This paper presents a case study involving the deployment of a secure environment on the computer network at the City Hall in Palmeira das Missões - RS, throughout the definition of a physical and logical infrastructure, supported at concepts of management of computer networks and information security. Through the creation of Vlans (Virtual Local Areas Networks) and definition of DMZ (Demilitarized Zone) defined to achieve the level of security and network management required by the IT department, as well as provide greater reliability and integrity of information that travel on the network so that the users can perform their tasks more dynamically in a secure and agile environment. The main contribution of this case study was the implementation of a security and management in the computer network at the City Hasll in Palmeira das Missões – RS.

This case study reviews the process that the City of Naperville Information Technology Department undertook to implement a Computerized Maintenance Management System (CMMS) for the city’s Department of Public Utilities–Water. A CMMS is a software system for managing infrastructure with tools for creating and tracking maintenance activities associated with physical assets. Typical requirements for a CMMS include the ability to handle requests for service, process work orders, plan preventive maintenance, provide for tests and inspections, and enable ad hoc searching and reporting. The software that the Naperville Water Utility chose for a CMMS was selected for its tight integration with its Geographic Information System (GIS), the computerized mapping database that contained a spatial model of the department’s water distribution and wastewater collection assets. Many of the challenges that the IT Department had in implementing the CMMS related to issues with the GIS data. In addition, several of the city’s ?nancial systems, such as accounting, utility billing, customer information systems, and inventory required integration with the CMMS. The case study will cover the complexities of integration with these disparate data sources that have both a technical and organizational basis. Finally, as with all implementations of software systems, the element of organizational change needed to be addressed. For that reason, business process mapping and re-engineering practices were employed to support the deployment of the software.

Abstract A city based on the sustainable development priorities, friendly to its residents, combines human activity, technology challenges, and environmental requirements. The implementation of the idea of smart city should be discussed with regard to specific areas of activity. In order to identify the way of perceiving the activity conducted under this concept, a survey was carried out among employees of the City Office in Zabrze. The cognitive, competence and informational scope was verified. It was found that the overwhelming majority of officials (79%) are convinced that smart city principles are being implemented. The survey participants also provided specific examples of smart-city initiatives undertaken in the city, and a significant part of the respondents (64%) assigned their professional tasks to them. Moreover, three out of four surveyed officials in Zabrze declared that they know the tools supporting the smart urban development. The results presented in the article constitute pilot studies aimed at understanding the extent to which the Smart City idea is known by local government administration employees. In addition, these results serve as a tool for the authorities of Zabrze to disseminate knowledge about smart city among employees of the city hall.

In this paper, we present a work-flow to investigate the joint visibility between very-high-resolution SAR and optical images of urban scenes. For this task, we extend the simulation framework SimGeoI to enable a simulation of individual pixels rather than complete images. Using the extended SimGeoI simulator, we carry out a case study using a TerraSAR-X staring spotlight image and a Worldview-2 panchromatic image acquired over the city of Munich, Germany. The results of this study indicate that about 55 % of the scene are visible in both images and are thus suitable for matching and data fusion endeavours, while about 25 % of the scene are affected by either radar shadow or optical occlusion. Taking the image acquisition parameters into account, our findings can provide support regarding the definition of upper bounds for image fusion tasks, as well as help to improve acquisition planning with respect to different application goals.

New mobility does not just mean technological innovation, but also a change in lifestyles, modes of transport and services, ways of doing business and governance of the common good, represented by urban space and service infrastructures. Just as the car shaped the city of the 20th century with all its distortions, the new mobility systems of the current millennium could redefine the use of urban space with a new, more balanced footprint. The new mobility could drastically reduce the total number of vehicles in circulation (with their interchange and continuous use) and free up large areas of the city, for example parking spaces, which could be used for other purposes, and car service areas, which could be used as widespread freight delivery hubs.In this scenario, motorway service stations would become more similar to interports, exchange points serving not only travelers but also and primarily segments of metropolitan areas, small cities and territorial areas of influence, creating a system of "cells" of relevance.Today, therefore, there is growing awareness that new mobility also requires a different approach to the city and its design, given that the electrical infrastructure contributes to the (re)definition of urban space.For this reason, cities must change their approach and make use of technology to understand where and how to intervene, with the primary objective of restituting the space taken up by the streets, which were designed for cars, to citizens and their expanded needs. New electric, as well as connected, shared and multimodal mobility is in fact an integral part of the new cities being built.More consolidated cities will also obtain substantial benefits: a case study applied to the entire urban area of Florence demonstrates the potential of this revolution which is already underway.

