As our American cities struggle with the problems of growth and development, the human initiated disasters of crime and violence threaten the very existence of the urban core ofmost large cities. Los Angeles dominates the American crime scene with its gangs and drug dealers, where violent crime will strike one in every three Angelenos in their lifetime. The city is a leading example of environmental disintegration preceding rampant crime. In fact, environmental decay, drug use and crime continue to rise apparently in collaboration with each other. Additionally, the social service organizations are overwhelmed by the influx of immigrants, teenage pregnancy, and AIDS.

AbstractThis analysis examines the ways in which a single speaker, Ana, born in mid-century East Los Angeles, organizes and reflects upon her experiences of the city through language. Ana’s story is one that sheds light on the experiences of many Mexican Americans who came of age at a critical time in a transitioning L.A., and the slow move of people who had been up until mid-century relegated largely in and around racially and socioeconomically segregated parts of L.A. These formative experiences are demonstrated to have informed the ways that speakers parse the social and geographical landscape along several dimensions, and this analysis interrogates the symbolic value of a special category of everyday language, deixis, to reveal the intersection between language and social experience in the cityscape of L.A. In this way, it is analytically possible to not only approach the habituation and reproduction of specific deictic fields as indexical of the ways that speakers parse the city, but also to demonstrate the ways in which key moments in the history of the city have shaped the emergence and meaning of those fields.

En este artículo se analiza la evolución reciente de la segregación socioespacial y la de la conformación urbana en la ciudad de Salvador, a la luz del debate sobre las transformaciones de las metrópolis dentro del capital globalizado. Si bien se reconoce que todas las grandes ciudades terminan siendo alcanzadas por la globalización, en el texto se resalta, sin embargo, que los efectos de ese proceso no son uniformes ni convergen en un modelo único de ciudad. Es necesario considerar la conformación histórica de cada una de ellas, sus instituciones, actores y decisiones políticas locales dentro de una dinámica definida por la continuidad/transformación, donde lo que ya existía condiciona la irrupción de lo nuevo, que en muchos casos ya había comenzado a delinearse en el pasado. Mediante la demostración de la conformación de una metrópoli extremadamente desigual y segregada y la medida en que las transformaciones han agravado tales alteraciones al paso de los últimos años, esta revisión del caso de Salvador se propone exponer algunas reflexiones para entender mejor los efectos del proceso de globalización sobre las grandes ciudades de América Latina. AbstractThis article analyzes the recent evolution of the socio-spatial segregation and urban configuration of the city of Salvador, in light of the debate on the transformations of metropolises within globalized capital. Although it is a well-known fact that large cities end up being absorbed by globalization, the text stresses the fact that the effects of this process are not uniform nor do they converge in a single model of a city. It is essential to  consider the historical moment of each of them, their institutions, actors and local political decisions within a dynamic defined by continuity/transformation, in which what already existed conditions the emergence of what is new, which in many cases, had already begun to be shaped in the past. Through the demonstration of the configuration of an extremely unequal, segregated metropolis, and the extent to which the transformations have aggravated these alterations over the years, this review of the case of Salvador proposes offering some reflections to provide a better understanding of the effects of globalization on major Latin American cities.

The purpose of the article is to discover the latest trends, principles and methods of personnel policy realization of the social service organizations. In the article on the example of the social service organizations the author argues in favor of improvement of the personnel policy of the organization on the basis of the study of the principles and methods of its realization. Monitoring revealed the dynamics changes of directions, principles and methods of personnel policy. The positive and negative aspects of personnel policy are identified. The priority directions of personnel policy are defined, the methods and principles of the personnel policy are specified. The most actual directions of personnel policy are the professional recruitment; evaluation and certification; creating a favourable atmosphere. The administrative methods are the most effective. The priority principle of the personnel policy is the principle of improvement of professional skill.

Abstract The application of supply chain analysis to the evaluation of the effectiveness of social service organizations The identification and analysis of value chains is a way to find the sources of an organization’s in-/efficiency, and an opportunity to explore how an organization is managed. Having in mind that an “organization network” is a form similar, in its functioning, to a separate organization, one may, using the value chain concept, investigate the management of local activity programmes, as of the networks they are. The researched partnerships introduced a management innovation, in that the social service provision organizations were brought together to form one chain. The researched organizations providing social services have introduced innovations in management that are supposed to unite organizations providing social services in a single chain. This kind of approach allows to obtain additional benefits, including the joint management of subjects composing the chain. In practice, it is also connected with sharing benefits between the participants in the chain, as well as replacing the elements of competition and suspicion with cooperation and trust. Delivering value to the beneficiary, under the provision of social services, is important not only from the point of view of humanity, but also in order to maximize the use of resources, usually insufficient to meet all the needs. The presented studies of supply chains of social services in Silesia showed, that some features of these newly created areas being subject of joint management, still crave for numerous improvements. What may help is logistics, in particular business logistics, having years of experience in the area of observation and active participation in the chain management. However, unconditional adaptation of these experiences is not possible due to the fact that developed methods are based on cost and maintenance compromises, which are insensitive to human needs when the service cost for the chain is not sufficiently profitable. Therefore, it is necessary to implement different methods of managing these chains, principles of which are described in the social logistics. The authors are convinced that combination of the efforts of the organizers of social services and experienced logistics professionals can bring a double benefit. In practical terms it may help to improve the delivery of services with no deterioration of their quality, and to increase the range of services (quantitative or qualitative) based on specific resources. In the epistemological dimension it may enable to develop rules to adapt the theory of logistics for the socially significant needs. Therefore, this paper can be considered as the beginning of the discussion in this regard.

