This research aims to identify and analyze the effect of (1) the labor force to imbalance regional development of West Sumatra (2) quality of human resource to imbalance regional development of West Sumatra(3) allocation of Public Funds to imbalance regional development of West Sumatra (4) government expenditure to imbalance regional development of West Sumatra. Using panel data analysis, the results of this research showed that the labor force and government expenditure has not siginificant effect to imbalance regional development of distirct/city in West Sumatra, the quality of human resource and allocation of Public Funds has significant effect to imbalance regional development of distirct/city in West Sumatra, and simultaneously there are significant effect between the labor force, quality of human resource, Allocation of public fund, and Government expenditurehas significant effect to imbalance regional development of distirct/city in West Sumatra in research period.

Em contextos de reestruturação produtiva, a disputa pela apropriação do fundo público tende a se tornar mais intensa. Este artigo analisa a trajetória de duas décadas, 1990 e 2000, de aplicação do fundo público em políticas sociais, nos municípios polo do Noroeste do Rio Grande do Sul. A partir dos referenciais do método dialético, demonstram-se e comparam-se os investimentos realizados, buscando relações com os interesses de grupos e classes sociais, bem como com os indicadores de desenvolvimento destas formações sociais específicas. Constata-se o aumento expressivo dos valores investidos ao longo do período, porém com tendência decrescente de percentuais, especialmente na década de 2000, na relação com o orçamento municipal disponível, evidenciando acirramento na disputa pelo fundo público. O crescimento dos indicadores de desenvolvimento, acima da média estadual e nacional, evidencia a relevância dos investimentos em políticas sociais para os municípios selecionados.

Resumo: Este estudo discute as características e a passagem do Estado de Bem Estar Social para o Estado Schumpeteriano, com a reestruturação do capitalismo em meados da década de 1970. Desde então, o Estado diminuiu sua atuação no atendimento das necessidades humanas e amplia seu papel na organização e sustentação da acumulação capitalista. Nesse sentido, o fundo público é canalizado para o atendimento das necessidades do capital e as políticas sociais assumem um caráter de amortecedor das tensões sociais, promovendo a coesão social e, por outro lado, atuam como moeda, que impulsiona o crescimento econômico e os lucros dos membros da burguesia. Abstract:This study discusses the characteristics and the passage of the Welfare State to Social State Schumpeterian, with the restructuring of capitalism in the mid-1970s. Since then, the state reduced its role in human needs and expands its role in the organization and support of capitalist accumulation. In this sense, the public fund is channeled to meet the needs of capital and social policies assume a character buffer of social tensions, promoting social cohesion and on the other hand, act as currency, which boosts economic growth and profits members of the bourgeoisie.

Two studies examined the impact of macrolevel symbolic threat on intergroup attitudes. In Study 1 (N = 71), participants exposed to a macrosymbolic threat (vs. nonsymbolic threat and neutral topic) reported less support toward social policies concerning gay men, an outgroup whose stereotypes implies a threat to values, but not toward welfare recipients, a social group whose stereotypes do not imply a threat to values. Study 2 (N = 78) showed that, whereas macrolevel symbolic threat led to less favorable attitudes toward gay men, macroeconomic threat led to less favorable attitudes toward Asians, an outgroup whose stereotypes imply an economic threat. These findings are discussed in terms of their implications for understanding the role of a general climate of threat in shaping intergroup attitudes.

The article considers the problems of industrial policy and, accordingly, the industrial development strategy from the standpoint of the challenges facing the industry, the conditions for the adoption of strategic decisions and possible answers - the key directions of state activities. The main principles and directions are analyzed: investment, foreign trade, technological policies, certain aspects of territorial planning, state corporate and social policies. Proposals on the prospective goal-setting and possible results of industrial policy have been formulated.

The essence and urgency of government expenditure for regional development is very crucial in realizing sustainable development, meaning that government spending must meet current needs without compromising the fulfillment of the needs of future generations. The higher the state revenue, the higher the state expenditure for regional development. Thus, an increase in understanding of government expenditure for regional development in a sustainable manner must be carried out with the principle of prudence in this country.
