The article is devoted to the study of the existing legal framework for the protection of minors in the Republic of Kazakhstan from negative impacts in the information sphere, as well as the priority areas of development of national legislation in this area. Today, in the context of globalization, information and communication networks, including the Internet, are an important, and sometimes the only source of information for children. The pandemic of the new coronavirus infection COVID-19 is a confirmation of this, when, against the background of the lack of real communication, children began to spend most of their time on the Internet. Education, leisure, and communication have all moved there. The role of information and communication networks in the life of modern man cannot be overestimated. At the same time, they can be a source of threats and risks to the health, development and mental well-being of children. It is established that the current legislation of the Republic of Kazakhstan contains a number of normative legal acts aimed at ensuring the information protection of minors. However, the system of legal and organizational protection of children in the information sphere is currently at the stage of formation and does not provide a comprehensive response to modern, exponentially growing information challenges and threats. In order to eliminate this gap, it is proposed to develop a unified national strategy for the protection of children in the information environment, with its provisions fixed in the basic document.

At this stage of Ukraine's development there is a need for stabilization and sustainable development of Ukrainian society, which requires solving the problem of improving personnel policy. One of the main causes of negative phenomena in society is the imperfection of personnel policy in the field of education, increasing bureaucratization, improper performance of the state function of social protection. Despite the fact that a lot of time has passed since the beginning of social transformations in our country, the study of the problem of the effectiveness of state personnel policy by the social and political sciences is insufficient. Changes in the socio-political system raise the question of whether the civil service is becoming an instrument of professional management activities aimed at meeting the new social needs of society. Under these conditions, there is a need for a new personnel policy of selection and formation of a qualitatively new personality of the education worker.

Modern society has entered into a full-scale implementation of the scientific and technological revolution 4.0 and economic globalization. One of the driving forces of the new scientific and technological revolution is the development of information and communication technologies and the introduction of technologies for the transmission and use of information. Today, the problem of legal support for the management of the confidentiality of data used to identify subjects and objects by their unique attributes is relevant. The degree of solving the problem of managing the processes of digital identification data is one of the main factors in the modern development of crossborder e-economy and trade. There is a situation when in Ukraine in all spheres of public life modern information and communication technologies are rapidly introduced in the actual absence of legal institutions for the management of identification and personal data, biometrics, IoT devices and artificial intelligence. A significant complication for the development and operation of identification data management systems is the lack of a single strategy in this area, socio-legal model of public relations, a single classifier of identification data and a single scheme of identification of subjects by identification data, mechanisms for legal rights and responsibilities. projects, legal procedures for biometric identification, methods of identification of IoT devices and artificial intelligence.

Development of the concept «health for healthy» in sanatoria of Ukraine, and also programs of sanatorium prevention, recovery treatment and medical rehabilitation, creation and introduction of regional programs of development of resorts demand introduction of innovative methods of conducting recreational business of rest and improvement. The article deals with the use of information and communication technologies in the process of instrumental training of music teachers based on distance learning. The analysis of comparing and matching different viewpoints of modern teachers from the USA, Russia and Kazakhstan, who explore the issues regarding the use of information and communication technologies in the process of individual music lessons in the context of distance learning, was carried out. The practical guidelines for the use of information and communication technologies in the process of distance learning were developed to improve the performing skills of the future music teacher. Based on the applied research on the use of distance learning in the process of training specialists and practical work in the field of musical and performing pedagogy, the pedagogical terms for the use of information and communication technologies were determined. The analysis of the application possibilities was carried out and the pedagogical terms for the use of information and communication technologies in the training of future music teachers were suggested in this article.

The aim of the article is to promote the enrichment of knowledge in the field of the Russian language through a dialogue of cultural meanings the presented linguo-and methodological culture oriented model of teaching Russian developed and based on communicative and interactive technologies gives the foreign students opportunity to learn about the culture of Russia and to use the acquired knowledge in the process of intercultural communication. The types of interactive exercises discussed in the article can also be used in the study of the history of Russian literature.

It is proved that increasing the level of anthropogenic loading on agroecosystem leads to negative destructive changes in the state of agricultural land, which poses a potential threat to the level of agroecological and food safety. Under of the existing organizational and economic conditions of commodity production in the crop production sector, there are no trends towards positive changes in the expansion of the complex of implementation of land conservation measures and the prudent attitude towards the use of agricultural land. Instead, the increase in profits and yields, the expansion of arable land in the narrowing of the agricultural land provoke a decrease in the level of agroecological safety, the spread of erosion and degradation processes, the decrease of humus stocks and the level of fertility However, despite the increase in the economic efficiency of the crop sub-sector of agriculture, the scope and organization of the implementation of measures to restore and preserve agroresource potential require radical changes on scientifically grounded positions.

The paper attempts to share some of the experiences regarding the proper questioning and literature review on this topic. The paper is based upon the outcomes of proper questioning in teachers’ lessons and impacts of those questions on their teaching and students’ learning. Main importance is given to teacher’s role in proper questioning in teaching English. Significance of the study is questioning can be used in different types of classroom and it helps students develop thinking skills, language skills and shaped closed relation and interaction between student-to- student and student-to- teachers. Interview was used for data collection. The purpose of using interview was to listen to the views on the proper questioning which can impact on their teaching and students’ learning. Findings suggest that teachers’ often usage of different types classroom questioning which demand higher order thinking answers can be the indicative of a change in their approaches to and attitudes towards teaching and students learning.

The relevance of the research topic is due to the growing interest in public-private partnership (PPP) in the business cycles of the Republic of Kazakhstan, the largest countries of the world and state institutions. Today it becomes obvious that without an interesting partnership of state and municipal authorities with representatives of private business, it is impossible to achieve the highest stable rates of development of the country. The article reveals the content of public-private partnership, examines the features of its formation and development in the Republic of Kazakhstan. The conditions for effective public-private partnership have been identified. The article indicates that the ongoing programs to stimulate entrepreneurship through PPP have a positive effect, but a number of problems remain. Based on the results of the PPP assessment in Kazakhstan, directions for improving this type of cooperation have been identified.