Since the 1990s, immigrant settlement has expanded beyond gateway cities and transformed the social fabric of a growing number of American cities. In the process, it has raised new questions for urban and migration scholars. This article argues that immigration to new destinations provides an opportunity to sharpen understandings of the relationship between immigration and the urban by exploring it under new conditions. Through a discussion of immigrant settlement in Nashville, Tennessee, it identifies an overlooked precursor to immigrant incorporation—how cities see, or do not see, immigrants within the structure of local government. If immigrants are not institutionally visible to government or nongovernmental organizations, immigrant abilities to make claims to or on the city as urban residents are diminished. Through the combination of trends toward neighborhood-based urban governance and neoliberal streamlining across American cities, immigrants can become institutionally hard to find and, thus, plan for in the city.

The main theme of this article focuses on the study of the abandonment of neighborhoods or colonies that make up large cities in terms of the urban conditions that exist between its streets and avenues. In this case we refer to the América Norte neighborhood located in the east of the city belonging to the state of Puebla, Mexico. There are currently no adequate spaces for efficient pedestrian mobility, especially for the most vulnerable sectors such as the elderly, a sector that is the focus of this research. Therefore, the main objective is focused on carrying out a community management process that aims to offer strategies and actions to improve mobility conditions and pedestrian accessibility through citizen participation, all this with the collaboration of the board of directors, street representatives and institutions of the corresponding municipal government. The methodology used is developed from the complex systems from the action-research, in order to analyze and understand the problems from the social and urban environment that allows to broaden the perspective of the needs that reflects the social reality that exists in the neighborhood.

Transport systems are a major part and a key component of the city and its centre، and directly affect its planning and urban design. Integrated transport systems are considered as a fundamental reason of easy and possible accessibility of people، merchandise and others، as well as they appear distinctly in developed cities' centres، and to achieve such a targeted integration، the main bases must be provided. This study is emerged owing to the absence of a clear vision in our local studies about the integration of transport systems in the centres of large cities to achieve easy possible accessibility in a smooth and easy method، and also appropriate to the actual need for transport in a sustainable way to meet the social، economic and environmental requirements، such that many cities have developed plans to address traffic congestions in a studied approach. Therefore، the research problem is "the lack of a clear and accurate vision of the levels and ways to achieve the integration of transport systems in the centres of large cities، including the city of Baghdad". The research hypothesis is "integrating of different transport levels، contributes to build a sustainable city، and it is a guaranteed assurance to meet the immediate requirements of mobility and accessibility without compromising our communities' comfort in the future". Integration levels and their different foundations are the means to achieve integration to create easy accessibility and provide a sustainable environment by planning for the time being، and adopting sustainable systems in future plans. Thus، the importance of this research comes from the importance of transport systems and the foundations of their integration and their impact on the city planning to match the need for transport easily and in a way that promotes the social، economic and environmental aspects.

Sporting events have become first-order promotional tools of large cities, allowing them to reach levels of dissemination economically unaffordable as conventional advertising. The social impact of the event on residents is very important, given their role as main actors. Perceptions of the residents of the cities that host sporting events have been extensively studied, although in this case a singular point of comparison to study the perception of the costs of organizing and holding the sporting event is provided. The purpose of this chapter is to assess the perception of the citizens of Valencia (Spain) on specific aspects of three sports events held in the city in 2012: European Grand Prix Formula 1, the Tennis Open 500, and Valencia Marathon. The results show significant differences in the perception of the costs of organizing the events related, and demonstrate the impact of the type of activity in the perception of residents.

The formation of a national framework of qualifications for social professionals is an incomplete process. The replenishment of professional standards raises the question of adapting and forming a single structured system for training personnel of specialists in the social sphere. The article discusses the practice of developing educational standards for different levels of social work, connecting educational standards and professional standards for social workers, specialists of social workers and heads of social service organizations on the basis of continuity and continuity.

This paper describes a study in which the pattern of distribution of the number of friends among users of the Vkontakte social network among residents of eight large cities of the CIS (Moscow, St. Petersburg, Almaty, Novosibirsk, Tashkent, Kiev, Yekaterinburg, Pavlodar) was studied. Experimental data show that this distribution is of a similar nature for all selected cities. A semi-empirical model was built, on the basis of which an explicit form of theoretical dependence was obtained, describing the nature of the distribution of the number of mutual contacts (“friends”) of users of social online networks. It is shown that this theoretical dependence agrees with satisfactory accuracy with experimental data for a sufficiently large sample of cities. It is established that the Dunbar number, which is included in the dependencies considered as a control parameter, is a characteristic of the communication environment of each specific city and correlates with the population of the city.
