This research is a literature study related to problems, the role and function of education planning in Indonesia. Data collection was carried out through various sources that can be used in relation to the problems of Islamic multicultural education in Indonesia. In searching some literature using a search engine or maybe it is easier to index any type of document. For example, we use Google Scholar with a query containing Social Network clauses, of course the number of clauses will be generated with a list of related documents. The conclusion in this study is that the existence of problems in education in Indonesia also causes constraints in education planning in Indonesia. The education system in Indonesia must be planned by considering various things. Planning is an activity to see the future in terms of determining policies, priorities and costs of education by prioritizing the existing realities in the economic, social and political fields to develop the state education system and students served by this system. This means that in planning the national education system must consider economic, social, political and cultural factors. The education system in our country has undergone many changes, this may be due to educational planning that does not understand the aspects involved in it, so that our national education system is unable to match the conditions of Indonesian society and the resulting graduates are not relevant to the needs of the workforce. This makes it difficult for our country's human resources (HR) to compete with foreign human resources. The functions and roles of educational planning are as follows: 1) As a guide for the implementation of educational development activities. 2) As a means of controlling the implementation of education development. 3) As a tool to ensure the quality of educational development. 4) As a means of achieving educational goals effectively and efficiently. 5) As a means to ensure the smooth achievement of educational development goals. 6) As a means of clarifying the vision, mission and strategy of education development. 7) As a logical and systematic tool to change the education system for the better.

This paper attempts to investigate madrasah in line with the 5 year momentum of madrasa (2004-2009) coincided with the enactment of the National Education System Act No. 20 of 2003. Hence, this is to portray the madrasa after the birth of the Act. Madrasah has a clear position that is equal to that of public schools. Madrasah can be viewed from five elements, such as, namely, access, quality, relevance and competitiveness, and management and governance. Further this also describes the demands that the  madrasa have to be more active in self-portraying as the best educational institutions with competitive advantages, and being able to build an extensive network. In this regard, Madrasa must first be able to overcome some common problems, such as lack of human resources, lack of infrastructure, limited funds, traditional management, and so forth.

Education which is a system in the perspective of anthology is an attempt to humanize humans by an appropriate manner to achieve very high humane values as an attempt to change as well as to move the cultural values to any individual in society. But this view is difficult to achieve when the belief that a person's success will occur due to the efforts started early in order to organize their future without having an education. This paper will provide a breakthrough through leadership of education that is not only based on good intellectual ability, but also good emotional and spiritual. With the result that it will contribute qualified modern human resources. Modern human Resources is a human being who has the potential of ad equated intellectual quality. However, sometimes the potential is empty because it is not matched by the quality of the good faith or emotional. In the fact, they (modern humans) have good reasoning capability. However, the success which is useful in the future whether for themselves, the community, the nation and the state are not only enough by having logical thought only. But, it also requires EQ Emotional Quotient (level of emotional or personality) , CQ Creativity Quotient (level of creativity) and SQ Spiritual Quotient (level religiosities or faith and devotion to God. Thus , the national education system must be able to provide a solution- which is able to break of the empty circle of values and morals happening in education system around us . the empty circle we must combine as well as put the intellectual intelligence , emotional intelligence , and spiritual intelligence known as ESQ in order to get balance between the fulfillment of rights and vertical or horizontal obligations. ESQ is a role of the leadership of its resources which include Human Resources and Natural Resources with the organization as a model of leadership in education. ESQ if applied in educational leadership level, it would be beneficial along with the growth and development of the educational organization with the growth of moral values.

Abstract This article proposes the whole-school approach model, an approach to put multicultural education as strategy to involve all the stakeholders of schools in one system. Islamic education is a sub system of multicultural national education system. Religious moderation in Islamic education is a hidden curriculum, to present Islam as moderate religion, not to serve religious subject as violence and extremism. The strategy or religious moderation can be seen from some aspects, such as teacher, textbook and extra-curricular activities. Abstrak Artikel ini menawarkan model whole-school approach, pendekatan yang memandang pendidikan multikultural sebagai sebuah strategi pendidikan yang melibatkan semua elemen sekolah sebagai sebuah sistem. Pendidikan Agama Islam merupakan sub sistem dari sistem pendidikan nasional yang multikultural. Moderasi beragama dalam pendidikan agama Islam dijadikan sebagai hiidden curriculum berarti cara mengajarkan pendidikan agama Islam yang moderat, bukan pendidikan agama yang mengajarkan kekerasan dan keekstreman. Strategi moderasi beragama dalam pendidikan agama Islam untuk masyarakat Indonesia multikultural dapat dilihat dari beberapa aspek antara lain guru, buku ajar dan kegiatan ekstrakurikuler.

