The need for environmental conservation is recognized globally. This paper makes an attempt to assess the role of Local Government Institutions in the protection of environment in India and Bhutan. Among different levels of environmental administration in India and Bhutan, the most effective is the presence of local government institutions for the efficient utilization and management of natural resources. This paper discusses relevant policies and practices promoted by these institutions for preserving and protecting environment. At the local government level, there are several mechanisms and agencies through which information regarding public welfare and environment conservation can be communicated to the villagers. These can be used to create the much-needed awareness about the protection of the ecology and the environment. This paper examines how the response to environment management can be strengthened with the better involvement of the institutions and the role of these institutions in some specific contexts of environment management and protection.

The article deals with topical issues of ensuring public order at the local government level in the light of the constitutional reform of 2020 and the adjustment of legislation in this area. The article substantiates the significance of this function of the state at the level of local self-government. Based on statistical data and analysis of the activities of internal Affairs bodies to ensure public order in the context of the pandemic, it is concluded that it is important to preserve not only the function, but also the constitutional consolidation of the independence of local self-government bodies to ensure public order in close contact with state bodies called upon to perform law enforcement activities. It is concluded that today it is difficult to assess the results of changes in the constitutional provision regarding the role of local self-government bodies in ensuring the protection of public order, since legislative changes have not yet affected the practice of implementing this function of local authorities

Little is known about the way local government utilizes the procurement function to promote sustainability. Sustainability is a political theme of considerable importance at the local government level. We investigated the relationships between municipal executive councillors and procurement managers in three Dutch municipalities. We found that the party-political councillors focus on initiatives affecting citizens to create public visibility and electoral support. Procurement managers however, are primarily concerned with stakeholders within the organization serving different interests. Sustainability initiatives appear largely input-based rather than result-based. Procurement managers rarely consult with the councillors. Rather, department heads have the final say in allocating funds in the course of sustainability initiatives.

This paper aims at describing the experience of the Cities for Entrepreneurs Program (Ciudades para Emprender or CPE) of the National Directorate of Community and Human Capital (which belongs to the SEPYME), National Ministry of Production. This paper starts from the premise that entrepreneurship takes place at the most micro level of the offer and, therefore, is a concept associated with the characteristics of the environment closest to that offer: the local territory. However, there is little history in the country of public policies relating the issue of entrepreneurship with the local management. That is why we take as a starting point the conceptualization of the chosen framework: local governments and the development issue, seen from the perspective of entrepreneurships. Moreover, an overview is given on the structural characteristics of municipalities in Argentina. In addition, some international experiences and attempts to promote entrepreneurship at a national level are analyzed. Finally, the Cities for Entrepreneurs Program (CPE) is outlined, based on a summary of the diagnoses of the Entrepreneurial Ecosystems of the selected cities and the tools used and their execution status at the time of publication of this paper.

This study focused on financial mismanagement of Internally Generated Revenue (IGR) in Ife South Local Government. It also identified viable sources of revenue in the local government and examined problems militating against effective collection of revenue. This study was necessitated by the need to ensure increased revenue generation in Ife South local government of Osun State, Nigeria. Primary and secondary sources of data were utilized for the study. The primary data were collected through structured questionnaires. Respondents were selected from career officers in GL. 03-16 in departments and units of finance and supplies, administration, primary healthcare, agriculture, town planning and estate valuation of the local government, thus 180 respondents were sampled representing 29.31% of 614 staff strength of these departments and units of the local government. The questionnaires were administered using descriptive statistical analysis such as frequency and percentage value. The study revealed that there are many viable and non-viable sources of revenue in Ife South local government, the myriad of problems militating against effective collection of the revenue and the poor financial management of internally generated revenue which aptly explains why the local government could not be developed. The study concluded that the share of local government from the statutory allocation be increased, routine auditing and post-auditing from the supervising ministry should be encouraged at the local government level and that the local government should also intensify her effort on increase revenue generation in order to withstand the challenges posed by the current global economic crisis.

Доводиться, що втрата зв’язку з Батьківщиною, у якій би формі це не відбувалося, не дозволяє митцю творчо самореалізуватися повною мірою. The importance and problematic range of local government reform in the regions of the country and ways of its solution in the field of culture are analyzed. The most effective steps are proposed for management structures at different levels to change attitudes of both the management and the local population regarding different cultural practices. Emphasis is placed on the role of sectoral methodological services in the implementation of this reform. The experience of other countries in activating the local population in this process is emphasized. An attempt has been made to offer effective, in the authors' opinion, solutions to the reform. Emphasis is placed on the educational factor.
