This research aims to identify and analyze the effect of (1) the labor force to imbalance regional development of West Sumatra (2) quality of human resource to imbalance regional development of West Sumatra(3) allocation of Public Funds to imbalance regional development of West Sumatra (4) government expenditure to imbalance regional development of West Sumatra. Using panel data analysis, the results of this research showed that the labor force and government expenditure has not siginificant effect to imbalance regional development of distirct/city in West Sumatra, the quality of human resource and allocation of Public Funds has significant effect to imbalance regional development of distirct/city in West Sumatra, and simultaneously there are significant effect between the labor force, quality of human resource, Allocation of public fund, and Government expenditurehas significant effect to imbalance regional development of distirct/city in West Sumatra in research period.

This study aims to determine the effect of regional financial performance, labor force participation rates, and inflation on economic growth in West Sumatra. The data used are secondary data in the form of time series with a period of time from 1987 to 2017, with the technique of collecting data documentation and library studies obtained from the institutions and agencies concerned. The variables used are government expenditure, investment, balance funds, labor force participation rates, inflation and economic growth. The research methods used are: (1) Ordinanry Least Square (OLS), (2) Classical Assumption Test. The results of the study show that (1) Government expenditure has a positive and significant effect on economic growth. (2) FDI investment has a negative and not significant effect on economic growth. (3) Balancing Funds have a positive and significant effect on economic growth. (4) Work Force Participation Level has a negative and significant effect on economic growth. (5) Inflation has a negative and significant effect on economic growth (6) Government Expenditures, Investment, Balancing Funds, Labor Force Participation Levels and Inflation have a significant effect on economic growth in West Sumatra.

Popularity can cause problems for an armed group’s human resource wing. On one hand, the group’s ranks swell. But the group also has to ensure that such an influx does not decrease the overall quality of its labor force, because a good organization with good benefits attracts more than just dedicated fighters. To do this, armed groups impose additional unproductive costs on fighters in return for membership in the group. To ensure they get only the most trustworthy and loyal fighters, the most organized and successful groups present prospective fighters with a condition: adherence to a strict set of requirements that have no direct effect on fighting. Groups need to at least try to explain the rationale behind those restrictions to their members. Ideology—in the case of the Syrian civil war, Islamist ideology—comes in handy for that purpose.

The aim of this paper is to analyse the quality of human resource in urban and rural areas of Indonesia. By using labor utilisation approach this study shows that although the education of labor force has increased along with the spread of educational facilities, there is a tendency that educated unemployment and underemployment are not decreased. This suggests that quite a highproportion of labor is underutilized. This reflects that technology and skill of labor are low which determine the low level of humanresource quality.

Dan juga bertujuan Karang Taruna Kampung serua poncol dapat menjalankan fungsi dan perannya secara optimal sehingga mendatangkan manfaat bagi Kampung serua poncol. The essence and urgency of government expenditure for regional development is very crucial in realizing sustainable development, meaning that government spending must meet current needs without compromising the fulfillment of the needs of future generations. The higher the state revenue, the higher the state expenditure for regional development. Thus, an increase in understanding of government expenditure for regional development in a sustainable manner must be carried out with the principle of prudence in this country.

The research is to examine the influence of the understanding of local financial accounting system, capacity of human resource and the utility of information tecnology toward the quality of financial report information of yogyakarta government.The used data for the research is primer data. It is the result from questionnaires spreading. The respondence of this research is manager of financial report of yogyakarta local government. The questionnair is spread to 90 respondents, meanwhile that can be proccesd are 63 questionnaires. The method of sample taking is using purposive sampling. Analytic technique of data in this research is using double linier regretion technique.The result of regretion test shows that the local government financial accounting system understanding and the capacity of human resource are not influenced significantly to the quality of local government financial report information, meanwhile the utility of technology is influenced positively to the quality of local government financial report information.keyword: the understanding of local financial accounting system, capacity of human resource, the utility of information technology and quality of local government financial report information.