Abstract., Indonesia is a country that is conducting educational development as mandated by the 1945 Constitution. In the course of the Law of the Republic of Indonesia Number 20 of 2003 on National Education System defines education as a conscious and planned effort to create an atmosphere of learning and learning process so that learners actively developing his potential to have spiritual spiritual strength, self-control, personality, intelligence, noble character, as well as the skills he needs, society, nation and state. In response, Islamic Education needs to get serious attention, especially among the intellectuals and thinkers of Islamic education in Indonesia. Various efforts are needed to restore Islamic education to its glory. To restore Islamic education to the glory, certainly not as easy as putting water on a cauldron. But there needs to be seriousness in reaching these ideals, including the seriousness in management and leadership of a reliable Islamic education institutions. Menyikapi hal tersebut, Pendidikan Islam perlu mendapat perhatian yang serius, terutama kalangan cendekiawan dan pemikir pendidikan Islam di Indonesia. Diperlukan ragam upaya untuk mengembalikan pendidikan Islam kepada kejayaannya. Untuk mengembalikan pendidikan Islam kepada kejayaan tersebut, tentu tidak semudah menaruh air di atas kuali. Namun perlu ada keseriusan dalam menggapai cita-cita tersebut, diantaranya keseriusan dalam manajemen dan kepemimpinan lembaga pendidikan Islam yang handal. Dalam makalah ini penulis akan mencoba memfokuskan pembahasan pada problematika pendidikan Islam abad 21 serta solusi-solusi yang dapat ditawarkan dalam menanggapi problematika pendidikan Islam tersebutKata Kunci:Problematika Pendidikan, Pendidikan Islam.

Plurality of ethnicities, religions, and cultures is Indonesian historical facts. Diversity can be a gift or a disaster. If properly managed it can enrich human lives; on the contrary, if not properly managed it can lead to disaster in the form of tension, conflict, and violence. The function Islamic Education as a subject that is still preserved in the National Education System is expected to shape the character of students, so that they become Muslims who fear (in the sense of obedience to Allah),and at the same time be a citizen of Indonesia that is tolerant, accepting the condition of multi-cultural, and reject all forms of oppression that degrades human dignity. It specifically can be seen from learning objectives, that is to realize the Indonesian people who are religious, noble, knowledgeable, diligent to worship, intelligent, productive, honest, fair, ethical, disciplined, tolerant (tasamuh), maintaining harmony and developing religious culture at school. Philosophically, Islamic education is relevant to and an integral part of the national education system. The position of Islamic education as a subsystem of national education serves not only as a supplement, but as a substantial component. It means that Islamic education is a crucial component of national educational journey. Since the government has proposed the concept of multicultural education, civic education, and character education, then it cannot get rid of Islamic education. Key words: ideology of Islamic education, multicultural education, civic education, character education of the nation.

This article discusses the analysis of the existence of Islamic education in the national education system in the aspect of the education budget related to the study of Islamic education policies in Indonesian legislation. This study uses a qualitative approach with a qualitative descriptive type of research through a literature research study method. This encourages the need for the reconstruction of national education system policies in the budgetary aspect of educational institutions globally. This article analyzes that the existence of Islamic education in Indonesia in the national education system is a subsystem in national education, but it has not received the same attention as other education sectors. So this study criticizes the need for the reconstruction of national education system policy regulations on the aspects of the education budget in Indonesia and the solution to the existence of Islamic education in the national education system in the aspect of the education budget in Indonesia as an effort to reconstruct education policies in Indonesia offered by the author and input in the preparation. The education road map program in Indonesia by Commission X DPR RI on the direction of education development is the first, the concept of education equilibrium. The government issued a policy to equalize the education budget globally to end the dichotomy of education budget policies so far so that the existence of Islamic education is equal to the existence of other general education. Second, the separation between national education policies and political interests through the appointment of the minister of religion and the minister of the Ministry of Education and Culture-Research and Technology with professional figures is not based on entrusted elements from supporting parties/coalitions.

