The scale and problems of the formation of the economy and transport system of the Russian Federation should be considered in the system of territorial and economic division of the country. Integral development of all elements of the national transport infrastructure in the sectoral and spatial dimensions is necessary.

The article presents the results of studying the level of crime in the economic sphere in the country on the basis of official statistical information from Rosstat and the General Prosecutor’s Office of the Russian Federation. Economic crimes are difficult enough to detect, and the scale of latent economic crime is very large. In addition, the complexity of research in this area is due to the lack of precisely defined and unambiguously interpreted terms: “crimes in economic sphere”, “economic crimes”, “crime in economic field” or “crimes in the field of economic activity”. Summarizing the experience of theoretical and empirical research in this area, the author identifies three approaches to the interpretation of the concept of “economic crime”: legislative (based on the provisions of the Criminal Code of the Russian Federation), departmental and research. The consequences of economic crimes inflict irreparable harm on economic entities, society, the state as a whole, and undermine national security. The systematization of statistical data and the research carried out over a long period of time made it possible to identify the main trends in the situation from the standpoint of criminalization and decriminalization of the Russian economy, as well as to identify regions with an increased level of economic crime. The criminological analysis of crime in the sphere of economic activity has shown that there is an increase in negative trends, and with the development of the economy, it is necessary to strengthen activities to suppress economic crime. The statistical analysis of empirical data and monographic analysis made it possible to determine the most effective, in the author’s opinion, directions of combating economic crime in the modern world.

Transit communications and infrastructure facilities are basic conditions of countries’ spatial social and economic development. Cargo transportation services make up more than 50 per cent of the global export of transport services. Unique geographical position of Russia between Europe and Asia, existing border sea routes provide the country with the opportunity to become a part of global traffic flows and, thus, maintain the development of transit and export-import potential bound to the “entry points” into the world transport system. Domestic sea ports’ activities and their rapid modernization development can be predicted due to the fact that being part of the infrastructure they maintain communication in the area and the national economy’s integration into the global economy. Each sea bordering region of the Russian Federation solves the problems of developing separate ports. In the south they pay great attention to development of transport potential of the region by means of complex development of regional transport hubs, in particular, creating special economic port areas. Northern regions are more oriented towards developing the Northern Sea Route ports which provide exploration and production of hydrocarbons, and arrange northern supply to hard-to-reach regions. The Baltic region is characterized by tough competition with the Baltic states’ ports, and they have to reinforce import-export and transit potential of the country connected with the emerging positive changes in the direction of freight traffic. In perspective, the North-West Federal District is supposed to become a platform for several large-scale strategic infrastructural projects. As a result, a transport and transit area will be created to increase the volume of international and domestic transportation and the throughput of the regional seaports. Life-supporting function of port infrastructure is the strategic factor of the development of the total transport system of Russia due to its vast territory. Therefore, strategic regulation and programs have been developed at the federal level. They function as valid regulatory legal acts, are part of the total state government system and maintain national security and connectedness of Russian territory and stable economic growth. Strategic significance of these documents for sustainable social and economic development of the Russian Federation and its regions required analysis and systematization of Decrees, Strategies and Programs from the viewpoint of infrastructural factor of construction and modernization of Russian sea ports.

Carbon dioxide emissions are the inevitable result of hydrocarbon consumption, that is the energy pillar of the modern civilization. These emissions are the function of economic activity and carbon intensity of GDP. With strict natural limits on speed of reduction in the carbon intensity of GDP restraining CO2 emissions means restraining energy consumption and economic activity. Ratification of the Kyoto Protocol by the Russian Federation means that for the first time in the Russian history legal binding limits are put on absolute size of the Russian economy.

