Many explorations of climate justice have focused on the international sphere, centring attention on the historical responsibilities of industrialised nations for the reductionof greenhouse gas (GHG) emissions and the financing of climate change policies,the imbalance in geopolitical power that has influenced and stalled decisions at the United Nations Framework Convention on Climate Change (UNFCCC), and the structural changes needed as the world re-thinks development. This article presents a discussion of articulations of climate justice in a national context, exploring the case of Thailand, a middle-income country with a fast growing economy and a high trajectory of increasing emissions, but not listed in Annex 1 of the UNFCCC. These articulations are grouped and discussed within a framework of justice amongst people, justice to a place, and justice through time. A more comprehensive consideration of climate justice at the national level could point Thailand towards substantially different approaches in the short, medium and long term, than those currently being implemented to address the climate crisis.

AbstractShared socioeconomic pathways (SSPs), developed at global scale, comprise narrative descriptions and quantifications of future world developments that are intended for climate change scenario analysis. However, their extension to national and regional scales can be challenging. Here, we present SSP narratives co-developed with stakeholders for the agriculture and food sector in Finland. These are derived from intensive discussions at a workshop attended by approximately 39 participants offering a range of sectoral perspectives. Using general background descriptions of the SSPs for Europe, facilitated discussions were held in parallel for each of four SSPs reflecting very different contexts for the development of the sector up to 2050 and beyond. Discussions focused on five themes from the perspectives of consumers, producers and policy-makers, included a joint final session and allowed for post-workshop feedback. Results reflect careful sector-based, national-level interpretations of the global SSPs from which we have constructed consensus narratives. Our results also show important critical remarks and minority viewpoints. Interesting features of the Finnish narratives compared to the global SSP narratives include greater emphasis on environmental quality; significant land abandonment in SSPs with reduced livestock production and increased plant-based diets; continued need for some farm subsidies across all SSPs and opportunities for diversifying domestic production under scenarios of restricted trade. Our results can contribute to the development of more detailed national long-term scenarios for food and agriculture that are both relevant for local stakeholders and researchers as well as being consistent with global scenarios being applied internationally.

Abstract Background Global recognition of antimicrobial resistance (AMR) as an urgent public health problem has galvanized national and international efforts. Chief among these are interventions to curb the overuse and misuse of antibiotics. However, the impact of these initiatives is not fully understood, making it difficult to assess the expected effectiveness and sustainability of further policy interventions. We conducted a systematic review to summarize existing evidence for the impact of nationally enforced interventions to reduce inappropriate antibiotic use in humans. Methods We searched seven databases and examined reference lists of retrieved articles. To be included, articles had to evaluate the impact of national responsible use initiatives. We excluded studies that only described policy implementations. Results We identified 34 articles detailing interventions in 21 high- and upper-middle-income countries. Interventions addressing inappropriate antibiotic access included antibiotic committees, clinical guidelines and prescribing restrictions. There was consistent evidence that these were effective at reducing antibiotic consumption and prescription. Interventions targeting inappropriate antibiotic demand consisted of education campaigns for healthcare professionals and the general public. Evidence for this was mixed, with several studies showing no impact on overall antibiotic consumption. Conclusions National-level interventions to reduce inappropriate access to antibiotics can be effective. However, evidence is limited to high- and upper-middle-income countries, and more evidence is needed on the long-term sustained impact of interventions. There should also be a simultaneous push towards standardized outcome measures to enable comparisons of interventions in different settings.

This paper investigates analogies in the dynamics of Covid-19 pandemic and climate change. A comparison of their common features (such as nonlinearity and inertia) and differences helps us to achieve a correct scientific perception of both situations, increasing the chances of actions for their solutions. Besides, applying to both the risk equation provides different angles to analyse them, something that may result useful especially at the policy level. It shows that not only short-term interventions are needed, but also long-term strategies involving some structural changes. More specifically, it also shows that, even if climate change is probably more critical and long-lasting than the Covid-19 crisis, we still have, at least currently, more options for reducing its related risk.

Many nations have recognized the need to reduce the emissions of greenhouse gases (GHGs). The scientific assessments of climate change of the Intergovernmental Panel on Climate Change (IPCC) support the need to reduce GHG emissions. The 1997 Kyoto Protocol to the 1992 Convention on Climate Change (UNTS 30822) has now been signed by more than 65 countries, although that Protocol has not yet entered into force. Some 14 of the industrialized countries listed in the Protocol face reductions in carbon dioxide emissions of more than 10% compared to projected 1997 carbon dioxide emissions (Najam & Page 1998).

Research background: Globalization is a powerful engine of structural changes in national, regional and global economies. Except for positive economic effects, globalization also has negative effects. One of them is the deterioration of the global environmental situation and the ongoing global climate change. Purpose of the article: The paper focuses on the current global financing trends to mitigate the effects of climate change. Generally financial funds come from international, national and regional actors. Governments have a range of funding mechanisms and resources at their disposal. Within the EU, these are the Structural Funds, investment funds and the financing from European Investment Bank. At the national level, it is financial assistance from state budgets and local government budgets. Methods: The paper provides literature review of the possibilities of financing climate change at the national and international level and, using analysis and synthesis, points to future trends and sources of financing climate change. We also analyse the proposal of Common agricultural policy 2021-2027 and effects on Slovak agriculture. European Commission wants member states to use up to 40% of the budget for environmental goods and climate change. Slovakia might have problems to spend the allocation due to the fact, that most of the money will be voluntary schemes. Farmers will have the option to participate. Findings & Value added: Agriculture is seriously exposed to the adverse effects of climate change as agricultural activities are directly depending on climate conditions. The article analyses in detail the possibilities and sources of financing adaptation measures in the Slovak agricultural sector.

