Currently, the Russian Federation is a significant geopolitical and economic player in the modern global world, it has its own interests and traditional partnerships with most states, including business representatives of those countries that are trying to restrain its development through restrictions and partial isolation from global development opportunities . Despite the sanctions and the unfavorable world market conditions, the Russian economy showed high plasticity, stability and adaptability to external changes, which was reflected in the positive dynamics of foreign trade growth in the existing conditions. Therefore, the purpose of this article was to conduct a comprehensive analysis of the dynamics of official statistics on economic growth and foreign trade in the Russian Federation for the period 2013-2018. To achieve this goal, the following tasks were solved: 1) an analysis of the dynamics of the gross domestic product of the Russian Federation for the period 2013-2018; 2) the role of foreign trade in the gross domestic product of the country is estimated through the calculation of foreign economic quotas; 3) analyzed the dynamics of foreign trade, imports and exports of the Russian Federation; 4) revealed the shares of product groups in the structure of exports and imports, as well as the most significant counterparties of the Russian Federation. The hypothesis of the study was the thesis of the interdependence of the volume of economic growth and foreign economic activity, including taking into account changes in foreign economic conditions. The article provides a retrospective analysis of the dynamics of economic growth in terms of nominal value and purchasing power parity, as well as the dynamics of foreign trade of the Russian Federation for the period 2013-2018. A preliminary forecast of foreign trade volumes for 2019 is given. The calculation of foreign economic, export and import quotas for the same period. The Russian specifics of the dynamics and structure of export supplies and import flows, as well as the structure of both imports and exports by counteragent countries and enlarged groups of the commodity nomenclature of foreign economic activity, are examined. For the period under review, the nominal GDP fell by 28.8%, while in terms of purchasing power parity, the Russian economy grew by 5.7% over the same period. At the same time, the largest drawdown in the economy occurred in the middle of the period; in recent years, the situation in the economy has improved. The role of foreign trade in the formation of GDP during the period was relatively stable, with the exception of 2018, when the foreign trade quota sharply increased (as well as export and import). The dynamics of foreign trade and export quotas in the Russian Federation are almost identical, while imports depend on export earnings. For the study period, foreign trade turnover of the Russian Federation decreased by 18.4%, export volumes decreased by 14.8%, import purchases decreased by 24.5%. The main problem of the economy and foreign economic activity remains its dependence on the export of mineral products.

The article analyzes the dynamics of changes in gross domestic product of Ukraine and other countries of the world during 1991–2019. The role of gross domestic product in the country’s economic growth is determined. The current level of gross domestic product of Ukraine in comparison with other countries has been defined. Gross domestic product indicator by purchasing power parity per capita (real gross domestic product) was used for comparative analyses. Attention is focused on the fact that both in Ukraine and in a number of European countries there is a positive trend regarding its growth. It is established that the functioning of the shadow economy, along with the legal one, leads to a significant reduction in the share of tax revenues in the structure of the country’s budget revenues, which endangers the implementation of important government programs. Assessment of gross domestic product by categories of final consumption and income has been carried out. It has been proven that the main burden of losses from the economic downturn is shifted to employees. A decrease in gross domestic product leads to a reduction in the share of wages. The dynamics of indicators of the ratio of internal and external debt to gross domestic product for the period 2006–2019 is analyzed. It is established that the peak period, which poses a threat to Ukraine’s ability to fulfill its obligations, falls on 2015–2017. It has been substantiated that the growth of real gross domestic product in Ukraine is insignificant. External and internal reasons for the slow growth of real gross domestic product are determined, in particular: a high level of corruption; war in the East; growth of inflation, NBU discount rate; low investment attractiveness of domestic enterprises; growth of external debt; deterioration of transport infrastructure; poor economic dynamics; lack of a country development strategy. The directions of solving the negative situation that has developed in the country are given, and the ways of increasing the growth rate of the gross domestic product are proposed

The state policy of the Russian Federation in the field of development of industrial enterprises has been studied. The analysis of the share of industry in the in the gross domestic product of the Russian Federation for 2014–2018 has been carried out. Russia is ranked 4th in the ranking of countries in terms of purchasing power parity, a significant position is granted to industrial production in this case. Despite this situation, industrial sector of Russia is characterized by the presence of negative trends, the elimination of which is crucial. In order to eliminate negative trends, investment programs aimed at supporting the development of industry are being implemented in Russia. Budgetary allocations are particularly important in supporting Russian industrial production. The resuts of the analysis of the dynamics of budget allocations indicate their increase in recent years. The dynamics of labor productivity in the industrial sector, as well as the main indicators of production have been analysed.

