The article deals with the problem of using resource-saving technologies for processing construction materials waste to ensure environmental safety and reuse of materials during the dismantling (demolition) of buildings. Justification is given for the development and adaptation of the theory of using resource-saving technologies in the organization of dismantling (demolition) of buildings.

In a market economy, it becomes important to improve the organization of enterprise management and, above all, the production process, efficient use of financial, material resources and inventories. Effective management of material resources increases profits and provides the necessary investment. To maintain high profitability and liquidity, the management of current activities of enterprises, in particular inventory management plays a significant role. The categorical apparatus of material resources management at the enterprise is considered, the definition of “material resources” is generalized, the definition of "material resources management" is offered, and also the system of material resources management at the enterprise is considered. In the management of material resources at the enterprise there are 2 approaches – logistics and reengineering. The main tasks of the mechanism of management of material resources of the enterprise of building materials are defined. These are: increasing the efficiency of material resources and choosing cheap sources of funding; introduction of new production, resource-saving technologies; minimization of costs for procurement, production and marketing activities; increasing the interest of employees of all services in the effective performance of their duties; product quality management. The analysis of efficiency of use of material resources at the enterprises of building materials which has shown, that manufacture of production is rather material-intensive is carried out. This is evidenced by the share of material costs in the cost of work, and the value of the utilization factor of materials indicates the economical use of material resources in production. Reserves for improving the efficiency of material resources at construction materials enterprises have been identified. The ways of the most rational use of material resources of construction materials enterprises are offered, in particular it is improvement of a design and technology of manufacturing of products, introduction of more progressive norms of expenses of resources, use of substitute materials, and reduction of losses at stages of transportation, storage and industrial use.

The modern building materials market places high demands on heat-insulating and heat-insulating structural materials. In this connection, the issues of developing high-quality building materials obtained on the resource-saving technologies basis allowing to solve two interrelated problems are topical. The first problem is the industrial waste generated and existing stocks disposal. The second is associated with a decrease in the traditional raw materials deficit [1]. These problems solution, combining rational technological solutions, is based on the scientific research achievements in this area, in particular in the foam glass production. The priority scientific research areas in the foam glass materials production are the developments related to the study, the new raw materials use and the production of foam glass mixture compositions on their basis, which provide, along with the necessary performance properties, high environmental safety requirements [2, 3].

The article is devoted to problems of creation of comfortable microclimate. Identifi es sources of pollution, completed their evaluation. Special att ention is paid to the selection of environmentally friendly building materials. In the production of building materials where toxic components can be industrial waste, replacing natural raw materials and chemical additives regulating the properties. In the operation of many building materials, especially those based on polymers, it is necessary to control the release of toxic substances resulting from degradation. For the assessment of comfort and environmental safety of housing is offered to create «Passports of residential buildings», which should be provided with information about construction materials used to evaluate this parameter, environmental home safety, including chemical safety as its component.

Рассмотрена методика организации переработки отходов строительных материалов после демонтажа и сноса восстанавливаемых объектов при ликвидации последствий чрезвычайных ситуаций техногенного характера. Представлен алгоритм методики. Приведено моделирование требующихся затрат на возведение и эксплуатацию необходимой для этого инфраструктуры стационарных и мобильных комплексов переработки отходов (вместо захоронения) с целью обеспечения вторичного использования материалов на поврежденных объектах. Ключевые слова: чрезвычайная ситуация, демонтаж, переработка отходов, комплексы переработки, вторичные материалы, утилизация, восстановление объектов.The methodology of arrangement of processing waste building materials after dismantling and demolition of engineering facilities during liquidation of consequences of a technological emergency is considered herein. The algorithm of the technique is presented. Appropriate modeling of the required costs for construction and operation of the necessary infrastructure for stationary and mobile waste processing facilities (instead of disposal) in order to ensure secondary use of materials at damaged facilities is also given. The following paper presents some results of long-term research on the urgent problem of recycling waste products and their use in road construction. The studied new materials and technologies are justified by the developments of Tyumen Industrial University. The aim of this work is to prove the technique, checking the ecological safety of the road materials with the use of waste products. Research techniques and test subjects are quantitative chemical analysis and biological testing of road material samples with waste additives obtained during drilling and oil production. Along with the standard procedures for analyzing the contamination and toxicity of water extracts, the authors have proposed and tested the evaluation of repeated and long-term extractions, imitating the possible environmental impact of waste products. The obtained results showed the environmental safety of the road-building materials based on wastes.

