an emergency. Additionally, we conducted focus group meetings in Milan, Lecco, Como and Varese with 49 migrants living in the region. In the focus group meetings, we discussed the migrants’ awareness of disasters and potential behaviour patterns during emergencies. We collected the informative booklets and past event reports prepared by civil protection centres and municipalities and used them in focus group meetings to collect participants’ opinions. The results show that the migrant communities’ disaster risk awareness is low, but their capacity to adapt to suddenly changing conditions is higher than presumed.

Two undergraduate classes at different levels of study participated in an online discussion, an online debate, and two face-to-face debates. Data were gathered for triangulated analysis from a questionnaire that solicited participants’ opinions, from focus group meetings, and from tracked statistics provided by the learning platform. The tracked statistics showed that the participants often read online postings but not many of them expressed their opinions online. Both the responses to the questionnaire and the opinions expressed in the focus group meetings showed that they preferred a face-to-face approach to an online learning approach. Furthermore, the students embraced the opportunity to interact with another class when preparing and having face-to-face debate.

Rural populations living in poverty are the most vulnerable to disaster. Despite this increased risk of recurrent disaster, previous disaster experience is not a good predictor for disaster preparedness in these populations. This was evidenced on 31 August 2012, when a major flood occurred in Sichuan, China. A health needs assessment carried out in December 2012 showed that residents of Hongyan village, a Yi-minority community in Sichuan lacked disaster preparedness. This indicated that measures were necessary to improve Health Emergency Disaster Risk Management (Health-EDRM) in the community. Nutbeam’s planning model for health promotion was used to guide the development of a Health-EDRM programme at Hongyan Village, Liangshan Yi Autonomous Prefecture, Sichuan. Relevant information was obtained from sources such as literature review, household surveys and stakeholder interviews. A team of stakeholders conducted an interactive workshop to train villagers on disaster preparedness in March 2014. Disaster kits and equipment for Oral Rehydration Solution preparation were handed out to villagers.

This paper investigated the flood experiences of entrepreneurs in communities along the Ocoy River in Negros Oriental. It further examined the relationships among flood disaster risk perception, sense of place, and flood disaster preparedness of the respondents composed of 36 non-probable samples of owners and managers of enterprises near the river. The face-to-face survey revealed that most had accumulated damage and losses during floods, reinforcing their high flood disaster risk perceptions. But the latter was positively and significantly related to their sense of place score, which suggests a high value they assigned to their communities despite a high flood risk. However, they had a low disaster preparedness score which is not significantly related to flood disaster risk perception and a sense of place. Only place dependence had a positive and significant relationship to flood disaster preparedness which explains their reluctance to relocate their operations. Therefore, as part of enterprises’ formal operational requirements for a business permit, the entrepreneurs must undergo flood disaster preparedness orientation to adapt to climate change.

Bu makale, göçmen dövizi  akımlarında “düzensizlik” olarak ifade ettiğimiz, Türkiye’ye resmi kanallar dışında gönderilen enformel  göçmen dövizlerini, Birleşik Krallık’ta (özellikle Londra’da) yaşayan Türkiye kökenli göçmenler açısından incelemektedir. Her göçmen grubu, gerek ev sahibi ülkedeki düzenleyici çerçeve ve sosyo-ekonomik koşullar, gerek göçmen topluluğunun sosyo-kültürel değerleri tarafından belirlenen biçimde, farklı göçmen dövizi transfer biçimlerine eğilim sergilemektedir. Dolayısıyla farklı ülkelerdeki aynı kökenden göçmen toplulukları, ev sahibi ülkedeki dinamikler nedeniyle göçmen dövizlerinin formel ya da enformel (düzenli ya da düzensiz) gönderiminde farklılaşabilirken, aynı ülkedeki farklı ülke kökenli göçmen grupları da pek çok örüntünün etkisiyle farklı eğilim gösterebilmektedir. Nitel araştırma tasarımı kapsamında 27 göçmen ve 7 anahtar statüdeki katılımcıyla gerçekleştirilen yüz yüze görüşmelere dayalı olan bu çalışma, Birleşik Krallık’tan Türkiye’ye göçmen dövizi gönderimindeki düzensizlik olgusunu, her iki ülkenin sosyal, ekonomik ve kültürel dinamikleriyle ilişkilendirerek incelemeyi ve nedenlerini ortaya çıkarmayı amaç edinmektedir. Elde edilen sonuçlar, göçmenlik statüsü, gönderilen para miktar ve sıklığı ile geleneksel ilişki ağlarına olan güvenin yanında, Birleşik Krallık’taki sosyal yardım ve çalışma biçimine ilişkinin düzenleyici çerçevenin ve göçmenlerin sosyo-ekonomik durumlarının Türkiye’ye enformel göçmen dövizi gönderiminde temel belirleyici olduğunu ortaya koymaktadır.ABSTRACT IN ENGLISHA Qualitative Examination of Determinants of Remittances Sending Behaviour Among Immigrants from Turkey in the UKThis article examines the causes of irregularity in remittances flows from the United Kingdom (UK) to Turkey, from the perspective of migrants from Turkey living in the UK. Each group of migrants prefers different types of remittance sending methods, as determined by the regulatory framework and socio-economic conditions in the host country and the socio-cultural values of the migrant community. Therefore, migrant communities of the same origin in different countries may differ in using formal or informal sending methods of remittances due to the dynamics in the host country. Similarly, migrant groups of different nationalities in the same country may show different tendencies due to the influence of many patterns. This study aims to examine the phenomenon of irregularities in sending remittances by associating with the social, economic and cultural dynamics of both countries. For this purpose, face-to-face in-depth interviews were conducted with 27 immigrants and 7 key status participants by using qualitative research method. The obtained results reveal that the regulatory framework relating to social assistance and labour market in the UK, immigration status, the frequency and the amount of money sent and confidence in traditional relationship networks is the main determinants of informal money transfers to Turkey.

