Training teachers is an important task of modern pedagogy and requires new approaches to the organization of the educational process. The use of information and communication technologies for the purpose of forming the information competence of the future vocational teacher is an important element of the formation of his professional competence. The article describes the stages of conducting a pedagogical experiment to develop the information competence of a future teacher of vocational training in domestic higher education institutions. The organization and methodology of the experimental study are described in detail, its results are given, the methods of diagnostics are described and so on.

The article explores modern information and telecommunication technologies, which are the basis of information processes in education. The fundamentals of improving the quality of student training from the point of view of the development of a vocational education system are investigated. The authors explore the definition of an innovative educational environment. It is proved that professional IT education is the basis for improving its quality level and has certain advantages over other types of knowledge, providing flexibility due to modern technological features, including the use of QR coding information.

The article describes the creation of pedagogical conditions for the formation of professional competence of the future specialists majoring in information and communication technologies. The purpose of this article is to investigate the conditions facilitating the formation of professional competence of future specialists majoring in information and communication technologies, to create and use application software aimed at increasing the efficiency as well as the degree of automation for providing educational services. According to the purpose, the following tasks have been assigned: pedagogical conditions for the formation of the professional competence of future specialists majoring in information and communication technologies have been proposed; the complex of circumstances necessary for ensuring positive dynamics in the formation of the professional competence of future specialists majoring in information and communication technologies has been studied; some ways of improving the formation of the professional competence of future specialists majoring in information and communication technologies have been considered; the ways of raising the professional skills level (proficiency level) of higher education applicants through the development of software applications for educational purposes have been analysed; the project alongside with the software that automates and optimizes the tasks of the subjects of the educational process as well as provides an opportunity to receive relevant and timely information concerning the organization of the educational process have been elaborated; a client-centred education schedule for students of higher education institutions has been developed, taking into account the specificities of the optimal online route. The project includes the following stages: preparatory (cognitive-information), selection of days, time, audience (issues), hierarchyzation of these issues, selection of starting and ending points of the route, after which the route scheme and its optimization are developed. The development of the route scheme and the elaboration of its software are inextricably linked parallel processes. The article is devoted to one of the main components of the professional competence of a modern teacher – competence in the field of information and communication technologies, namely, information and digital competence. The article gives an overview of the terminology used in foreign and domestic scientific literature. The analysis of researches revealing the essence and content of competence of the future teacher in the field of ICT is carried out. On the basis of analysis and generalization of information on the proposed topic, a complex of pedagogical conditions regarding the formation of information and digital competence of future teachers in the process of studying the informatics disciplines is considered. The article explores the ways of development and the conditions for the formation of information and digital competence of future educators. Information competence is considered as the ability of the student to search, to process the information received using modern technology. The studied experience testifies to the urgency of the problem of development of information and digital competency of teachers.

The article considers the issue of professional training of future preschool teachers. The example of a new training course for the specialty 012 Preschool education "Art Education of Preschool Children" presents opportunities to improve the quality of education and the formation of information culture of applicants for the second (master's) level of training by the means of information and communication technologies. The current state of the problem is analyzed and the contradictions in the process of teaching professional methods between the existing theoretical basis of professional training of future teachers and the insufficient level of professional competence of graduates, which is partly explained by the low level of motivation of many students to work in preschool education. The scientific research devoted to the application of information and communication technologies in the educational process, the definition of levels of readiness of students to use information and communication technologies and skills of the teacher who has mastered information and communication competence are analyzed. The article presents the results of a study of the levels of formation of artistic competence of undergraduates by motivational, emotional, intellectual, activity criteria and relevant indicators; methods of pedagogical diagnostics are specified. The principles, methods, and forms of using information and communication technologies in the context of the discipline "Art Education of Preschool Children" are revealed. The correlation between forms and methods of interaction of the teacher with pupils based on the use of information and communication technologies is shown. Factors of efficiency of use of information and communication technologies are defined: increase of interest of students to academic discipline, motivation to self-improvement and self-development, modernization of content of educational disciplines by innovative forms of interaction, methods, and receptions of formation of corresponding professional competence at future masters.

The purpose of this article is to substantiate the theoretical foundations of using information and communication technologies (hereinafter – ICT) in public administration decision-making processes using the framework of categories and concepts proposed by New Public Management, Joined-up government, Public Value Рaradigm, Actor Network Theory and Socio-Technical Systems. The research task is to comprehensively consider the methods, approaches and foundations of using ICT in public administration through these theories. General scientific methods (analysis and synthesis, deduction and induction) as well as the comparative-historical method have been used. Such an approach allows to generalize and comprehend the role and impact of ICT in public administration within the framework of different theories and to offer an empirical application of the developed concepts. Correlation of the considered concepts' theoretical principles with the criteria for public services delivery, the role of citizens, approaches to measuring the performance of public servants makes it possible to conclude the information about the attitudes and requirements for innovations in public administration from the perspective of each of the theories. It can contribute to further study of the ICT's impact on the public administration decision-making processes, predicting the transformational impact of e-governance and theoretical advances empirical application by both public servants and those who hold political positions.
