Education which is a system in the perspective of anthology is an attempt to humanize humans by an appropriate manner to achieve very high humane values as an attempt to change as well as to move the cultural values to any individual in society. But this view is difficult to achieve when the belief that a person's success will occur due to the efforts started early in order to organize their future without having an education. This paper will provide a breakthrough through leadership of education that is not only based on good intellectual ability, but also good emotional and spiritual. With the result that it will contribute qualified modern human resources. Modern human Resources is a human being who has the potential of ad equated intellectual quality. However, sometimes the potential is empty because it is not matched by the quality of the good faith or emotional. In the fact, they (modern humans) have good reasoning capability. However, the success which is useful in the future whether for themselves, the community, the nation and the state are not only enough by having logical thought only. But, it also requires EQ Emotional Quotient (level of emotional or personality) , CQ Creativity Quotient (level of creativity) and SQ Spiritual Quotient (level religiosities or faith and devotion to God. Thus , the national education system must be able to provide a solution- which is able to break of the empty circle of values and morals happening in education system around us . the empty circle we must combine as well as put the intellectual intelligence , emotional intelligence , and spiritual intelligence known as ESQ in order to get balance between the fulfillment of rights and vertical or horizontal obligations. ESQ is a role of the leadership of its resources which include Human Resources and Natural Resources with the organization as a model of leadership in education. ESQ if applied in educational leadership level, it would be beneficial along with the growth and development of the educational organization with the growth of moral values.

This paper attempts to investigate madrasah in line with the 5 year momentum of madrasa (2004-2009) coincided with the enactment of the National Education System Act No. 20 of 2003. Hence, this is to portray the madrasa after the birth of the Act. Madrasah has a clear position that is equal to that of public schools. Madrasah can be viewed from five elements, such as, namely, access, quality, relevance and competitiveness, and management and governance. Further this also describes the demands that the  madrasa have to be more active in self-portraying as the best educational institutions with competitive advantages, and being able to build an extensive network. In this regard, Madrasa must first be able to overcome some common problems, such as lack of human resources, lack of infrastructure, limited funds, traditional management, and so forth.

 If the social phenomenon is a reflection of nature's thought, our culture and value system, then the multidimensional crisis afflicting our society today requires us to re-examine our educational philosophy and practice at least the past 40 years.  We suffer all the bad influences of industrialization as part of the colonial process, precisely because we adopt the most advanced instrument, namely, mass schooling system with an obsession for quality-based standard as the magic spell. In this digital era, the effort of liberating society from the colonial, pioneer of independence as a condition of the proclamation of independence was a reform of the national education system. We should be scheduled deschooling society. This agenda includes the following: the paradigmatic shift from the school system to learning webs based Self Organized Learning Environment (SOLE); mass schooling to individualized, customized learning; of relevance to quality; of technical competence to the independence of the soul or creativity. This reform was way back on the three pillars of education philosophy of Ki Hajar Dewantara: family, community, and College. New demands upon the role of the teacher in the 21st century is changing.

This study aims to find out the position and role of lecturers in carrying out the task of implementing the national education system and realizing the goals of national education. Lecturers are one of the determinants of the quality of education. The success of the implementation of higher education is largely determined by the readiness of the lecturer in preparing their students through teaching and learning activities or the learning process. The strategic position of lecturers to improve the quality of educational outcomes is strongly influenced by professional abilities in teaching and their level of welfare. To realize this; then the strategy of empowering lecturers is needed in order to realize professionalism that can be accounted for. The empowerment strategy implemented will be able to raise the dignity and level, improve the quality of learning, improve the quality of national education and provide quality services. Empowerment of lecturers is intended to create a work atmosphere or climate that leads to the development of potential, empowerment, and protection.

<span><em>Education is an effort to prepare students to be able live well in the society, </em><span><em>able to develop and improve the quality of their own lives, and contribute </em><span><em>signifiantly in developing and improving the quality of society and </em><span><em>nation . There are six main problems in the national education system, </em><span><em>(1) decline moral and character of students, (2) equitable distribution of</em><br /><span><em>learning opportunities, (3) low internal effiiency of the education system, </em><span><em>(4) institutional status, (5) management of education that is not in line </em><span><em>with the national development, (6) resources are not professional. In this </em><span><em>case, need for social change which gives the direction that education is a</em><br /><span><em>basic approach in the change process. In the contents of the Republic of Indonesia Constitution no. 20 of 2003 concerning National Education System is the realization of an education system as a strong and authoritative social institution to empower all Indonesians to develop into quality maneuvers that are capable and proactive in responding to the challenges of an ever-changing era. However, along with the rapid development of the times, with the emergence of various kinds of problems, especially in the field of education, which makes the goals of education contained in the law tend to be difficult to realize. So, to facilitate the development of educational goals with the aim of advancing the quality of education in Indonesia, there are three things that must be done, namely : 1) developing the quality of human resources, 2) building a Strong Educational Foundation and Clear Vision, 3) developing a noble moral based curriculum.Dalam undang-undang RI No. 20 tahun 2003 tentang Sisdiknas adalah terwujudnya sistem pendidikan sebagai pranata sosial yang kuat dan berwibawa untuk memberdayakan semua warga Indonesia berkembang menjadi manusia yang berkualitas sehingga mampu dan proaktif  menjawab tantangan zaman yang selalu berubah. Akan tetapi, seiring dengan cepatnya perkembangan zaman, dengan munculnya berbagai macam permasalahan terutama dalam bidang pendidikan, yang membuat tujuan dari pendidikan yang tertuang dalam undang-undang tersebut cenderung sulit terwujudkan. Maka, untuk memudahkan pengembangan tujuan pendidikan dengan maksud memajukan kualitas pendidikan di Indonesia, ada tiga hal yang mesti dilakukan yaitu; 1) mengembangkan kualitas sumber daya manusia, 2) Membangun landasan pendidikan yang kuat dan visi yang jelas, 3) mengembangkan kurikulum berbasis akhlak mulia.