International economic integration through channels of foreign trade and foreign direct investment is seen as an important lever for enhancing economic growth. The significance of foreign economic activity for the Russian Federation is determined through the most important indicators generated by the resources of foreign trade and state financial support: the share of federal budget revenues from foreign economic activity; the volume of borrowing financial resources; import of technology; delivery of goods; import of components and spare parts; supply of food and everyday goods. The strategic importance of foreign economic activity for Russian regions is determined by a number of political, economic, social and other organizational conditions and factors: economic (concepts, strategies for foreign economic activity of the region) and regulatory (laws, regulations, orders, plans) documents; business structures in the field of foreign economic activity. In the presented monograph, the formulated set of practical measures for the interaction of foreign trade factors with the parameters of economic growth will ensure the development of a mechanism for the sustainable integration development of economic entities of the Russian Federation in the changed conditions of increasing sanctions pressure aimed at limiting foreign economic openness and reducing the efficiency of using the potential of international economic integration. Subject. The article investigates a Russian approach to ensuring economic growth. Objectives. The aim is to identify the basis of the Russian approach to ensuring economic growth. Methods. The study rests on the systems approach, using the methods of statistical, neural network, and cluster analysis. Results. The paper defines the structural importance of exports of goods and services, and changes in inventories. It highlights significant links with public consumption expenditures. The Russian approach to ensuring economic growth comes down to devaluation of the national currencyб resulting from the loss of the real inflationary potential of economic growth to maintain the volume of exports of goods and services in the context of maintaining public consumption expenditures. The increase in M2 forces the Central Bank of the Russian Federation to increase its foreign exchange reserves. This has a restraining effect on the growth of Russian Ruble’s monetary exchange rate. This phenomenon causes a drop in the Russian federal loan bond (OFZ) index and a replacement of strategic priorities with tactical ones. Conclusions. The basis of the Russian approach to ensuring economic growth is a reflection of the limits of the Russian economy development and the effectiveness of the Government of the Russian Federation.

The scale and problems of the formation of the economy and transport system of the Russian Federation should be considered in the system of territorial and economic division of the country. The article presents the results of studying the level of crime in the economic sphere in the country on the basis of official statistical information from Rosstat and the General Prosecutor’s Office of the Russian Federation. Economic crimes are difficult enough to detect, and the scale of latent economic crime is very large. In addition, the complexity of research in this area is due to the lack of precisely defined and unambiguously interpreted terms: “crimes in economic sphere”, “economic crimes”, “crime in economic field” or “crimes in the field of economic activity”. Summarizing the experience of theoretical and empirical research in this area, the author identifies three approaches to the interpretation of the concept of “economic crime”: legislative (based on the provisions of the Criminal Code of the Russian Federation), departmental and research. The consequences of economic crimes inflict irreparable harm on economic entities, society, the state as a whole, and undermine national security. The systematization of statistical data and the research carried out over a long period of time made it possible to identify the main trends in the situation from the standpoint of criminalization and decriminalization of the Russian economy, as well as to identify regions with an increased level of economic crime. The criminological analysis of crime in the sphere of economic activity has shown that there is an increase in negative trends, and with the development of the economy, it is necessary to strengthen activities to suppress economic crime. The statistical analysis of empirical data and monographic analysis made it possible to determine the most effective, in the author’s opinion, directions of combating economic crime in the modern world.

It is shown that in the context of the fourth industrial revolution in Russia, it is extremely important to actively increase and effectively use such a powerful factor of economic growth and achieving international competitiveness as national intellectual capital.
