Institutional Rent in Metallurgy: Ways of Use

The article describes the possible use of institutional rent of the largest metallurgical companies associated with their non-market advantages. The author identifies the channels for obtaining such rent, including differences in the tax burden, difference in the rates of involved financial resources for companies operating in different institutional conditions, state support and benefits from peculiarities of the vertical organization of production. Some estimates of institutional rent are obtained and questions are raised about the income and expenses level, fair for the economy, of the companies that receive it. The directions, in which large companies spend the received rent, are highlighted; it is emphasized that withdrawal of "windfall revenues" can be made only after they are compared with non-market expenses of companies, imputed by the state. At the same time, information on such costs is scattered, inaccurate and therefore requires serious assessment and monitoring. The author substantiates an approach wherein the state and big business are interested to seek a mutually beneficial use of the received institutional rent.

In this paper, we assess the effects of agricultural state support of corporate farms on their revenues from agricultural production sales in 14 Russian regions that differ in technology, environment and institutional conditions. In addition to the direct effect of the state support, the indirect effects via labor and capital are revealed. For this purpose, we identify production functions and statistical models of production factors for each of these regions separately. We find out diverse effects of the state support on revenues among the regions. Positive effects prevail. Negative effects are mainly caused by labor reductions that follow subsidy inflows. Another cause of negative effects is the soft budget constraints phenomenon.

Purpose: the purpose of the work is to prepare reasonable proposals for the development of state support for investment activities – programs of diversification of enterprises and organizations of the defense industry. The relevance of the topic of this article is because the current state support mechanisms do not effectively stimulate the implementation of projects to diversify enterprises and defense industry organizations. Therefore, it is necessary to develop special regulatory documents that take into account the specific features of the organization of production and production of defense-industrial complex (first of all, the “State program for diversification of enterprises and defense-industrial complex organizations”) for a rather long period of time.Methods: the methodological basis of the work is the dialectical method of scientific knowledge, as well as systemic and institutional approaches. In the course of the study, the procedures and instruments of state support for investment activities of business entities used methods of analysis and synthesis, comparison and analogies. The methodological basis of this article was legal documents in the field of investment promotion (Decrees of the President of the Russian Federation, Decrees of the Government of the Russian Federation, orders of ministries, etc.).Results: the article formulates proposals on the methods and procedures of justifying calculations, as well as the procedure and conditions for the provision of target funds. The proposals were developed on the basis of the analysis of the specific features of the organization of production and military products manufactured by the defense industry, as well as existing legal documents in the field of state support for investment activities.Conclusions and Relevance: аt the present stage of development of the Russian economy, the state must not only provide support to enterprises and organizations of the defense industrial complex in the form of concessional loans, subsidize interest rates on them, but also finance research and development costs from the federal budget. It should create interest among potential buyers in their acquisition of civilian products not only by economic, but also by administrative methods. At the same time, projects should be evaluated according to three criteria: the level of competitiveness of products in the world markets, commercial (financial) and budgetary efficiency.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

The article uses methods of statistical analysis, deduction and analogy to consider programs at the Federal, regional and economic levels, which provide for measures aimed at improving the technical equipment of agricultural producers. Particular attention is paid to the acquisition of energy-saving, high-performance agricultural machinery and equipment used in the production and processing of agricultural products. An assessment of the effectiveness of state support for updating the material and technical base of agriculture is given. Based on the results of the study, conclusions and recommendations were formulated.
