The authors have conducted an analysis of agricultural land use in the Takhtamukaysky district by categories and types of land and ownership. The agricultural land distribution has been analyzed as well based on the types of use. The conducted analysis has revealed the following: a tendency towards a decrease in agricultural land by 1.2%; a tendency towards a slight decrease in water reserve and land occupied by bogs; a tendency towards a decrease in land owned by the state or municipal entities, peasant (farming) enterprises, citizens engaged in gardening, haymaking and cattle pasture; a tendency towards a decrease in the unused land redistribution reserve

The aim of the work was the landscape analysis of agricultural geographical landscapes in the Altai Territory and elaboration of measures aimed at the rational use of agricultural lands. Environmental and landscape (landscape) approach became the main method of scientific research used in the analysis of modern agricultural landscapes. The cartographic method, using GIS-technologies, made it possible to digitize the obtained materials. Synthesized maps of agro-ecological, natural and other zoning of territories are based on topographic, soil, geobotanical and other thematic maps made during land surveying during the field survey. Retrospective analysis, induction and deduction methods,analysis and synthesis, as well as the abstract-logic method were also used in the work. Our main result was the analysis of land use territory for agricultural enterprise in municipal district of Altai Krai. Exploration of lands indicates a pronounced plant-growing specialization of JSC “Pobeda” with a developed animal breeding direction. Limiting factors affecting the rational use of land are natural and climatic conditions, terrain,unsystematic anthropogenic activity and, as a result, the development of erosion processes. The degree of eroded and deflated arable land is more than 50%, hay and pasture lands are also very unstable. Landscapes have been typified, based on which eleven types of land have been identified and their geomorphological description has been carried out. The first five types of land can be used for agricultural production with limitations compensated by crop technology and erosion control measures, the sixth and seventh types require grassing and, in some cases,conservation, the eighth and ninth types can be partially used for pasture and area valorization; the remaining two are not suitable for agricultural use but should be potentially used for planting and forest management. As a result of the presented transformation of agricultural lands, the structure of cultivated areas has changed. The area of arable land decreased by 877 ha, and of pastures by 365 ha,while the area under hayfields, fallow lands, and forest lands increased by 295, 191, and 875 ha respectively. Low-productive lands were withdrawn from agriculture. We suggested that the sustainability of agricultural land use was mainly caused by the reduction of anthropogenic load and increase in ecological equilibrium of the territory.

Abstrak. Seiring terjadinya penyimpangan penggunaan lahan sangat sering terjadi terhadap rencana tata ruang wilayah (RTRW). Daerah pinggiran kota merupakan wilayah yang banyak mengalami perubahan penggunaan lahan terutama perubahan penggunaan lahan pertanian menjadi non pertanian. Penelitian ini bertujuan untuk menganalisis perubahan penggunaan lahan pertanian di Kabupaten Aceh Selatan tahun 2013 dengan tahun 2017 dan menganalisis keselarasan penggunaan lahan pertanian eksisting tahun 2017 dengan pola ruang Kabupaten Aceh Selatan tahun 2013-2033. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan teknik survai. Sedangkan analisis data spasial menggunakan SIG dengan konsep extract, overlay dan intersect. Hasil kajian menunjukkan hasil koreksi pada pengunaan lahan pertanian tahun 2013 dengan tahun 2017 didapatlah luas penggunaan lahan pertanian yang telah beralih fungsi seluas 8.041,56 ha, yang mana pada lahan sawah seluas 3.680,30 ha dan pada pertanian lahan kering seluas 4.361,26 ha. Penggunaan lahan pertanian yang telah beralih fungsi tersebut telah menjadi berbagai macam penggunaan lahan lainnya yang tersebar di seluruh Kabupaten Aceh Selatan, penggunaan lahan pertanian yang selaras dengan rencana pola ruang memiliki luas 36.293,85 ha (91,30%), penggunaan lahan yang tidak selaras yaitu Penggunaan lahan eksisting tidak selaras dengan rencana pola ruang seluas 1.513,53 ha (3,81%), dan belum terlaksana atau belum terealisasi terhadap lahan pertanian yang direncanakan terhadap pola ruang atau masih dapat berubah sesuai dengan rencana pola ruang seluas 6.711,08  ha (14,44 %). Analysis of Functional Land Distribution of Agriculture in District Aceh SelatanAbstract. Absorption of deviation of land use is very frequent to spatial planning (RTRW). Suburban areas are areas that have undergone many changes in land use due to changes in agricultural land use to non-agricultural use. This research was conducted for 2013 with 2017 and analysis of existing agricultural land use in 2017 with South Aceh Regency spatial pattern year 2013-2033. The method used in this research is descriptive method with survey technique. While spatial data analysis using GIS concept with overlay and intersect concept. The results showed that agricultural land in 2013 with the year 2017 obtained the wide use of agricultural land that has a function conversion of 8,041.56 ha, which in the rice field area of 3,680.30 ha and on dry land of 4,361.26 ha. The use of converted agricultural land into various land uses scattered throughout the District of South Aceh, different use of agricultural land with plans of wide spatial pattern 36,29,85 ha (91,30%), land use that is not aligned Land use the existing is not aligned with the plan of the pattern of the space of 1,513.53 ha (3.81%), and has not been realized or not yet realized on agricultural land that allows the pattern of space can be changed in accordance with the Plan of Space Pattern covering 6,711,08 ha (14,44%).