An estimate of natural and technogenic raw material bases for construction materials production is given. These two groups of primary products are suggested to be considered as a united raw material base for building industry due to including industrial wastes. To be selected for an appropriate use every industrial waste sort must undergo several levels of estimation on the following criteria: toxic level; chemical and mineral composition; selection of wastes from ready-made construction materials or their components; selection of wastes from ready-made raw mixes for the production of building materials; estimation of aggregate state; estimation of the amount of formation. After such a multilevel estimation, waste is getting a certain status.

The use of new technologies and raw materials, including man-made materials, in the production of con-struction and road materials increases the risks of forming a negative technogenic load on environmental objects when used in road construction. This is of particular relevance due to the fact that the road network has a long extension in the settlements and as a result has a negative impact on the person. A new methodolo-gy for "green" construction, which is currently being effectively used in a number of developed European countries, can give a comprehensive assessment of the emergence of risks. On the basis of analytical and la-boratory studies it is shown that the methodology of "green" construction used for the evaluation of residen-tial and industrial buildings can not be applied to the evaluation of road construction objects. When as-sessing the building materials used in road construction, the change in their physicochemical condition dur-ing long-term operation in the elements of road structures is not taken into account. It is shown that the emis-sion of environmentally hazardous chemical compounds that make up construction materials increases with the cyclicity of the pH of the medium of their placement, the discontinuity of the surface. It was proposed to include such provisions as "protection from the aquatic environment", "stable pH values of the external envi-ronment" for the formation of a rating system for assessing the "green" construction of motor roads in order to ensure environmental safety.

High requirements to ensure sanitary and hygienic working conditions and reduce harmful emissions into the environment are provided through ventilation systems equipped with efficient and economical equipment. The task of improving the air basin is to reduce the amount of harmful substances in the ambient air to the level of MPC and lower, which, with increasing volumes of ventilation and process emissions, determines the increased requirements for industrial filters. The most effective are wet devices, in which the process of gas cleaning is carried out through interaction with the liquid, most often with water. The authors developed a number of high-efficiency dust-collecting apparatuses, in which the majority of methods for contacting elements with a liquid are realized simultaneously, which determines the maximum completeness of gas purification from dusts with different physico-chemical properties. One of them is an aerohydrocyclone intended for combined simultaneous cleaning of a technological product in the form of a suspension and dusty air removed from the shelters of technological equipment. This apparatus with internal circulation of liquid, where the concentration of trapped dust in the irrigating liquid affects the efficiency of dust collection, the frequency of water replacement, the operating mode and the load of the water-slurry farm. The particulate materials of the slurry intensifies the process of dispersion, irrigating liquid and its structural viscosity, as well as the stability of the formed foam, which contributes to a more effective manifestation of various wet dust collection mechanisms.The implementation of the installation of a wet dust collector for complex cleaning in the technological line for the preparation of lime milk from the construction materials factory made it possible to reduce the concentration of dust in emissions at the maximum level of ensuring the economy of aspiration systems. The obtained results testify to the positive experience of the operation of wet dust collectors for complex cleaning in the building materials industry, and the regularities connecting the operation modes of the apparatus with the properties of trapped dusts and the features of technological processes make it possible to recommend them for use in various enterprises.

Basing on life cycle analysis of building materials produced of waste products the authors defined the formation stages of environmental risks of adverse impacts on the environment. The studies have revealed that one of the main environmental risks is the occurrence of secondary emission of pollutants from building materials produced of waste products when used by the end-user, which is not taken into account by the existing regulatory documents defining the environmental safety of construction materials. The questions of prevention of the possible negative impact of the construction materials based on or with addition of production waste while their use on the environment and population as a result of a number of natural and anthropogenic factors, which can lead to negative ecological effects, which are difficult to forecast, are not regulated enough. In the present conditions of the absence of regulatory framework of their ecological safety the wide use of production waste for obtaining construction materials without account for the possible ecological risks may lead to technogenic burden exceeding the acceptable level.The authors defined the main ways to reduce the environmental risks when using the resource potential of waste for the production of building materials by reducing the emissions of these pollutants while reducing their permeability.
