In this article, Ann-Christine Petersson Hjelm argues that the elderly care system in Sweden rests on what is described as a trust and dependence concept. In particular, it is discussed whether and in what way the interplay between trust and dependence is expressed in government committees and official documents. Interplay implies a correlation between social services personnel (trust) and the elderly (dependence). It is further stressed that the concept is a necessity, and that the impact of power – in terms of an instrument for management control – is a precondition for the elderly care system to work. It is argued that in the absence of indicative regulations, a built-in power strategy to create trust becomes necessary for the personnel. Petersson Hjelm also discuss power in terms of the elderly becoming empowered in relation to the exercise of public authority, activities or functions in elderly care by the personnel.

ABSTRACTThe theory of incrementalism is a long-standing and influential perspective on policy making and resource allocation in the public sector. Previous research on social services budgeting suggests that resources are allocated incrementally, although there has been some debate as to whether this would persist in an era of prolonged expenditure restraint. Incremental budgetary outcomes are operationalised as percentage changes in budgets pro-rata with percentage changes in the total budget, and as stable shares of total expenditure for each activity. Data for 99 English social service departments supports incrementalism in that budget shares change by only 1.8 per cent, but percentage allocations depart from pro-rata incrementalism by a mean of 74 per cent. The comparison of the two summary indices over time supports those who have argued that prolonged restraint would encourage non-incremental budgeting, but change in the agency's total budget does not consistently predict budgetary outcomes. The effect of restraint on incrementalism varies with the measure used and across the component activities of the measures, but there is enough evidence to suggest a significant decline in the level of incrementalism in social service departments. In particular, non-incremental budgeting is strongly associated with the growth of day centre expenditure on the mentally ill and the elderly before 1982–3, and after that with the pursuit of the ‘community care’ strategy within state provided services for the elderly and children. Incrementalism as a general theory of agency budgeting is limited in its ability to explain variations in the degree of incrementalism between agencies, between component budgets and over time. The conclusion suggests that further research should seek explanations for these variations in the varying balance of the competing forces which shape outcomes in welfare bureaucracies and in the relationship between these forces and the organisation's environment.

Aim: The aim of this study was to determine the prevalence of selected headaches and their impact on the elderly residing within a particular elderly care facility in KwaZulu-Natal, South Africa. Subjects: Elderly participants, aged 60 years and older, residing in a selected elderly care facility in KwaZulu-Natal. Methodology: Once the Institutional Research Ethics Committee (IREC) approved the study, The Association for the Aged (TAFTA) granted permission for the researcher to conduct the study in their life rights buildings. The researcher then administered the questionnaires to the elderly who met the inclusion criteria, on the same day that they had read and completed the information letter and informed consent. The researcher and the research assistant remained present to read the questions to any participants unable to read or who were no longer able to read and answer any questions the participants may have had throughout the process. A total of 123 informed consent forms and questionnaires were distributed and collected, a return rate of 72% (p<0.05). All completed questionnaires were analysed by only the researcher and the statistician. Results: In total, 123 questionnaires were utilised for statistical analysis. The results indicated that 45.5% (p=0.3) of the participants presented with headaches and of these participants, 64.3% had primary headaches, while 35.7% presented with suspected secondary headaches (p=0.03). Of the primary headaches, tension type headache (TTH) had the highest prevalence at 17.1%, with migraine at 7.3% and cluster headache at 2.4%. This is congruent with current literature indicating that TTH has the highest effect on the elderly population. Conclusion: This study is consistent with previous studies conducted on the prevalence of headaches in the elderly. This study has contributed to a greater understanding of headaches experienced by the elderly and the impact headaches have on their daily lives. Focus needs to be placed on satisfactory and effective healthcare, with patient and practitioner education alike to enhance the quality of life and the ability to function self-sufficiently as an elderly individual.

The main legal acts in the field of protection of the rights of the elderly and disabled people are considered today. The subject of the research is the living conditions of elderly people living in nursing homes, and the impact of social services provided to them on their socio-economic and psychological adaptation. In order to improve the quality of social services in the future, to facilitate the social adaptation of the elderly, to develop proposals to Supplement the legislation on social protection of the elderly in General. Thereby increasing the ability of older people to adapt to social homes.

The setting of priorities is an integrated part of social-work politics in Sweden as well as internationally. This article explores Swedish social services and how politicians on the political boards wish to make priorities and what these priorities involve. The use of regression analyses also reveals which circumstances are of importance for allocative precedence and the impact different distributive principles have. It is hard to detect clear-cut patterns of circumstances that guide the judgements in any one direction. The results show that political affiliation overall is not a determining factor for attitudes towards how priorities are made. Another result is a manifest area bias, suggesting that respondents tend to see to the interests of their own professional domain, a result most visible among the politicians involved with Care for the Elderly and Disabled (CED). Yet, with regard to allocative principles, political colour seems to matter. Conservative politicians, as expected, agree with the principles of economy and of capacity to benefit, while the socialist block, less expectedly, seems to embrace the principle of deservingness.

There is a correlation between the wellbeing of residents of elderly care centre with a well-designed outdoor space. The study was to assess the impact of outdoor space towards the elderly wellbeing in a selected care centre in Malaysia. The focus was on how the elderly physically, emotionally, psychologically and socially behave towards their environment. Abstract. Old age is a phase of a human being in the final life stage before the stage of death. At this stage the elderly require various needs and difficulties they experience, such as physical, psychological, social and spiritual challenges. Therefore, the Bekasi Tresna Budi Dharma Social Home has a program to improve the welfare of the elderly. The institution develops a program for the visiting elderly but receiving the same social services. The program is called Elderly Day Care Service. This research aims at the exploration of the program implementation process and the impact of the Elderly Day Care Service program affecting the welfare of the elderly. This research uses a descriptive qualitative approach. The research data collection technique is by means of interviews, observations, and documentation studies. The results show that the Elderly Day Care Service program at Bekasi Tresna Werdha Budi Dharma Social Home reseults a very positive effect on the elderly participating in the program. In addition, physical, psychological, social and spiritual problems are gradually resolved and make a prosperous elder; active, independent and productive. Abstrak. Lanjut usia merupakan fase seorang manusia berada pada tahap kehidupan akhir sebelum tahap kematian. Pada tahap ini lansia memiliki banyak kebutuhan dan permasalahan yang dialaminya, seperti kendala fisik, psikologis, sosial dan spiritual. Maka dari itu Panti Sosial Tresna Budi Dharma Bekasi memiliki program untuk meningkatkan kesejahteraan lansia. Dan Panti Sosial Tresna Werdha Budi Dharma Bekasi mengembangkan sebuah program bagi lansia yang tidak tinggal di panti namun mendapatkan pelayanan sosial yang sama. Program tersebut bernama Pelayanan Harian Lanjut Usia atau Elderly Day Care Service. Penilitian ini bertujuan untuk mengetahui proses pelaksanaan program dan dampak program Elderly Day Care Service yang dilakukan oleh Panti Sosial Tresna Werdha Budi Dharma Bekasi berpengaruh pada kesejahteraan lansia. Pendekatan dalam penelitian ini menggunakan kualitatif jenis deskriptif. Teknik pengumpulan data penelitian merupakan kumpulan data dari wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukan bahwa program Elderly Day Care Service di Panti Sosial Tresna Werdha Budi Dharma Bekasi memiliki pengaruh yang sangat positif bagi para lansia yang mengikuti program tersebut. Selain itu, permasalahan baik fisik, psikis, sosial dan spiritual sedikit demi sedikit teratasi dan menjadikan lansia yang sejahtera yaitu aktif, mandiri dan produktif.