<p>The Act No. 20, 2003 of National Education System explains that Madrasah Aliyah as an Islamic educational institution has been equated with other public schools. This equivalence does not change automatically the public of Gorontalo perception toward Madrasah Aliyah as a second choice. Such perception affects the community interest to send their children to Madrasah Aliyah. However, Madrasah Aliyah in Gorontalo still has great prospect in<br />the future. So some very urgent improvement and imaging is performed by Madrasah Aliyah. This improvement is very important because most people see Madrasah Aliyah as second-class school and its graduates do not have brilliant future. In fact, Madrasah Aliyah can create human resources who<br />have intact insight, are divinity insight, social insight and scientific insight. <br /><br /><strong>Abstrak</strong></p><p><strong></strong><br />Madrasah Aliyah sebagai sebuah lembaga pendidikan Islam telah disetarakan kedudukannya dengan sekolah umum lainnya berdasarkan UU No. 20 tentang Sistem Pendidikan Nasional RI Tahun 2003.Meski posisinya setara, tidak serta merta merubah persepsi masyarakat Gorontalo terhadap Madrasah Aliyah sebagai pilihan kedua. Efforts to build youth character based on local cultural wisdom from an early age through education are considered as the right step. School is a formal institution that is the foundation for education. Education in schools is part of the national education system which has a very important role in increasing human resources. Through education in schools, it is hoped that it will produce quality Indonesian human resources. If you look at the goals of national education, quality humans are not only limited to the cognitive level, but also affective and psychomotor. In practice, local content subjects are seen as second-class lessons and are only considered as a complement.

<p>College is an educational unit is obliged to keep higher education, and higher education is a sub-system of the National Education System. Together with other sub-systems, colleges are required to seek the realization of the vision and mission of the National Education System as well as to optimize the implementation of the national strategy of national education development. One mission that must be realized is to seek expansion and equal access to quality education for all Indonesian people. Thus the realization of high-quality education is obligatory. College as an entity consisting of various sub-systems, among which is the library. That’s why the success of universities to improve and maintain its quality, among others, are also determined by how much the contributions made by the sub-system, including libraries.The amount of contributions to improve the quality of colleges is directly proportional to the quality of the library. The realization of library management quality is affected by the condition of the elements of the existing library, such as infrastructure, funding, library collections, quality of service and human resources.</p><p>Perguruan Tinggi merupakan satuan pendidikan yang berkewajiban untuk menyelenggarakan Pendidikan Tinggi, dan pendidikan tinggi adalah merupakan sub sistem dari Sistem Pendidikan Nasional. Bersama dengan sub-sub sistem lainnya, Perguruan Tinggi wajib untuk mengupayakan terwujudnya visi dan misi Sistem Pendidikan Nasional serta mengoptimalkan implementasi strategi pembangunan pendidikan nasional. Salah satu misi yang harus diwujudkan adalah mengupayakan perluasan dan pemerataan kesempatan memperoleh pendidikan yang berkualitas bagi seluruh rakyat Indonesia. Dengan demikian, terwujudnya Perguruan Tinggi yang berkualitas adalah wajib hukumnya. Perguruan Tinggi merupakan suatu entitas yang terdiri dari berbagai sub sistem, di antaranya adalah perpustakaan. Karena itulah keberhasilan Perguruan Tinggi untuk meningkatkan dan mempertahankan kualitasnya, antara lain juga ditentukan oleh seberapa besar kontribusi yang diberikan oleh sub-sub sistemnya, termasuk perpustakaan. Besaran kontribusi terhadap upaya peningkatan kualitas Perguruan Tinggi berbanding lurus dengan kualitas penyelenggaraan perpustakaan. Terwujudnya penyelenggaraan perpustakaan yang berkualitas dipengaruhi oleh kondisi unsur-unsur perpustakaan yang ada, seperti sarana dan prasarana, pendanaan, koleksi bahan pustaka, kualitas pelayanan dan sumberdaya manusia.</p>

The study of Quran memorization developing so rapidly in Malaysia. Starting from the establishment of a formal institution now known as Darul Quran, finally appeared various other institutions. This study will focus on the aspects of management and development of student learning according to the level of development in line with the national education system up to the highest level. This issue should be investigated and taken seriously by the authorities to guarantee the continuity of the educational development of students so that they go out into the career, as part of human capital to contribute to the progress and prosperity of the country. The main objective of the study is to review the current scenario of this study, see the needs and challenges, the study further suggests structuring standards, in accordance with the current development of national education. The study was conducted using the method of literature review to investigate the source of the study and related literature before, material or information relating to the tahfiz, apart from observation and experience of the author who is also involved in teaching and learning as well as the management of this field. The study found that there was a need for a serious step taken by the authorities to set the strategic direction of flow studies tahfiz as part of the mainstream national education system, given the huge potential there is in the stream students to be born as a human capital with integrity and competitive ability to contribute to the prosperity, harmony, and progress of our beloved country.
