The modern trade exists in the context of globalization and the information society establishment. The authors review the development of online trade in the Russian Federation and put the following research questions: how is the information and communication environment established in Russia? is there a link between the economic, information, communication and trade globalization, on the one hand, and the development of digital technologies in the trade sector, on the other hand? what are the prospects for the development of Russian digital trade in the global space? The results have indicated that the use of personal computers, local computing networks, and landline telephone networks in the Russian Federation has reached a level where a further increase in their number is not accompanied by an adequate increase in digital competencies. As a result of the study, the authors have found a relationship between the public activity in online trade and the development of the information society. They have also identified the factors that contribute to positive changes in the structure of Internet use by the population of the Russian Federation to order goods and services; factors hindering the development of online trade; and factors that do not influence the development of online trade. Regardless of the weak and deteriorating legal environment and the low efficiency of investment in innovation, the information society establishment and the development of online trade and the digital economy in the Russian Federation have positive dynamics supported by the activity of global players in the online space.

The aim of the study. The aim of the study is a statistical analysis of the accessibility and the use of information and communication technologies for the population and households based on the developed integrated indices in the regional aspect.Fundamental international documents refer to the increasing role of information in all spheres of society, and indicate that the number of the poorest households with, for example, a mobile phone is higher than that with the access to clean drinking water.Thus, it can be noted that the level of accessibility and use of information and communication technologies is a priority for the development of both individual countries and the world community as a whole.Materials and methods. Methods of grouping and multidimensional classification, analysis of variation, normalizing, construction of multidimensional averages and correlation analysis, as well as tabular and graphical methods of visual representation of the results of the study were used as statistical tools for the study. Microsoft Excel was used to process the primary information.Results. Comparison of currently used indicators has revealed the need to develop and build integrated indices in four main areas of ICT research: infrastructure (physical and information), ICT accessibility (physical and price affordability), the use of ICT (by the population and households, enterprises and organizations, in the public sector), knowledge and skills (education, digital skills). In this study, the analysis was carried out according to the characteristics of the accessibility and the use of ICT for the population and households. The results of the study at the federal district level led to the conclusion that, despite the existence of a unified policy in the field of ICT development and information society at the federal level, there are significant differences in the management of this process and the level of implementation of system development measures for ICT in individual federal districts and regions. The main result of the study is the classification of regions by levels of accessibility and use of ICT. The analysis revealed a significant direct relationship between the components of ICT accessibility and its use. The ratings based on the calculated multidimensional averages allowed us to reveal the leader and lagging regions of the Russian Federation in terms of the development of ICT and information society.Conclusion. According to the results of the statistical research positions of regions of the Russian Federation on the accessibility levels and the use of information and communication technologies were determined, as well as a direct relationship between the indices of accessibility and the use of ICT was revealed as a whole in the Russian Federation, and in individual federal districts.

Introduction. One of the components of the national security of the Russian Federation is information security. In the context of the information society in the Russian Federation, the role of the information component of national security has increased significantly. There are new challenges and threats to the information security of the Russian Federation, which require the reaction of the legislator. However, the conditions of globalization require States to take joint measures to address such a complex problem as information security. Consequently, international information security cannot be achieved by a single state. It is necessary to consolidate efforts and develop a uniform approach to this issue. Theoretical Basis. Methods. The Information society is characterized by a high level of development of information and communication technologies and their use in almost all spheres of life. The emergence of the global information society, the increased role of information and information and communication technologies have stimulated the adoption of a number of international legal instruments in this area. In addition, a number of other guidance documents have been developed and adopted that define the ways and directions of law-making and cooperation at the level of regional organizations. Their distinctive feature was the realization of the lack of unified and clear conceptual and categorical apparatus. This also applies to the concept of “information security”, a unified approach to the understanding of which is not available at the international level. General scientific methods (materialistic dialectics) and private scientific methods: formallogical, comparative-legal, historical-legal. Results. Currently, at the international level, there is not only no legal act regulating issues in the field of criminal law protection of information security, but also there is no common understanding of information security, its main threats of possible joint measures to prevent and eliminate them. Discussion and Conclusion. As the interstate information confrontation will continue and gain new momentum, there is an urgent need for the adoption of an international legal act aimed at the criminal law protection of information security, containing the classification of crimes against information security and recommendations to States on the criminalization of acts against information security in national legislation.

The article deals with constitutional and legal foundations of the public organization of business activity within the oil sector of the energy-producing industry in the Russian Federation. It is on the one hand connected with the basic constitutional principles of the common economic area in the Russian Federation such as the admission of varying legal standing in relation to proprietorial right to natural resources, the obligatory normative separation of the jurisdiction between different governmental agencies, and on the other hand the mandatory legal regulation of the public organization of business activity, particularly within the oil sector. Due to this, attention is paid to the necessity of consistency regarding the legal regulation of accounting, currency transactions, tax system, sustainability issues and other most important legal bodies of business activity regulation.

The article analyzes the effectiveness of the development of digitalization processes in the socio-economic sphere of the Russian Federation and its territorial entities. Based on the information arrays of the Federal statistical observation on the use of information technologies and information and telecommunications networks by the population, the level of use of information and communication technologies by the population of the Russian Federation in everyday life is studied. In order to deepen the analysis, the authors produced a ranking of regions of southern Federal district by key indicators, characterizing the use information and communication technologies in 2019 by its population, allowing to allocate and justify the leading factors in the development of the information society and the intensification of the processes of digitalization of economy and social sphere of regions. The authors formulated a number of recommendations for the further development of the information society in the Russian Federation and its territorial entities.

