Information technology that is currently developing does not only apply to the world of information technology but has developed into other fields of work that require information technology to support the needs of their field. Services in information technology have been implemented by the District Internet Service Center (PLIK) Bangka Belitung to support government programs. Research conducted at PLIK aims to see and assess how PLIK's performance, especially Mobile PLIK, to the service level of their partners' satisfaction. During the PLIK research, researchers wanted to measure their level of service. The level of service that is measured is by looking at the implementation of the SLA (Service Level Agreement) that they have contracted with the user to what extent. So, the researchers took the data by observation, interviews, and questionnaires. After all, data is needed, the COBIT 4.0 Framework becomes a reference for researchers to examine this service level with the Delivery and Support (DS) domain on each item. The conclusion from the whole research process is that Mobile PLIK has measured their service maturity level (Maturity Level) at layer 4, namely Managed and Measurable. However, there are several districts that are still at layer 3, namely Define. Define that they have targeted and planned every measure of their work steps and of course they can improve the services provided to partners and be reciprocal to partner satisfaction with PLIK. Unlike the case with Define, layer 4 is Managed and Measurable, which means that Mobile PLIK has been organized and can be measured in conducting every agreement between partners and PLIK, so that its implementation can be accounted for every item in the domain.

Network Monitoring System (NMS) is a system that is highly demanded internet service provider industry in this fast-developing information technology era. The availability of NMS is the best option to restore the service level agreement as a means to compete with other internet service providers’ competitors. The occurrence of disturbance in the network is often unnoticed by the network administrator. This may lead to a crucial problem in decreasing network quality as the impact of time-consuming in solving the problem. Through the explanation, the writer tried to anticipate by classifying problems using Pareto and integrated Nagios with Telegram Messenger as a notification of disturbance. Nagios has many features such as reports, event handlers, monitoring resources (CPU load, memory usage, status up / down, uptime, data traffic, bandwidth), etc. One notable feature owned by Nagios is blast notification of disturbance. It is a feature that will function when one of the devices is in trouble. This feature will inform the network administrator or authorized person in certain divisions as regards the error network. In this case, the problematic device can be categorized according to the parameters made by the network administrator.

This article describes how a rapid increase in usage of internet has emerged from last few years. This high usage of internet has occurred due to increase in popularity of multimedia applications. However, there is no guarantee of Quality of Service to the users. To fulfill the desired requirements, Internet Service Providers (ISPs) establish a service level agreement (SLA) with clients including specific parameters like bandwidth, reliability, cost, power consumption, etc. ISPs make maximum SLAs and decrease energy consumption to raise their profit. As a result, users do not get the desired services for which they pay. Virtual Software Defined Networks are flexible and manageable networks which can be used to achieve these goals. This article presents shortest path algorithm which improves the matrices like energy consumption, bandwidth usage, successful allocation of nodes in the network using VSDN approach. The results show a 40% increase in the performance of proposed algorithms with a respect to existing algorithms.

This paper examines the availability of Internet services in Higher Learning Institutions (HLIs) for developing countries such as Ghana, with respect to the cost and usage. We looked at the source of Internet services and the bandwidth package for some Higher Learning Institutions in Accra, Ghana. One of the key objectives of this study is to design and simulates an efficient Internet bandwidth usage for Higher Learning Intuitions. We examined the cost of bandwidth package offered by the Internet service providers to these higher institutions. In looking at the cost we also included the bandwidth packages offered, the type of Internet connection and the service level agreement with the ISPs. In the study, we looked at how the Internet is distributed to these institutions and the equipment used in the distribution of the Internet services. Ipswich Whatsup Gold software was used to monitor the network infrastructure for one of the institutions in the study. We went further to monitor the bandwidth consumption for Ghana Technology University College, one of the institutions in the study, to monitor their bandwidth consumption and traffic flow in the network. In designing an efficient bandwidth management for the Higher Learning Institution, we model and configured a network in Packet tracer using a proxy cache box. This technique allows for an efficient bandwidth planning capacity to manage the bandwidth consumptions. At the end of the study, we modeled a network using cache box to restrict and minimize bandwidth usage and thus making it less expensive for the Higher Learning Institutions.

ICT Helpdesk is the part of IT Service Management (ITSM) framework which is also mentioned in COBIT 5 inDeliver, Support and Service processes. ICT Helpdesk becomes an important part that must be owned by thecompany who use the information technology to leverage the business goals. The use of IT peripheral in dailyoperations requires the excellent support. Companies do not want to lose the opportunity in business because of the IT system had a problem. ICT Helpdesk present for deliver support with Service Level Agreement (SLA) agreed which are needs more responsive to fulfill business requirement. This research is needed to find best strategy of ICT Helpdesk implementation. Assess the existing strategy and analyze the gap between current and future condition is required. Working area that must be covered in this service and amount of the technician are the keys for improvement. Option of centralized and decentralized strategy becomes research objective to be addressed in this case to find best ICT Helpdesk strategy.

Information Technology is one among the high priority resource in the current competitive business scenario. The Information Technology services such as Messaging services, Web services, Email services, Data services, Log Monitoring services and others are important for any business. The malfunction or failure of any IT resources during critical situations is not accepted by the stake holders of any business. The Service Level Agreement provides the relationship between the IT service provider and the business customers, it is an evidence of written document which properly addresses the issues. The issues and challenges of Information Technology infrastructure management in Small and Medium Business Enterprises are discussed in this paper.

This article studies a case of the banking company in Taiwan to measure the service performance by adopting reliability analysis. The service performance focuses on sending transaction data from one source (headquarters) to multiple sinks (bank branches) for a banking company transmission system. A stochastic flow network consisting of edges (transmission lines) and nodes (Internet data center or bank branches) is constructed to model such a computer system. The service-level agreement is a contract that requirements should be promised by the Internet service provider. Also, the bank needs to satisfy the customers’ requirements through the banking company transmission system. System reliability, which is defined as the probability of demand satisfaction, is studied as a key performance indicator for measuring service level of the banking company transmission system. Subsequently, sensitivity analysis is adopted to investigate the key transmission line that affects the system reliability most significantly. The system supervisor can make a decision for banking company transmission system to enhance the important edges for improving system reliability.
