The COVID-19 epidemic does not stop investment processes. Moreover, the stimulation of the economy will consist, inter alia, in the strong stimulation of the public investment sector. Therefore, entrepreneurs who currently meet the challenges will not cease to fulfill their obligations and will meet the contractual conditions have a chance to implement further contracts - otherwise, they risk being excluded from future proceedings.

The most important measures stimulating the increase of efficiency and effectiveness of budget expenditures on road construction are the improvement of pricing mechanisms and increasing efficiency of the procedures of government purchases of goods, works and services. The paper includes the analysis of main problems that arise in the process of government purchases and construction pricing with the reference to budget expenditure on road construction. It includes the review and analysis of international experience and possible measures of increasing the efficiency and effectiveness of government purchases and (road) construction pricing in Russia.

MUNICIPAL ENTITIES IN PUBLIC PROCUREMENT LAWIn the implementation of public tasks in the form of commissioning construction works, services, deliveries by way of a paid contract, municipal entities act as awarding entities — entities awarding a public contract. Municipal entities may also act as economic operators — entities applying for the implementation of the contract in question. In both situations they are subject to the public procurement law regime.

The analysis of the contracts awarded on the basis of a single tender in public procurement is necessary to be performed for studying the degree of openness of a market and for identifying a number of deficiencies such as reduced competition, high level of bureaucracy, reduced stimulation of the small and medium entreprises participation at the procurement procedures or non-splitting into lots the object of the procurement. The article describes the existing specialised literature, the advantages and disadvantages of receiving only one tender situation in Romania and European Union during the period 2015 – 2017, in correlation with the statistics regarding the weight of conracts awarded to small and medium entreprises and the weight of procurement procedures divided into lots. Also, the article longer poses a number of issues concerning the approach of contracts contracts based on only one offer as an indication of fraud or corruption or the conclusion of anticompetitive agreements.

In a globalisedworld, innovationis the driving force of the economy. In Poland, the public sector can support innovation to a large extent thanks to the Public Procurement Law, amended in 2016, which introduced a new procedure - innovation partnership. Judging by the scale of public spending, public procurement can become a powerful tool for the development of innovation in the economy. The aim of this article is to examine how innovation partnership can influence the effectiveness of investment projects. The assessment of processes related to the purchase of innovative solutions by the public sector with the use of public procurement and the innovation partnership mode shows that the use of this mode in various sectors of the economy may significantly improve the quality of tasks performed by them. In the study, the model method was applied based on the evaluation of the practice of using innovation partnerships in selected countries and the analysis of the transferability of these solutions to Poland. The evaluation took into account the specificity of public procurement procedures and innovation partnerships resulting from legal conditions and the national socio-economic environment. Weaknesses in the application of this procedure were identified, which cause that the innovation partnership is not a commonly used mode of investment projects implementation, and recommendations were formulated in order to reversethis trend.  JEL Classification: O30, O31, O38

AbstractParticular diligence in the preparation of documentation and conducting a tender procedure for construction works must be made by public contracting entities, who are subject to additional restrictions. In Poland, the largest public contracting entities are the sectoral ones. These are the entities (defined in Art. 3 of the Public Procurement Law Act) operating in the sectors of water management, energy, transport and postal services. The paper presents the analysis of tender offers for the execution of construction works or design and execution of construction works related to the reconstruction, construction and revitalization of railway lines, announced after the amendment to the Public Procurement Law on June 22, 2016. The considered examples are selected tender procedures covering the scope of construction and assembly works on railway lines throughout the country. The authors paid particular attention to the tender criteria applied and the requirements for the potential contractors for works in the field of railway infrastructure

The purpose of this study is to evaluate the impact of public investment programs on the socio-economic development of territories. As a case, the federal target programs for the development of regions and investment programs of the financial development institution — Vnesheconombank, designed to solve the problems of regional development are considered. The impact of the public interventions were evaluated by the “difference in differences” method using Bayesian modeling. The results of the evaluation suggest the positive impact of federal target programs on the total factor productivity of regions and on innovation; and that regional investment programs of Vnesheconombank are improving the export activity. All of the investments considered are likely to have contributed to the reduction of unemployment, but their implementation has been accompanied by an increase in social inequality.

Subject. This article deals with the issue of improving the public investment allocative efficiency. Objectives. The article aims to develop an approach to improve the efficiency and effectiveness of public investment in the economy. Methods. The study is based on a panel data regression with random effects. Conclusions and Relevance. All sectors of the economy have different demand for investment resources attracted, determined by operational and technological aspects. The results of the study can be used to develop an effective system of public investment.