The drinking water supply of the city of Nikšić, the second largest city in the Republic of Montenegro, is secured from a nearby karstic groundwater resources. Water is transported from two different directions (two sources) into the distribution system. At the end of the distribution system, on the opposite side of water resources, there is a counter tank, as the only storage capacity for leveling the inflow and consumption in the system. However, the interplay of the three vital water supply capacities (two water sources and counter tank) does not meet the requirements of regular supply, to the point where it is necessary to disconnect the tank, from regular operation. The existing system, which operates without leveling space, is fraught with numerous problems, ranging from the appearance of significant temporal and spatial pressure variations, to the inability of delivering the needed quantities to the peripheral parts of the system, in seasonal peaks of consumption. During International project Drinkadria (2013–2016), efforts for solving numerated problems were done. This paper provides an overview of activities on system operation analysis, based on simulation modeling and definition of technical solution, proposed in the form of subzoning. Realization of proposed subzones will put all capacities in the full operation state, with the realization of stable pressures in the system, and with a regular supply of all parts of the system in all predictable modes of consumption.

The study is devoted to such a specific administrative offense as failure to comply with the legal requirements of a deputy that has no parallel in Soviet administrative law. The subject of the analysis covers the norms of regional legislation. Primarily it covers the Code of Administrative Offences of the city of Moscow 2007 and related provisions of other laws of the city of Moscow. Taking into account interconnected legal norms, the author highlights the object of the administrative offense under consideration, defines the concept of “lawful demands of the deputy,” clarifies the content of other elements of the offence, namely: the objective party [sic] (objective element, actus reus), the subject (the offender), and the subjective party [sic] (state of mind, mens rea). At the same time, a number of statutory flaws are revealed and ways of their correction are proposed. In particular, the author highlights combining two administrative offenses with various direct objects in one part of the article of the Code on Administrative Offences of the City of Moscow, lack of a legal definition of the concept of “legitimate demands of the deputy,” lack of administrative responsibility imposed on sitizens for obstruction of the deputy’s work, excessive lenience of the penalty for violation of time limits given for processing the deputies’ requests in comparison with similar administrative offenses of lower public danger.

The recent flow of Roma immigrants to Western Europe has caused a lot of societal and political discussion. Initiatives and policy measures are introduced at the European and national or local level in order to deal with this situation. This article explores to what extent experiences and self-perceptions of Roma immigrants in Western Europe correspond with the constructed discourse in terms of “Roma inclusion”. In policy practices, there seems to be a tension between a willingness to strengthen the particular identity of Roma on the one hand (“targeting”), and a desire to fit those people into mainstream society on the other hand (“mainstreaming”). Based on a case study in the city of Ghent (Belgium) with a small sample of in-depth interviews, the authors explore what an insider perspective may add to the construction of policy. Conclusions relate to the experienced gap with mainstream society, the identification with and definition of the “Roma” concept as well as intergenerational differences. Finally, the argument is taken a step further, and it is wondered how an insider perspective may also question policy. By relating policy conceptualisations of Roma to (self) identification processes, suggestions are made to redefine the meaning of inclusion.

In recent years, many cities around the world have pledged to upgrade their building stocks to carbon-neutral. However, the literature does not yet provide a shared definition of carbon-neutral building (CNB), and the assessment objectives and methodological approaches are vague and fragmented. Starting from the available standards and scientific literature on life cycle assessment (LCA), this paper advances an operational definition for CNB on the basis of an explicit calculation approach. It then applies the definition to an urban case study, comparing it against a state-of-the-art nearly Zero Energy Building (nZEB) scenario, with the intent of highlighting the major practical limitations connected to the application of a methodologically sound carbon neutrality calculation. The case study shows that carbon neutral objectives can hardly be achieved by single urban buildings because of the lack of spaces that can provide onsite carbon offsetting actions. Carbon neutrality may be better approached at the city, regional, or national scales, where overarching policies may be defined.

Abstract This article argues that post-Soviet mayors are foreign policy actors that deserve more attention from area studies and foreign policy analysis scholars. Mayors have their own diplomatic preferences and goals – rooted in geopolitical and ethnonationalist views – that they can enact using city hall institutions and networks. They can work either in harmony or in opposition with central authorities by bolstering or compromising the executive’s diplomatic goals and actions. These claims are explored in a case study of the foreign policy of Chișinău mayor Dorin Chirtoacă (2007–2017), whose diplomatic endeavors consolidated the Moldovan capital’s ties with Romania and the European Union and minimized interactions with countries in the former Soviet Union, including Russia. At times, the mayor’s actions abroad ran afoul of central authorities as he created an alternative foreign policy that undermined central foreign policy. The findings suggest that a more extensive investigation of how mayors interact with foreign actors would refine our understanding of foreign policy-making in the former Soviet Union and in Central and Eastern Europe more broadly.