Climate change is a threat to all of humankind, yet there is still a leadership vacuum on climate governance. At the same time, the deepening climate crisis also presents a golden opportunity for Beijing to assume the role of a global leader. China has the capacity to do it in a way that the United States, Russia, India, and the European Union do not. Taking swift climate action is in Beijing’s interest. Greater contributions to climate governance will certainly help advance China’s long-term political interest in both raising its political status and demonstrating the claimed superiority of its system of government. Positive rhetoric and robust action by China are likely to have a disproportionate effect on the rest of the world. Policy adjustment and implementation by Beijing will bring benefits to the rest of the world. Climate policy options that Beijing may take in the future are not mutually exclusive. The policy shift on climate change could also be attached more firmly to the idea of sustainable development as a defining factor of China’s approach to tackling the climate change threat.

Climate change is prevention’s biggest challenge—its effects on health and well-being will be wide-ranging, long-term, and global. The pressures and opportunities for action are growing as the risks and hazards become clearer, greater, and nearer. Mitigation—cutting greenhouse gas (GHG) emissions (primary prevention)—benefits health, economy, environment, and society through agriculture, transport, air quality, energy supply, and waste management. Adaptation (secondary prevention) is the essential back-up when mitigation fails; there are strong incentives for local adaptation to counter predictable local threats such as extreme urban temperatures, flooding, and water scarcity. Carbon taxes are a powerful but underexploited mechanism for reducing greenhouse gas emissions, so need to be reinforced by other incentives, including subsidies for wind, solar, hydrogen, and hydropower. Now more than ever, the pressure for transformative action on climate change has the potential to stimulate sudden and rapid movement towards clean energy sources and technologies.

How should responsibility be theorized in the context of the global climate crisis? This question is often framed through the language of distributive justice. Because of the inequitable distribution of historical emissions, climate vulnerability, and adaptation capacity, such considerations are necessary, but do not exhaust the question of responsibility. This article argues that climate change is a structural injustice demanding a theory of political responsibility. Agents bear responsibility not in virtue of their individual causal contribution or capacity, but because they participate in and benefit from the carbon-intensive structures, practices, and institutions that constitute the global political and economic system. Agents take responsibility by engaging in collective political action to transform these structures that generate both climate hazards and unjust relationships of power. By incorporating distributive principles within a capacious conception of political responsibility, this framework advances the theory and practice of climate justice in two ways. First, adopting a relational rather than individualistic criterion of responsibility better makes sense of how and why individuals bear responsibility for a global and intergenerational injustice like climate change. Second, framing climate justice in terms of political responsibility for unjust structural processes better orients and motivates the political action necessary for structural transformation.

People around the world are already experiencing the impacts of climate change, and their human rights are under threat. Greenpeace's Climate Justice and Liability Campaign is collaborating with a growing number of communities to reclaim their rights through strategic climate litigation. Three themes run throughout these efforts. First, the climate breakdown is a human rights crisis. Second, political and business leaders must take immediate action or risk being sued. Third, there is mounting evidence that the fossil fuel industry is significantly responsible for the climate crisis and will ultimately be held accountable. Before exploring these themes, it is useful to understand the origins of Greenpeace International's climate justice efforts.

Human populations confront three distinct climate challenges: (1) seasonal climate fluctuations, (2) sporadic climate crises, and (3) long term climate change. Religious systems often attribute climate crises to the behavior of invisible spirits. They devise rituals to influence the spirits, and do so under the guidance of religious specialists. They devise two types of problem-solving rituals: anticipatory climate maintenance rituals, to request adequate rainfall in the forthcoming planting season, and climate crisis rituals for drought or inundations. The paper compares rainfall rituals in three different settings: Israel (Judaism), Northwest China (ethnic village religion), and Haiti (Vodou). Each author has done anthropological fieldwork in one or more of these settings. In terms of the guiding conceptual paradigm, the analysis applies three sequentially organized analytic operations common in anthropology: (1) detailed description of individual ethnographic systems; (2) comparison and contrast of specific elements in different systems; and (3) attempts at explanation of causal forces shaping similarities and differences. Judaism has paradoxically maintained obligatory daily prayers for rain in Israel during centuries when most Jews lived as urban minorities in the diaspora, before the founding of Israel in 1948. The Tu of Northwest China maintain separate ethnic temples for rainfall rituals not available in the Buddhist temples that all attend. The slave ancestors of Haiti, who incorporated West African rituals into Vodou, nonetheless excluded African rainfall rituals. We attribute this exclusion to slavery itself; slaves have little interest in performing rituals for the fertility of the fields of their masters. At the end of the paper, we identify the causal factors that propelled each systems into a climate-management trajectory different from that of the others. We conclude by identifying a common causal factor that exerts a power over religion in general and that has specifically influenced the climate responses of all three religious systems.
