This chapter assesses China’s science and technology (S&T) progress through the lens of the patenting literature in the context of China. In particular, after presenting an overview of China’s patent production over the past twenty-five years, it investigates the following questions: What accounts for China’s patent surge? What are the implications of the surge for patent quality? Does the nature of the patenting reveal China’s S&T direction and comparative advantage? How has the international sector affected China’s patent production? What has been the role of the government—the central, provincial, and local governments—in shaping patent production? And finally, how heterogeneous is China’s regional patent production; are patenting capabilities diffusing across China?

Abstract. This activity aims to improve the application of science and technology at Special Schools (SLB) through training in making ICT-based learning media for SLB teachers in Padang City. This is motivated by the problems faced by the community, especially at the Padang Karya SLB and SLB Bina Bangsa, which include: (1) the lack of facilities and infrastructure that support ICT-based learning (Information and Computer Technology) such as computers, projectors and loudspeakers (speakers ); (2) lack of teachers' ability to master ICTs and make ICT-based learning media interesting and effective for students with special needs; (3) the unavailability of facilities in the form of a system that can provide information to the public and the government about schools; and (4) there is no training in managing information systems regarding schools. Therefore, an activity is needed that can help overcome partner problems through the Community Partnership Program (PKM). The methods for implementing PKM activities include preparation, training, monitoring and evaluation, and reflection. The results of the implementation of this activity include: (1) increasing teacher competency in mastering ICT; (2) increasing the application of science and technology in the form of using Interactive CD media in the learning process; (3) improving the quality and added value of educational services through the application of web-based information systems about the two schools; and (4) improving community values in the field of education through the application of ICTAbstrak. Kegiatan ini bertujuan untuk meningkatkan penerapan Ipteks di Sekolah Luar Biasa (SLB) melalui pelatihan pembuatan media pembelajaran berbasis TIK kepada guru-guru SLB yang ada di Kota Padang.Hal ini dilatarbelakangi oleh permasalahan yang dihadapi masyarakat, khususnya di SLB Karya Padang dan SLB Bina Bangsa, yang meliputi: (1) kurangnya sarana dan prasarana yang menunjang pembelajaran berbasis TIK (Teknologi Informasi dan Komputer) seperti komputer, projektor, dan pengeras suara (speaker); (2) kurangnya kemampuan guru dalam menguasai TIK dan membuat media pembelajaran berbasis TIK yang menarik dan efektif bagi siswa berkebutuhan khusus; (3) belum tersedianya sarana berupa sistem yang dapat memberikan informasi kepada masyarakat dan pemerintah tentang sekolah; dan (4) belum adanya pelatihan dalam penglolaan sistem informasi mengenai sekolah. Oleh karena itu, diperlukan suatu kegiatan yang dapat membantu mengatasi permasalahan mitra melalui Program Kemitraan Masyarakat (PKM). Metode pelaksanaan kegiatan PKM ini meliputi persiapan, pelaksanaan pelatihan, monitoring dan evaluasi, serta refleksi. Hasil dari pelaksanaan kegiatan ini meliputi: (1) peningkatan kompetensi guru dalam penguasaan TIK; (2) peningkatan penerapan Ipteks berupa penggunaan media CD Interaktif dalam proses pembelajaran; (3) peningkatan kualitas serta nilai tambah jasa pelayanan pendidikan melalui penerapan sistem informasi berbasis web tentang kedua sekolah; dan (4) perbaikan tata nilai masyarakat di bidang pendidikan melalui penerapan TIK.

Recently, university commercialization has drawn growing attention to the role of the university as one of the drivers to local economic growth. Majority universities and other research institutes in Malaysia has established Technology Transfer Offices (TTO) to give support and guidance to the researchers in the bid to commercialize Research and Development (R&D) activities. The issues that are faced by current researchers are progressing and adapting to the role of developing and commercialising products while having lack of business acumen that hinders success in commercialization among the researchers. The objective of this study is to create a research model for commercialization study in universities and developing questionnaire to assess the issue in a holistic view. This study reviews the role of TTO, lists of incentives from the government to the researchers and factors that impedes the researchers’ output to the commercial bench. Contextual factor, Process factors and Organizational factors lead to the successful commercialization in the research institutes. A research model for impediment in commercialization is created and questionnaire for TTO and survey for researchers, are developed to investigate on the impediment factors that hinder success in the research commercialization among universities. The in-house developed instruments are modified based on massive literatures on commercialization to stimulate strategies and improvement of units from Planning to Execution role in the TTO. On another hand, researchers in the university will be able to plan and execute their research that will deliver scientific, technological, cultural and economic developments in addressing industrial, culture and social issues.