Currently, the Russian Federation is a significant geopolitical and economic player in the modern global world, it has its own interests and traditional partnerships with most states, including business representatives of those countries that are trying to restrain its development through restrictions and partial isolation from global development opportunities . Despite the sanctions and the unfavorable world market conditions, the Russian economy showed high plasticity, stability and adaptability to external changes, which was reflected in the positive dynamics of foreign trade growth in the existing conditions. Therefore, the purpose of this article was to conduct a comprehensive analysis of the dynamics of official statistics on economic growth and foreign trade in the Russian Federation for the period 2013-2018. To achieve this goal, the following tasks were solved: 1) an analysis of the dynamics of the gross domestic product of the Russian Federation for the period 2013-2018; 2) the role of foreign trade in the gross domestic product of the country is estimated through the calculation of foreign economic quotas; 3) analyzed the dynamics of foreign trade, imports and exports of the Russian Federation; 4) revealed the shares of product groups in the structure of exports and imports, as well as the most significant counterparties of the Russian Federation. The hypothesis of the study was the thesis of the interdependence of the volume of economic growth and foreign economic activity, including taking into account changes in foreign economic conditions. The article provides a retrospective analysis of the dynamics of economic growth in terms of nominal value and purchasing power parity, as well as the dynamics of foreign trade of the Russian Federation for the period 2013-2018. A preliminary forecast of foreign trade volumes for 2019 is given. The calculation of foreign economic, export and import quotas for the same period. The Russian specifics of the dynamics and structure of export supplies and import flows, as well as the structure of both imports and exports by counteragent countries and enlarged groups of the commodity nomenclature of foreign economic activity, are examined. For the period under review, the nominal GDP fell by 28.8%, while in terms of purchasing power parity, the Russian economy grew by 5.7% over the same period. At the same time, the largest drawdown in the economy occurred in the middle of the period; in recent years, the situation in the economy has improved. The role of foreign trade in the formation of GDP during the period was relatively stable, with the exception of 2018, when the foreign trade quota sharply increased (as well as export and import). The dynamics of foreign trade and export quotas in the Russian Federation are almost identical, while imports depend on export earnings. For the study period, foreign trade turnover of the Russian Federation decreased by 18.4%, export volumes decreased by 14.8%, import purchases decreased by 24.5%. The main problem of the economy and foreign economic activity remains its dependence on the export of mineral products.

Measures of state support for social and economic spheres are described. The characteristic of losses from the pandemic is given in relation to the sectors of the economy. The conclusion is made about the significant role of regional authorities in the fight against the consequences of coronavirus.

The objective of the article is to show the importance of modernisation and development of the transport and logistics system of the Yamal-Nenets Autonomous Area (hereinafter – YNAA) for socio-economic development of the country, of its single economic space, and implementation of its export capacity. The current state of the transport system of YNAA is analysed considering a particular role of transport system of the region in development of the Arctic zone of the Russian Federation (hereinafter –the AZRF), while showing the inconsistency of the existing level of its development with the needs of the economy and the population of the area, the strategic goals of development of the Russian Arctic and the country. The research used general scientific methods, e.g., analysis and synthesis.The implementation of several large infrastructure projects in YNAA being initiated at the federal level requires the corresponding development of the regional transport and logistics infrastructure and the solution of transport problems in this region. Modernisation and development of the regional transport and logistics infrastructure through implementation of infrastructure projects will allow: to form a single interconnected transport space with a significant reduction in infrastructure constraints for development of YNAA; to achieve the required level of population mobility and transport accessibility of municipalities for all categories of population; to combine the mainland and port infrastructure within a single logistics system through implementation of federal infrastructure projects in parallel with measures to develop the existing regional transport infrastructure; to integrate the transport complex of YNAA as part of the transport system of the Russian Federation into the world transport system.The development of an effective regional transport and logistics system within the framework of the corresponding federal system, considering the geostrategic features and geo-economic potential of the region, will remove infrastructural constraints for development of the national economy and the region’s economy.

The article analyzes the situation with attraction of foreign direct investments (FDI) into the Russian Federation. Sharply increased inflow of international financial resources into national economy has highlighted the problem of definitions, the reasons of this phenomenon and its economic contents. The article considers methodological aspects and economic essence of modern FDI. Special accent is made on the estimation of the situation with their attraction into Russia, FDI structure and effectiveness. The conclusions about basic directions of the increase of their effectiveness in the Russian economy are formulated.

The article is meant to analyze current problems and prospects for the development of effective tax policy as part of digital transformation of Russian economy. Introduction of a digital tax and the consequences of the digital tax reforms in the EU, the USA and OECD countries are highlighted. The necessity of qualitative transformation of the tax system of the Russian Federation in response to modern challenges is substantiated, taking into account the changes of the Tax Code of the Russian Federation adopted at the end of July 2020. The authors suggested their own concept of a digital tax and the prospects for its adoption in Russia, and consider it inappropriate to impose taxes on Internet users who do not use the Internet for business. Today, the main focus should be made on creating and testing effective technologies that allow on-line monitoring the tax basis of digital economy entities, taking into account the cross-border movement or use of digital products (goods and services). In addition, it would be extremely important to provide for a potential tax exemption for part of the profits of international ICT companies that are received on the territory of the Russian Federation and reinvested in joint with Russian companies projects in the high-tech for civil purposes area.
