This research paper presents and structures a proposal for agro-industrial application using Unmanned Air Vehicles (UANs) or Drones in the wine sector, which proposes the use of information and communication technologies (ICTs) in synergy with advances in artificial intelligence. For development, the design and structuring of a remote service is considered that allows the user or owner to generate a request for wine monitoring through a communication network through a mobile application considering the use of a drone equipped with a vision system that allows to identify patterns and consequently detect characteristics in specific that have a high potential to pose an obvious risk; this with an approach that provides the user or producer with the information necessary for making effective decisions in the process of assisting the problems. All with the aim of developing tools that contribute and work for new contributions that generate a technological impact in the context of the sector considered important in the national economy.

There is great interest to use artificial intelligence (AI) technologies to improve government processes and public services. However, the adoption of technologies has often been challenging for public administrations. In this article, the adoption of AI in governmental organizations has been researched as a form of information and communication technologies (ICT)–enabled governance innovation in the public sector. Based on findings from three cases of AI adoption in public sector organizations, this article shows strong similarities between the antecedents identified in previous academic literature and the factors contributing to the use of AI in government. The adoption of AI in government does not solely rely on having high-quality data but is facilitated by numerous environmental, organizational, and other factors that are strictly intertwined among each other. To address the specific nature of AI in government and the complexity of its adoption in the public sector, we thus propose a framework to provide a comprehensive overview of the key factors contributing to the successful adoption of AI systems, going beyond the narrow focus on data, processing power, and algorithm development often highlighted in the mainstream AI literature and policy discourse.

Big data in the life sciences and healthcare sectors is an increasing trend. It is the processing and displaying of huge volumes and varieties of data at a rapid speed. There is a vast amount of data in the healthcare and Pharmaceutical industries, including lab data, insurance data, patient records, research data, and even social media data (1, 2). Pharmaceutical companies have vast amounts of compounds that could be the perfect solution to combat specific diseases, but they have no way to identify them as such. The development and production of drugs can cost pharmaceutical companies up to $2.6 billion (£1.8bn) and take 12 to 14 years to complete (1). Artificial Intelligence (AI) plays a crucial role in enabling the industry to achieve these objectives, be it analytics in personalized medicine, cloud computing in collaboration, or wearable devices in remote and self-health monitoring. Thus, the main short/medium-term implication AI has for the pharmaceutical industry is the reduced time it takes to develop drugs and thus the associated costs, enhancing return on investment and could even mean a reduction in cost for end users. As the pharmaceutical industry becomes increasingly more connected, information and communication technologies will fundamentally reshape both the consumption and delivery of medications (1, 2,3).

Modern society has entered into a full-scale implementation of the scientific and technological revolution 4.0 and economic globalization. One of the driving forces of the new scientific and technological revolution is the development of information and communication technologies and the introduction of technologies for the transmission and use of information. Today, the problem of legal support for the management of the confidentiality of data used to identify subjects and objects by their unique attributes is relevant. The degree of solving the problem of managing the processes of digital identification data is one of the main factors in the modern development of crossborder e-economy and trade. There is a situation when in Ukraine in all spheres of public life modern information and communication technologies are rapidly introduced in the actual absence of legal institutions for the management of identification and personal data, biometrics, IoT devices and artificial intelligence. A significant complication for the development and operation of identification data management systems is the lack of a single strategy in this area, socio-legal model of public relations, a single classifier of identification data and a single scheme of identification of subjects by identification data, mechanisms for legal rights and responsibilities. projects, legal procedures for biometric identification, methods of identification of IoT devices and artificial intelligence.

This article discusses the modern aspects of the application of information and communication technologies (ICT) in the management of the statistical industry of the Republic of Uzbekistan. The article shows that at present, ICTs are an important factor in the development of industries and spheres of the national economy. An information system has been formed in the statistical industry, which is currently being transformed under the influence of advanced technological solutions, including big data technology, which contributes to the competent adoption of managerial decisions and the effective functioning of the industry in the economic market.

Aim. To analyze the concept of “artificial intelligence”, to justify the effectiveness of using artificial intelligence technologies.Tasks. To study the conceptual apparatus; to propose and justify the author’s definition of the “artificial intelligence” concept; to describe the technology of speech recognition using artificial intelligence.Methodology. The authors used such general scientific methods of cognition as comparison, deduction and induction, analysis, generalization and systematization.Results. Based on a comparative analysis of the existing conceptual apparatus, it is concluded that there is no single concept of “artificial intelligence”. Each author puts his own vision into it. In this regard, the author’s definition of the “artificial intelligence” concept is formulated. It is determined that an important area of applying artificial intelligence technologies in various fields of activity is speech recognition technology. It is shown that the first commercially successful speech recognition prototypes appeared already by the 1990s, and since the beginning of the 21st century. The great interest in “end-to-end” automatic speech recognition has become obvious. While traditional phonetic approaches have requested pronunciation, acoustic, and language model data, end-to-end models simultaneously consider all components of speech recognition, thereby facilitating the stages of self-learning and development. It is established that a significant increase in the” mental “ capabilities of computer technology and the development of new algorithms have led to new achievements in this direction. These advances are driven by the growing demand for speech recognition.Conclusions. According to the authors, artificial intelligence is a complex of computer programs that duplicate the functions of the human brain, opening up the possibility of informal learning based on big data processing, allowing to solve the problems of pattern recognition (text, image, speech) and the formation of management decisions. Currently, the active development of information and communication technologies and artificial intelligence concepts has led to a wide practical application of intelligent technologies, especially in control systems. The impact of these systems can be found in the work of mobile phones and expert systems, in forecasting and other areas. Among the obstacles to the development of this technology is the lack of accuracy in speech and voice recognition systems in the conditions of sound interference, which is always present in the external environment. However, the recent advances overcome this disadvantage.

The article considers the prerequisites for the development in the market of information and communication technologies, which is the reason for the research topic. It is substantiated that the intensive development of information and communication technologies has put humanity before the beginning of a new phase of its existence – the global information society, the transition to which, in turn, involves certain transformations in economic, social, political, legal, cultural structure of each country. The experience of developed countries in the development of the industry has been studied, which shows that the development of information and communication technologies is a catalyst for increasing the competitiveness of the national market, the country's economy, solving social and environmental problems and more. The purpose of the article is to develop a forecast development in the market of information and communication technologies for the economy of Ukraine based on the experience of developed countries. In the process of research and solution of the tasks different scientific methods were used, the main ones are: comparison, systematization, graphical analysis, clustering method, as well as the system-information approach. As a result of the analysis of the market and application of the clustering method, 9 clusters were obtained according to the similarity of the level of indicators of socio-economic and information development. This allowed to identify in detail the leaders and outsiders in the development of information and communication technologies and their impact on the national economy. The scientific novelty is the creation of clusters of countries according to the level of ICT development, which gave the right to identify the magnitude of the impact of ICT on the national economy of a country. The practical significance of the study lies in the application of existing developments to identify the situation on the world market of information and communication technologies and determine the development of Ukraine in the field of ICT.