The idealism that Fredrich Engels seeks to defeat in Dialectics of Nature today pervades online discourse and pedagogies of science, technology, engineering, and mathematics (STEM). The deterministic view that STEM is dedicated to unleashing the inherent power in objects for the service of privileged societies fails to understand the basic principles that Engels proposed. Engels exposes his contemporaries’ flawed understanding of science and technology and provides interdisciplinary examples that exemplify a different way of thinking. Outside of China, Engels’s ideas have been used suggest that social considerations cannot be a part of science because they limit the free exchange of ideas. Within China, particularly after the establishment of the People’s Republic in 1949, these ideas have been the basis of new thinking about the relationships among developers, the government, and the people. Moreover, readers of Dialectics of Nature who are familiar with the basic tenets of Science and Technology Studies (STS), such as social constructivism and actor-network theory, will not be so impressed with the idea that social theory has no place in understanding science and engineering. This analysis suggests avenues of cooperation for international science studies. In addition, it provides a starting point for pedagogies to promote the development for science and technology that reduces inequality and supports the notion that the liberal arts have an important place in the study of science and engineering, an insight known as STEAM.

Local own-source revenue is one of the sources of revenue for the government of Medan. This revenue is used to accelerate the development of the city of Medan, especially in the infrastructure development section. A better infrastructure will help in the implementation of business operations that support the improvement of community welfare. One source of local revenues is the local tax revenue. The community service was conducted to optimize the revenue of Medan through optimizing the value of taxable object. This community service supported the government of Medan medium term plan program. This service was carried out with briefing methods, workshops, and mentorings. Science and technology given include work ethic, effective communication, and taxable object valuation. The results of this community service were satisfactory. There was a significant change in the attitude of partners while updating the data. As the results, the community as the owner of taxable object becomes more cooperative and the updating data goes better.

For many years, the technological deterioration of physical assets, the high energy intensity of production, structural imbalance of the industrial complex, and related complex technogenic and ecological situation, which today already carries systemic threats, remained acute problems for Donbass. The conflict in eastern Ukraine has exposed these problems, made them admit that without the introduction of advanced technologies and effective management solutions, it will hardly be possible to revive the economic potential of the region on a qualitatively new basis. The paper concentrates on the search for opportunities to mitigate and eliminate the impact of the challenges existing in Donbass, implement the restructuring of the region's economy by using the tool of science parks. The practicality of organizing and financing science parks is now being worked out by the Ministry of Reintegration of Temporarily Occupied Territories of Ukraine within the Strategy of Economic Development of the Donetsk and Luhansk regions until 2030. The experience of other countries of the world regarding the goals and methods of creation, element composition, specialization, construction cost and the effectiveness of the activities of scientific parks with the aim of using it in the regeneration of Donetsk and Lugansk regions has been studied. The article reflects the experience of the USA (in particular, the Silicon Valley and Research Triangle Park science parks); Ireland (Wyeth Biopharma Science Park); Germany (Rhein Elbe Science Park); Poland (Poznan Science and Technology Park, Park Naukowo – Technologiczny «Technopark Gliwice», Science and Technology Park Poland-East in Suwałki). Based on the results of the analysis, it was determined that the cost of building science parks in these countries ranges from USD 35-60 million (Poland) to USD 3-5 billion (United States of America). Particular attention is paid to the features of the architectural and planning organization of science parks abroad and in Ukraine. The design proposals of scientific parks, developed for Zaporizhzhia and Kyiv, are presented as model guidelines for use in Donbass. Building on the results of the study of world experience, as well as project proposals for its implementation in Ukraine, it was concluded that the creation of science parks in the Donetsk and Lugansk regions can be considered as an effective tool for innovative renewal and structural restructuring of the regional economy. To enhance the influence of science parks on innovation processes in the studied regions and Ukraine as a whole, proposals were made to amend and supplement the laws of Ukraine "On Science Parks", "On Amendments to Certain Laws of Ukraine Regarding the Activation of Science Parks". The results of the study can be used by the government and the relevant ministry of Ukraine when justifying the choice of models for future science parks in Donbass, their location, specialization, and construction costs.