The article focuses on the legal aspects underlying protection and rational use of lands in the Republic of Tajikistan. Subject to analysis are ways of perfection of legal instruments with a view to protection and rational use of lands. The author describes the dehkan (farmer) state of affairs as characterized by the existence of small plots of land which were inefficient in terms of their use and economy. In order to do away with such a situation the legislators of the Republic of Tajikistan suggested to set the minimum size of land plots to be allocated for agricultural purposes. Sanction alone would not prevent irrational land use and adverse affects thereof. For, the objective of rational use and protection of land can be achieved through economic incentives of farmersstakeholders. Particularly, to get the land users interested in exploitation of unused land and make them willing to invest into agricultural development of said lands they should be given these plots and be freed from taxes for the period of first few years.

An important component of forming the basis for the balanced development of the domestic agricultural sector is the reproduction and protection of land resources. A significant part of the problems here are directly related to the insufficiency and inefficiency of financial support for agricultural land use. The purpose of the article is to reveal the financial and credit mechanism for ensuring balanced land use and to develop proposals for improving the financial support for the reproduction and protection of agricultural land through the introduction of tax incentives. The financial and credit mechanism for stimulating balanced agricultural land use can be defined as structurally complex and diversified; it has its own features to ensure its implementation and influence on the subjects of financial and credit relations in the direction of regulating their activities. It is established that financial relations in agricultural land use combine a very large chain of relationships between the state, enterprises, individuals and financial institutions in terms of financial support for the reproduction of agricultural land use. The financial and credit mechanism for stimulating balanced agricultural land use can be defined as structurally complex and branched; it has its own features to ensure its implementation and influence on the subjects of financial and credit relations in the direction of regulating their activities. It is proved that it is necessary to create such conditions of management that unbalanced use of land became economically unprofitable. The level of profitability and income of land users should become dependent on the degree of achievement of balanced agricultural land use, which is determined by a set of agrochemical indicators of the quality of land used for agricultural activities. In order to financially ensure the reproduction of balanced agricultural land use, the introduction of tax incentives is proposed. These include the formation of general favorable tax conditions for enterprises in the agricultural sector of the economy and the introduction of targeted tax benefits. It is established that the use of the above financial and credit levers and incentives for the development of balanced land use is the most accepted in today's challenges, because it has minimal impact on the expenditure side of the state budget.

The current state of land use in Ukraine is characterized by high agricultural development and land cultivation. The predominant share in the total land stock of Ukraine is occupied by agricultural land (70.8% of the country's territory). Ukraine accounts for about 0.45% of the world land fund, while arable land occupies 2.4% of its world-wide area. According to resource-based indicators of land use Ukraine is also characterized by an extremely high level of development of living space and only about 8% of the territory can be attributed to anthropogenically unchanged. Ecological and economic aspects of land use include of rational land use, which characterizes the optimal involvement of all lands in economic circulation and their effective use for the main purpose, creation of favorable conditions for increasing productivity of agricultural land and obtaining from the unit of area the maximum amount of products at the lowest cost of labor and funds. The article substantiates that degradation of soils has its own characteristics, caused by various factors and processes. It is established that the practice of land use and the state of study of the above problems will require further study of the preconditions for the development of land degradation processes caused by the main factors: human economic activity and climatic and relief-ground conditions. The existing system of land protection in agriculture due to the influence of a number of natural and economic factors, as well as insufficient attention from the state does not ensure their rational use. Therefore, it is necessary to adhere to an integrated system of protection of agricultural land.

Purpose. The aim of the article is determining the conditions of rational use of agricultural land conditions and substantiation of measures to optimize the distribution and rational use of agricultural land. Methodology of research. General scientific and special methods are used to achieve this goal: the dialectical method of scientific knowledge – to consider the essence of the rational use of land and its protection; synthesis – to clarify the relationship between the subjects of land relations; analysis – to assess the constituent elements of agricultural land; graphic – for visual display of the obtained results; abstract and logical method – for the formation of conclusions and research proposals. Findings. The state and rational use of land in the region and the state are studied. The structure of agricultural lands in Ivano-Frankivsk region and Ukraine is analysed. The main ecological and economic aspects of land tenure and land use in agriculture are described, including changes in land relations. The main reasons that caused the negative trends of rational use and protection of land in agriculture are identified. Measures have been developed for the rational use of land in the economic activity of land and its protection. Originality. Approaches to the interpretation of the concept of “rational use of land” are systematized and generalized. Measures on rational use of agricultural lands in economic activity are offered, namely: creation and realization of innovative scientific and technical programs in the field of rational use of lands and their protection; improving the regulatory framework in the field of land relations; development of a mechanism for financing programs; introduction of environmentally friendly ways of agricultural production, etc. Practical value. The expediency of studying and forming the conditions of rational use of agricultural lands is proved. The results of the study can be used by agricultural enterprises in conducting business activities. The concept of land management and rational land use is defined. The influence of digitization on the state administration of rational use of agricultural land is investigated. The analysis of the development of electronic administrative services in the field of land relations of Ukraine on the principle of its extraterritoriality is carried out. Modern ways of counteracting irrational conduct of agrarian activity on the state level have been revealed. Methods of stimulating responsible use of land resources by agricultural producers are investigated. The problems of environmental management at the level of economic entities are explored that mainly covers the principles, peculiarities of positioning and the importance of prudent use of agricultural land. The necessity of fixing the principles of stimulating the process of efficient and environmentally friendly land use in the agricultural sphere on the state level is substantiated. This article examines the state and trends in the development of agriculture in the Stavropol Territory in order to identify the need and directions of state support for the industry. The key problems of agricultural land use in the region have been identified. The structure of agricultural production in the Stavropol Territory was analyzed in the period from 2015 to 2019.
