The article suggests using the UNCTAD approach to the allocation of special economic zones, according to which SEZs can be considered as entities that meet three criteria: clearly defined boundaries of the zone territory, economic activity regime different from the national one, developed infrastructure. The article analyzes the geography of SEZs in Russia in such a broad sense. It is concluded that the Russian SEZ system and its analogues are unreasonably complex, and it is proposed to create a full-fledged state information system for territories with preferential regimes for investors, and to increase the uniformity of existing regulations. It is shown that at present preferential regimes contribute to the socio-economic development of priority geostrategic territories (with the exception of the North Caucasus), but beyond their borders they rather contribute to the growth of interregional differences in the level of socio-economic development, rather than their reduction. it is proposed not to abandon the creation of SEZs and their analogues in problem regions, but to provide investors with sufficient favorable conditions and to differentiate approach to assessing the effectiveness of SEZs and their analogues in regions with objectively different levels of investment attractiveness.

In the article, the authors analyze the functioning of special economic zones in the Russian Federation. Currently, based on the established world practice, special economic zones can act as a catalyst for attracting foreign investment and ensuring effective regional socio-economic development. Therefore, according to the authors, the issues of improving the functioning of the SEZ are of particular importance. The analysis of the results of the functioning of special economic zones in the Russian Federation shows that there is a significant potential for their development. Due to the fact that the functioning of special economic zones is inextricably linked with the conduct of foreign economic activity, and the SEZs themselves are a tool for integrating the country into global value chains, the issues of customs regulation of activities on their territory become important, which acts as an effective way for the state to influence foreign economic activity and have significant opportunities in stimulating the development of special economic zones in the Russia. In this regard, the study of the application of customs regulation measures as important factors in the development of special economic zones in the Russian Federation is very relevant. Special attention was paid to the study of the regulatory framework for the application of customs procedures in respect of goods imported into the territory of special economic zones and exported from such territories. According to the results of the study, it was found that there are significant gaps in the current legislative regulation of this range of legal relations. The article formulates specific measures that can contribute to improving the efficiency of the functioning of special economic zones in the Russian Federation.

The article examines the expediency of establishing special economic zones in different regions in order to promote the socio-economic development of the regions in the Republic of Azerbaijan. A special economic zone (SEZ) is an area of the Republic of Poland separated pursuant to the Law where business activity may be run with more advantageous conditions than the rules of economic activity in the State. Main reasons of establishing of the SEZ are: business activation of regions; restoration of old industrial areas; use of the existing industrial assets and economic infrastructure; establishment of new workplaces, especially in territories with high unemployment; development of new technical and technological solutions and their application in the national economy; increase of competitiveness of the products and services offered.Now in Poland there are 14 special economic zones. This paper focuses on the influence of the SEZ on region economy, with the Dolnośląskie Voivodship as an example. Three special economic zones in the region stimulate its economic development and bring about an increase of its investment attractiveness among other regions in Poland. The Wałbrzyska SEZ and the Legnicka SEZ belong to the best special economic zones in the country in relation to achieved investment value and effectiveness of the development area.The investment in a zone the is important for the local economy. The paper describes this question with the Legnicka SEZ as an example.

The article presents the results of a study on determining the relationship between the parameters of socio-economic development and changes in the labor potential of the border regions of the North Caucasus, in particular the Republic of Dagestan. The study is based on the methodology for assessing the actual state of the labor potential of the Russian regions of the southern Federal University, developed by T. Y. Kryshtaleva. A composite index was calculated for each of the components of labor potential.

The main research goal was to obtain an answer whether special economic zones (SEZ) are an effective economic policy instrument in obtaining better territorial cohesion of a region. Territorial cohesion in regions was considered with a demographic and socio-economic aspect. Based on selected demographic and socioeconomic development indicators for 2005, 2010 and 2015, relations between areas included in SEZ and areas outside SEZ in a region are presented. An analysis of the demographic and socio-economic development level between such areas in the regions has shown significant differences, especially in the socio-economic aspect. It was found that areas included in the SEZ are to a significant extent ahead of areas without SEZ in terms of the socio-economic development level, while the vicinity of dynamically developing areas begins to stimulate faster development of areas outside of SEZ. This indicates that over a longer perspective SEZ may influence the territorial cohesion of a region.
