Information support for making strategic decisions in groups of companies can be, on the one hand, very relevant due to the large number of parameters taken into account, on the other hand, it is quite productive due to the objective measurability of these parameters. Unlike traditional approaches to the economic analysis of an independent business entity, subsidiaries and dependent companies (SDCs) are also evaluated in terms of their impact on the parent company and the group of companies as a whole. Therefore, the authors of the study have formed a set of indicators that can be regrouped for various analytical and forecasting purposes, thereby creating and testing the author's methodology for assessing the activities of subsidiaries and affiliates.

The article discusses the issues of improving the efficiency of decision support activities on a relatively large amount of information. The research relevance is associated with the increasing complexity of control objects, which leads to a decrease in the efficiency of decision-making based on the personal experience of decision-makers, up to complete impossibility. The purpose of the ar-ticle is to analyze the problems faced by decision-makers and the creation of methods to improve the effectiveness of decision-making in typical situations. The article examines the main compo-nents of the intelligent subsystem of the decision support system, which require the use of analytical tools, and also forms the methods interaction structure necessary for the effective formation of sce-narios of information support for decision making. To achieve the goals, a decision support method based on an intelligent component was used, which is aimed at creating an effective infrastructure to sup-port decision-making; methods of identification and categorization, designed to implement the most accurate and correct comparison of the characteristics (state) of the observed situation and the characteristics of a typical situation stored in the knowledge base; correlation methods aimed at finding dependencies between the characteristics of situations and scenarios to solve problems associated with these situa-tions; a method for constructing subject qualimetry, used to form a predictive model to assess the degree of compliance of the selected scenario for solving the current situation. As a result, it was de-termined that an important aspect of decision-making in typical situations is the most accurate identification of the state of the situation, the choice of the best scenario for implementing the solu-tion for this situation and the analysis of the consequences of the selected set of measures. To solve these problems, a method for identifying a situation, a method for finding solution scenarios and a qualimetric method for predicting the effectiveness of the selected scenario have been formed. The article concludes that decision-making activities based on the accumulated experience can be im-proved by using the proposed methods and implementing a decision support system with an intelli-gent component.

Management of real time information systems is gaining importance in all sectors and facets of human life. Varying from their applications in aviation, military, government, space technology, earth science, robotics, human cognitive, life support systems, disasters and emergencies, they emerge in diversified forms and natures. This paper identifies various contexts in the decision making processes of community livelihood; contextualizes the relevant information for taking time-critical decision, conceptualizes appropriate decision making methods, tools, and technologies for proper implementation, and manages an appropriate decision support system focusing knowledge acquisition and learning. Along this perspective, the paper establishes a decision support system framework in the aspect of early warning system in reaching out to grass roots community people at their own language, sign, and interpretation; provides knowledge support during disaster management, especially during post-disaster; provides information support in agriculture related matters, focusing pest control, and pre and post harvesting issues; provides emergency health assistance support during road accidents, or emergency health cases, or epidemic breakouts; and finally provides collaborative learning to improve e-governance at community level.

This dissertation reports on the original study that undertakes the development of a frugal information system to support subsistence farmers through the use of the Agricultural Production Systems Simulator (APSIM) as a support tool to assist them in optimal strategic decisions making. The field of agriculture is vast and in-depth and a number of critical factors like soil type, rainfall and temperature are involved that farmers have to take into account. Farmers persistently face the challenges of increasing and sustaining yields to meet with the populaces demand with often limited resources, which makes strategic decisions on what to plant, when to plant, where to plant and how to plant in a particular season imperative. The way in which this study attempts to solve this agricultural decision making problem is with the use of the APSIM. This technology platform provides an advanced simulation of agricultural systems that can enable subsistence farmers to simulate a number of variables ranging from plant types, soil, climate and even management interactions. This research presents a frugal web-based crop planning decision support system that subsistence farmers can take advantage with the use of the APSIM. The APSIM platform was used to run simulations for various regions with the results containing the expected level of success along with other useful information for a specified crop in the vicinity, using state of the art software platforms and tools ranging from Google Maps application programming interfaces, Microsoft’s model view controller framework, JavaScript and others. The validity of this system was tested through a number of design science methods including structural testing and illustrative scenarios, show capability of the information system. The results obtained from this evaluation show a small but powerful tool that has the capability of servicing a multitude of farmers with crop management decisions.

Megasite Management Tool (MMT) is planning and evaluation software for contaminated sites. Using different statistical modules, MMT produces maps which help decision makers in rehabilitating contaminated sites. The input data used by MMT is of geographic nature and exists as shapefile and raster format. As MMT is built using simple windows forms application, the objective of the study was to find a way to visualize geographic data and to allow the user to edit its attribute information. Therefore, the application requirement was to find GIS libraries which offer capabilities such as (1) map viewer with navigation tools (2) library to read/write geographic data and (3) software which allows free distribution of the developed components. A research on these requirements led to the discovery of MapWindow ActiveX components which not only offered these capabilities but also provided free and open source licensing options for redistribution. Although considerable amount of reports and publications exist on MMT, the major contribution provided by MapWindow libraries have been under played. The current study emphasises upon the contribution and advantages MapWindow ActiveX provides for incorporating GIS functionality to an already existing application. Similar components for other languages have also been reviewed.

Scholarships are a work program in every school or madrasa. The scholarship program is held to ease the burden on students in pursuing their studies especially in financial costs. Scholarships are given to students in a selective manner in accordance with the type of scholarships held. Distribution of scholarships is carried out by several institutions to help someone who is less capable or achievers during his studies. Based on this to help determine in determining a student to get a scholarship, then a decision support system is needed. The model used in this decision support system is simple additive weighting, this method is often also known as the weighted sum method, the basic concept of this method is to find the weighted sum of the ranking of performance on each alternative on all attributes. This method was chosen because it is able to select the best alternative from a number of alternatives, in this case the intended alternative is the one who is entitled to receive a scholarship based on specified criteria.