In this paper we investigate how well residents of the Andaman coast in Phang Nga province, Thailand, are prepared for earthquakes and tsunami. It is hypothesized that formal education can promote disaster preparedness because education enhances individual cognitive and learning skills, as well as access to information. A survey was conducted of 557 households in the areas that received tsunami warnings following the Indian Ocean earthquakes on 11 April 2012. Interviews were carried out during the period of numerous aftershocks, which put residents in the region on high alert. The respondents were asked what emergency preparedness measures they had taken following the 11 April earthquakes. Using the partial proportional odds model, the paper investigates determinants of personal disaster preparedness measured as the number of preparedness actions taken. Controlling for village effects, we find that formal education, measured at the individual, household, and community levels, has a positive relationship with taking preparedness measures. For the survey group without past disaster experience, the education level of household members is positively related to disaster preparedness. The findings also show that disaster related training is most effective for individuals with high educational attainment. Furthermore, living in a community with a higher proportion of women who have at least a secondary education increases the likelihood of disaster preparedness. In conclusion, we found that formal education can increase disaster preparedness and reduce vulnerability to natural hazards.

In Chile and Ecuador, multiple hazards and dynamic processes in vulnerability pose a high risk. Spatial planning and emergency management can contribute to disaster risk management but they follow different goals. However, global goals, such as from UN-ISDR (United Nations International Strategy for Disaster Risk Reduction) and UN SDGs (Sustainable Development Goals) can potentially support cities and regions in defining concerted action. This paper aims at measuring the performance of Chile and Ecuador in regard to the aforementioned policy goals. Although both countries show considerable progresses in the implementation of the UN strategies, it is doubtful that the existing global monitoring approach is appropriately designed for measuring the real situation on the ground. Our paper is based on a desktop research combined with stakeholder workshops and expert interviews. Overall, both countries made considerable progress in regard to disaster preparedness and monitoring. However, multi-risks are rarely considered and there is still increasing vulnerability due to the expansion of informal settlements. The risk management is characterized by an imbalanced distribution of financial resources and institutional capacities between the metropolitan regions and smaller municipalities, and by low public participation and hardly community-based approaches. The paper underlines the importance for more qualitative, in-depth studies on the root causes of disaster risk which could complement the global monitoring which is very much focused on quantitative data and shows inconsistency between input and output indicators.

Household preparedness is essential for resilience-building and disaster risk reduction. Limited studies have explored the correlations between place attachment, self-efficacy, and disaster preparedness, especially in the east Asian cultural context. This study investigates the mediating role of self-efficacy between place attachment and disaster preparedness based on data from the 2018 Shandong General Social Survey (N = 2181) in China. We categorized the preparedness behaviors into three specific clusters: material, behavioral and awareness preparedness. Multiple linear regressions and the Sobel Goodman tests were employed to estimate the correlations with the control of necessary confounding variables such as disaster experience, socioeconomic and demographic characteristics. The results demonstrate that both the place attachment and self-efficacy are correlated with higher degrees of overall preparedness and all three types of preparedness, and self-efficacy plays a mediating role between place attachment and disaster preparedness. These findings highlight the importance of promoting place attachment and self-efficacy in the advocacies and outreach activities of disaster preparedness.

AbstractThe high elder care death toll of Hurricane Katrina in 2005, pushed the federally mandated Long-Term Care Ombudsman Program (LTCOP) into the unsought and unforeseen realm of disaster preparedness. This new role was an extension of the LTCOP’s historic resident’s rights investigative case advocacy. To assess if, how, and to what extent local ombudsmen adapted to this new function, 102 local LTCOP leaders completed a telephone survey based on the CMS Emergency Planning Checklist. This assessed their own and their programs’: (a) readiness to help facilities reduce disaster threats to residents, (b) familiarity with relevant disaster laws, rules, and resources; (c) readiness to help residents through the disaster cycle; and (d) levels of disaster training and/or their plans to provide such training to their staff and LTC stakeholders. Forty-two respondents (41.13%) had experienced a public disaster but over half or those responding (n = 56, 54.90%) felt fairly to somewhat prepared to help in a public crisis. After being ready to work away from their office during a crisis ($\overline{x}$ = 4.14, SD = 1.00) respondents felt most prepared “to assist during nursing home emergency closure and evacuation” ($\overline{x}$ = 3.86, SD = 1.09). t-tests revealed that respondents with a disaster experience were significantly more prepared in all assessed dimensions than as those without disaster experience. The study highlights the training needs of ombudsmen in high risk areas to better prepare them for disaster mitigation in nursing homes.
