The aim of the article is to substantiate the theoretical and methodological support for the formation and implementation of the content strategy of a construction company.  The article considers the formation of content strategy, its place in the management of communications of the enterprise. The following methods were used in the course of the research: the method of statistical analysis (for the analysis of the tendency of the real estate market development of Ukraine); analysis, synthesis, logical and theoretical generalization – to specify the factors of supply and demand in the real estate market; graphical method, table method (to visualize the results of the study); method of calculating specific indicators of communicative activity (CPC (Cost Per Click), CPA (Cost Per Action), CTR (Click Through Rate)) for analysing trends in traffic to the company's website and identifying alternative sources of traffic. The specifics of developing a content strategy taking into account the peculiarities of the company's construction industry are shown. An analysis of trends in the real estate market of Ukraine is carried out based on official statistics. The dynamics of the volume of construction works is analysed, the housing price indices in Ukraine are determined and the factors of supply and demand in the real estate market are specified. The analysis of communicative efficiency of the web-system of the construction company is carried out, as a result of which, measures for improvement of management of its external communications by substantiation of variants of advancement on the Internet are developed. This is done by analysing trends in traffic to the company's website and identifying alternative sources of traffic. The developed measures will increase the efficiency of management of the construction company. The article proposed a procedure for analysing the web-system of a construction company based on attendance indicators and search activity, which allows identifying alternative sources of traffic and developing appropriate measures to manage communications of the enterprise in order to achieve their efficiency. The practical significance lies in the fact that the developed recommendations for the formation of the communication strategy of the construction company can be further used to intensify the promotion of the company's services in the real estate market and attract investment.

To reduce network load and improve user response delays, various traditional proxy-caching schemes have been proposed (Abonamah, Al-Rawi, & Minhaz, 2003; Armon & Levy, 2003; Chankhunthod, Danzig, Neerdaels, Schwartz, & Worrell, 1996; Chu, Rao, & Zhang, 2000; Fan, Cao, Almeida, & Broder, 2000; Francis, Jamin, Jin, Jin, Raz, Shavitt, & Zhang, 2001; Paul & Fei, 2001; Povey & Harrison, 1997; Squid Web Proxy Cache, 2004; Wang, Sen, Adler, & Towsley, 2002). A proxy is a server that sits between the client and the real server. It intercepts all queries sent to the real server to see if it can fulfill them itself. If not, it forwards the query to the real server. A cache is a disk space used to store the documents loaded from the server for future use. A proxy cache is a proxy having a cache. The characteristics of traditional caching techniques are threefold. First, they regard each cached object as having no dividable data, which must be recovered and stored in their entirety. As multimedia objects like videos are usually too large to be cached in their entirety, the traditional caching architectures cannot be efficient for this kind of object. Second, they do not take into account the data size to manage the space storage. Third, they do not consider in their caching-system design the timing constraints that need moving objects.

In order to manage the tug better, efficiently and securely dispatch tug operation, and meet the real-time property, accuracy requirements, the GPS chip of embedding RFID for locating and tracking would be used. Through the wireless Radio Frequency technology and Ethernet, it can complete conveying information between tug and harbor dispatching room, then structure the tug locating and tracking information system. It can real-timely acquire and monitor the tug parameter of position, desired track, operating condition and so on. According to that, it makes real-time dispatching. Efficiently achieve the management in harbor pass, operation and assignments all the time and space.

The purpose of this research project was to determine whether students are using unauthenticated resources, whether they are evaluating their resources, and whether there is a gap between the quality of resources expected by instructors and the quality of resources used by students. Using case study methodology, the authors interviewed instructors and students and analyzed Web resources cited in research papers in two English composition classes. The findings show that students are using unevaluated resources and that there is a gap between what instructors expect students to use and what students actually use. Ways to alleviate “worries with the Web” are discussed.

Objective: To analyse the productivity of post-Soviet countries, adjusted by population, in terms of research papers published and the proportions of those papers indexed by Scopus and the Web of Science.Methods: Relevant data on the journals indexed in Scopus and the Web of Science were analysed. Where required, data were also extracted from Russian Science Citation Index databases and websites of journals.Results: On average, the post-Soviet countries had 31 researchers per 10,000 people. The average numbers of publications per researcher in journals indexed by Scopus was 1.04 and the corresponding figure for the Web of Science was 0.87. In terms of the number of journals indexed in Scopus and the Web of Science, the leading countries were Estonia, Latvia and Lithuania.Conclusion: Although the post-Soviet countries differed considerably in terms of bibliometric indices, the overall values were low. Main features of the journals were as follows: articles published in national languages – in Russian in many cases – and in English, articles mostly by authors within the region, and only a minority of foreigners as members of editorial boards. Thus most of the journals cannot be considered international. All the journals examined have websites in a national language and/or in English and invariably carry information on ethical practices, although such information is not given in a uniform format and varies from country to country.

We-based e-Learning System can be used to support lecture’s activity. Lecturer as a teacher need a servise of the Sistim which suitable for their activities. Lecturer’s activities consist of delivering materials, discussion and interaction with their students. Because of that the aplication design is needed to support the activities of lectures.             Designing the web based e-Learning System is intended to give a service on the lecture. Lecture can do their teaching activities, delivering the materials and administering it using this e-Learning aplication. From the student side, they have to receive the materials easily from anywhere at anytime. This research have an objective to design a web based e_learning System which give an adequate service supporting the lecturer’s activities. Lecture can use this aplication ti deliver their materials, communicating and interacting with their student, observing the progress of students and give result of learning evaluation from the web.             The design and implementation of this e-learning application is based on the requirement of the users. The users consist of lecturer, student, quest, and administrator. The process of aplication design is built within Sistimatical stages. After finishing the design process, the aplication is implemented on the real Sistim. Doing the design testing and functional is to test if the aplication can go well together with design and funtionality.e-Learnign aplication that has been built is designed based on lecturer’s need when doing their lecture’s activities. This e-Learning aplication can be used as contribution for building new aplication or5 improving others that has already exist.

The present study aims to assess highly cited articles using altmetrics and citations and identify the relationship between them. The statistical population consists of all the highly cited articles on surgery indexed on the Web of Science. The number of article citations was measured using the Web of Science and the altmetric score of the articles using the Altmetric Bookmarklet. The analysis of the data was carried out using descriptive statistics and Spearman’s correlation coefficient. Of the 1077 highly cited surgery articles, 62.74 per cent had an altmetric score. The highest number of received citations was 1787, and the highest altmetric score was 2019. A positive and significant correlation was observed between the number of citations and the policy-making documents, Wikipedia citations and CiteULike (P<0.001). A positive but non-significant correlation was also observed between the number of citations and the number of Mendeley readers (r=0.02, P>0.05). A poor, negative and significant correlations were observed between the number of citations and the overall altmetric score of the highly cited surgery articles (r=-0.235, P<0.001). The findings may be due to the different pattern of using social media by the surgery researchers compared to the researchers of other fields. Altmetrics can only be used to complement citations and not replace them.