This study aims to examine the role of the majelis ta ‟lim in developing human qualities in society. Taklim Assembly is regulated in Article 26 paragraph 4 of RI Law Number 20 of 2003 concerning the National Education System. This study uses a qualitative approach with triangulation analysis. The results of this study found that the existence of the Ta'lim Assembly in the era of globalization is very important and one of the most important strongholds in counteracting the negative effects of globalization itself. besides that it also functions as a fostering and developing Islamic religion, a park of spiritual recreation, an arena of silaturrahmi, a means of continuous dialogue between ulama, umaroh and the people and as a medium to convey the idea of modernization that is beneficial for the development of the people.

AbstrakPendidikan merupakan factor penting dan menentukan dalam kehidupan suatu bangsa yang berbudaya. Kemajuan suatu bangsa  sangat tergantung pada tingkat pendidikan yang diperolehnya. Sistem pendidikan Nasional dilaksanakan untuk meningkatkan kehidupan yang bermutu baik dalan arti moral spiritual  maupun mutu dalam arti intelektual professional. Pendidikan Islam merupakan bagian integral  dalam sistem pendidikan nasional memiliki konstribusi yang besar dalam penenam nilai-nilai dan budaya serta perilaku keberagamaan pada setiap diri seseorang. Penanaman nilai-nilai dan budaya pada seseorang atau sekolompok orang melalui pendidian Islam akan terbentuklah  sikap dan prilaku yang rujukan dan keyakinan dalam menentukan suatu pilihan bagi seseorang, yang tercermin dalam pola pikir, tingkah laku, dan serta sikap. Seperti kejujuran, keadilan, kebenaran dijadikan sebagai pegangan dalam hidupnya.Kata kunci :     Pendidikan Islam, Nilai, Budaya AbstractEducation is an important and decisive factor in the life of a civilized nation. The progress of a nation is very dependent on the level of education it receives. National education system is implemented to improve the quality of life both in terms of moral, spiritual and quality in the sense of professional intellectual. Islamic education is an integral part of the national education system which has a large contribution in the sixth of the values and culture and religious behavior in each person. The inculcation of values and culture in a person or group of people through the Islamic pendidian will form attitudes and behaviors that refer to and belief in determining a choice for someone, which is reflected in the mindset, behavior, and attitude. The lack of the role of the school committee in education makes it a school partner to improve its management. Because it is clear in Law number 20 of 2003 concerning National Education System article 56 paragraph 3 that the school council approves in improving the quality of assistance by providing, directives and support for labor, facilities and infrastructure, and supervision of education at the education level. This paper is a literature study that uses documents related to schools and education suppliers as sources of data and analyzed using qualitative descriptive. Reconstruction of the management of the committee through improvements to the planning, organizing, implementing, and evaluating the work program of the school committee and education unit. In addition, training and guidance for school committees also requires building good communication and cooperation between the school committee, the government and other parties. That way it is expected to increase the strategic role of schools in improving the quality of education.

This study aims to describe (1) the role of PPKn teachers in realizing the mission of Pancasila and citizenship education as democratic education at SMPN 2 Sawan (2) the function as a manifestation of the development of democracy at SMPN 2 Sawan, in the research reveals the extracurricular role at SMPN 2 Sawan in realizing and implement the PPKn vision and mission as subjects that are focused on democratic values that will be implemented at SMPN 2 Sawan, what is the role of PPKn teachers in the mission of democratic education at SMPN 2 Sawan and also identify what things are done by teachers in building values the value of democracy at SMPN 2 Sawan. In this study, found several results that can be said to be good with several forms of research in the form of observation, interviews, documentation and questionnaires. In accordance with the reference to Law of the Republic of Indonesia Number 20 of 2003 concerning the national education system which has been internalized and implemented is sufficient as mandated by Law of the Republic of Indonesia Number 20 of 2003 concerning 18 character values.