The article is devoted to issues related to the development of the concept of «e-Government» («e-government») and the concept of e-government as a new approach to public administration. The article analyses the definitions of the concept of «e-Government», which are presented in foreign and domestic literature. all the studied definitions helped to share the concept of e-government in a narrow and broad sense. In the narrow sense, e-government is the use of information and communication technologies in the activities of public authorities or means of communication. In a broad sense, this is a process aimed at changing interactions in the public administration system, the purpose of which is to improve themanagement system, improve the quality of public services and ensure the constitutional rights of citizens. The article defines the main prerequisites for the emergence of the concept of electronic government, presents the principles and directions of its development: (e-Administration) electronic administration, (e-Citizens) electronic interaction with citizens and the provision of services to the public (e-Services), (e-Society) development information society. The e-government development directions have helped to identify their advantages and disadvantages. The article reveals the regulatory framework and development strategies in the Russian Federation of e-government, digital democracy and the information society. The article analyzes the UN comprehensive indicators characterizing the level of development of e-government, digital democracy and the information society in the countries of the world and the place there of the Russian Federation.

The article presents various approaches to the concept of ‘digital economy’, offers the author’s definition, identifies the features of state protection of competition in the context of digital economy, describes the procedure for conducting economic activities and maintaining competition in the commodity markets in the context of the development of information and communication technologies, reveals the features of the state mechanism for protecting competition in the conditions of digitalization of production of goods and services. It justifies the need to develop a holistic organizational and legal mechanism of public administration, taking into account the processes of globalization of the digital economy, and the need to change legislative approaches to ensure that new entities are taken into account in the field of competition and the coverage of public relations. Analyzing the normative legal acts of the Russian Federation related to the concept of Big Data and the processing of large amounts of data, the authors come to the conclusion about expediency of amending the clauses of the Decree of the President of the Russian Federation ‘On the Strategy of information society development in Russian Federation to 2017 – 2030’ in the part on definition of the digital economy.

The development of society at the present stage is characterized by the practical implementation of digital technologies in many areas of life. The purpose of this study is to analyze the information support of the development of the digital economy in the regions of the Russian Federation. The methodological approaches of international and national organizations in the system for assessing the development of the country's informatization have been disclosed in the article. A system of indicators of the national system for monitoring the development of the digital economy, which reflects the development factors of the information society and the use of information and communication technologies, has been presented. A comparative assessment of the composition and content of international and national indicators for assessing the development of the information society has been given. The calculation on the components of the information and communication technologies Development Index for each subject of the Russian Federation and the Federal districts has been made, as well as the analysis of variations in this Development Index for the constituent entities of the Russian Federation for 2014–2018 has been carried out.

The subject of this research is the public diplomacy mechanism of the Russian Federation. The goal consists in consideration of the mechanism of functionality of public diplomacy of the Russian Federation based on the framework government documents, reports on the activity of the structures of public diplomacy of the Russian Federation, and expert analytical articles. The author examines the foreign policy concepts of the Russian Federation of 2000, 2008, 2013 and 2016, as well as reveals their structures and areas of focus. Analysis of the discourse of research on the public diplomacy of the Russian Federation allowed determining the gaps and the problematic areas that require further research. The article presents examples of the projects that were implemented in the indicated directions in accordance with the latter concept. In conclusion, the author outlines the development trends of public diplomacy mechanism of the Russian Federation. The mechanism of public diplomacy of the Russian Federation is an ambiguous phenomenon and still in the making. On the one hand, the understanding of “soft power” on the state level has evolved significantly in recent years. Moreover, the author traces the evolution of terminological field of public diplomacy in the official documents, as well as its objectives and development trends. On the other hand, the question of coordinating body within the mechanism of public diplomacy of the Russian Federation remains open and relevant. Attention of researchers is also focused on the actors and level of their engagement into the system, interaction between the elements within and outside the mechanism. At the same time, public diplomacy projects are implemented by the Russian Federation worldwide; they coordinate with the trends set by intergovernmental organizations, and appear to be quite effective with regards to provision of information support. The trend of digitization of international policy poses new challenges for the public diplomacy structures, which would require an evolution in understanding of the concept.

The current stage in the development of the world community is characterized by high rates of development of digital technologies and their practical implementation in many areas of life. The purpose of the paper is the analysis of the system for monitoring for the development of the information society and the digital economy, both in the Russian Federation and abroad. The role of international organizations in creating methodological foundations for the study of the implementation of information technology has been revealed in the article. The chronology of the development and implementation of the main regulatory documents, on the basis of which data is being collected on countries and their comparison, has been considered. Particular attention to the study of Russia’s place in the ratings compiled by various international organizations has been paid. A system of indicators of a national system for monitoring the development of the digital economy has been adduced, which reflects the development factors of the information society and the use of information and communication technologies. The dynamics of the gross value added of the ICT sector of the Russian economy and the number of people employed in the information and communication technologies sector have been analysed. Significant variability in the intensity of the dynamics indicators, reflecting various aspects of the development of the information society, as well as a significant lag of Russia from the leading countries in certain areas of the ICT sector, have been identified. It has been shown that the key task aimed at correcting this situation is to improve the investment climate in the information and communication technologies sector. At the same time, the imperfection of the methodology for monitoring the development of the information society and the digital economy does not allow us to take timely measures to regulate digitalization processes. It has been concluded that it is necessary to continue work on improving indicators for monitoring the implementation of the government program “Digital Economy of the Russian Federation”.
