This study aims to analyze the strategy of developing tilapia agribusiness in Babirik District, North Hulu Sungai Regency. Sampling was done by multi stage sampling and the selection of sub-district locations was carried out by purposive sampling method, namely the sub-districts which most cultivated tilapia in karamba, namely Babirik District. Fish farmers as samples were selected by stratified proportional random sampling, as many as 8 people (30% of 27 UPP group members), and 57 people (30% of 191 were not UPP group members). The number of samples is 65 people. Collector samples (collectors) were selected by snow ball sampling, which was 20 people (30% of 65 collectors). The sample of retailers was chosen by accidental sampling in the fish market in North Hulu Sungai Regency, as many as 5 people. The selection of Fisheries UPP internal factor samples was 8 people (30% of 27 people), and the sample selection of non Fisheries UPP internal factors was 20 people (30% of 191 people), while 2 external factors were selected from the relevant institutions. The results of the internal factor evaluation matrix are 3,163, while the results of the external factor evaluation matrix are 2,538. The results of the internal external matrix are in cell IV, namely in the growth and building position, and the indigo agribusiness strategy in karamba in Babirik District is a market development and production strategy.

Sample allocation and selection technology is of great significance in the test plan design of prognostics validation. Considering the existing researches, the importance of prognostics samples of different moments is not considered in the degradation process of a single failure. Normally, prognostics samples are generated under the same time interval mechanism. However, a prognostics system may have low prognostics accuracy because of the small quantity of failure degradation and measurement randomness in the early stage of a failure degradation process. Historical degradation data onto equipment failure modes are collected, and the degradation process model based on the multi-stage Wiener process is established. Based on the multi-stage Wiener process model, we choose four parameters to describe different degradation stages in a degradation process. According to four parameters, the sample selection weight of each degradation stage is calculated and the weight of each degradation stage is used to select prognostics samples. Taking a bearing wear fault of a helicopter transmission device as an example, its degradation process is established and sample selection weights are calculated. According to the sample selection weight of each degradation process, we accomplish the prognostics sample selection of the bearing wear fault. The results show that the prognostics sample selection method proposed in this article has good applicability.

Since the internal audit of the company is essential to supply information needed for the effective management and improvement of the competitive position, the purpose of this paper is to introduce an innovative strategic management tool for the assessment of internal organizational factors that overcomes some limitations of traditional appraisal methods, and also enables more comprehensive evaluation of the company?s internal environment. Although the classical Internal Factor Evaluation matrix (IFE matrix) is widely used, it has some constraints, such are lack of considering the ambiguity and vagueness of the internal factors. An original method - FSIF (Fuzzy Synthesis of Internal Factors) represents a systematic approach that incorporates fuzzy logic in order to better describe real situation. Proposed FSIF method well serves the needs of modern Management information system because it provides monitoring of internal development of an organization through time and also comparing different organizations taking into account various factors and weights.

SWOT analysis for the IFE and EFE matrix is internal factor the highest strength is the availability of the fish pond, the highest weaknesses are internal factors that are difficult or capital financing farmers, the results of internal factors evaluation matrix, internal factor of gapokdakan is good. External factors greatest opportunities, namely the potential of tilapia hatchery in the Tambak Rejo village, as well as external factors are the biggest threat is the virus tilapia. There are two alternative development strategies Gapokdakan in Tambak Rejo, one of the strategic alternatives that Increase production with facilities and infrastructure and maintain the quality so that production can always meet existing market. Keywords: Patron-Klien, Swot, strategic alternative, Gapokdakan

Safety supervision aims to safeguard the overall interests of the corporation, and ensure its safety production together with sustainable development. It is the key to reducing accident rates, and safeguarding employees’ safety and corporate property. The establishment of safety supervision system requires specify strategies. However, it is difficult to determine such strategies in an objective manner under complex environments. Therefore, first, this paper combined an external factor evaluation matrix (EFEM) and an internal factor evaluation matrix (IFEM) to analyze the internal and external safety environments faced by X Group Corporation (XGC). Second, the strength-weakness-opportunity-threat (SWOT) approach was employed to qualitatively analyze and explore the alternative safety supervision strategies. Following this, the most attractive strategies were selected from alternatives by using the quantitative strategic planning matrix (QSPM), namely construction of the safety culture system, clarification of modes and organizational structure of safety supervision, and improvement of the safety performance evaluation system. These strategies were subsequently applied in the construction and improvement of the XGC’s safety supervision system. This study can provide reliable theoretical and methodological support for the establishment of corporations’ safety supervision systems.
