Introduction. The market for energy services has virtually taken shape. However, today, due to the difficult economic situation, it, like other directions of the national economy, is experiencing an unfavourable period. The issue of studying and implementing international experience in Ukrainian realities is an urgent one, which will make it possible to unlock the potential of energy service development in Ukraine. Methods. The study used materials of professional publications, normative and legal acts on the formation of energy services market. The systematic approach, analytical method, methods of comparative analysis and modelling were used to solve the tasks. Results. The statistics of energy service development in countries such as China, France, England and Germany were analysed in the paper. The international and national publications were also analyzed. The specifics of the development of energy-saving activities in the countries of the European Union (EU) were presented, as well as an overview of the main legislative provisions both at EU level and by country. Along with best practices, previous stages of market formation in Ukraine are analysed, obstacles to the development of energy services were identified. Discussion. Having studied and analysed the activities of energy service companies, the following research perspectives can be identified based on international experience in defining a development strategy: cooperation with international associations (VFW, ESCO Forum, VDMA; development under the directives: The Energy Services Directive, ESD 2006/32 / EC, the Energy Performance of Buildings Directive, EPBD, 2010/31 / EU). Subject of study. One of the most popular investment mechanisms in the field of energy saving in Europe is the energy service contract. The importance and prospects of its application in Russia began to be perceived at the state level 9 years ago. Despite the active work of government agencies on the implementation of energy-saving measures, including the financial aspects accompanying them, the barriers to the implementation of the energy service contract are growing. Goals. It is required to identify the key barriers that hamper the development of the energy service contract and form possible recommendations that allow the situation in the energy services market to be determined in a conclusive manner. Materials and methods. The study uses official data from the reports of the Ministry of Energy, statistics of the Russian Association of Energy Service Companies (RAESCO), the latest amendments and additions to Federal Law No. 261 “On Energy Saving … “. For the analysis, scientific methods such as logical and graphical methods, analysis and synthesis, a systematic approach, a logical method of knowledge of the subject domain are used. Results. Introduced at the federal level legislative changes in the field of energy inspection, completely abolishing the concept of “compulsory energy inspection” will negatively affect the market of energy services. In conditions that involve the survival of the strongest energy service companies, a new approach is proposed for the implementation of energy service contracts outsourcing an energy service company. Conclusions. In the conditions of annual reduction of budgetary funds for energy-saving measures, the energy service contract is a indispensable and non-alternative investment mechanism that allows implementing state tasks in the field of energy saving and energy efficiency. It is necessary to provide state support and review of existing approaches to the application of the energy service contract.

Sustainable building has become a future development trend in the building sector. Building Energy Efficiency Retrofit (BEER) provides excellent opportunities to reduce energy consumption in existing buildings, and to promote environmental protection, the rational use of resources, occupants' health, all of which helps to improve the sustainability of existing buildings. Energy Performance Contracting (EPC) provided by Energy Service Companies (ESCOs) is a market mechanism to provide financial and technological support for energy efficiency projects. This paper aims to develop a sustainability promotion framework for BEER projects under the EPC mechanism to link the sustainable performance of BEER with the success factors of this EPC mechanism. Different types of building have different energy consumption characteristics. This research focuses on hotel buildings in China. The paper develops a framework for sustainable BEER through an EPC mechanism in hotel buildings based on the EFQM Excellence Model for business quality management. Interviews were conducted with experts from the hotel industry, from energy service companies and with academics. Based on the developed framework, the study has identified 11 performance indicators for sustainable BEER and 28 success factors of an EPC mechanism. This provides significant groundwork for future study in developing an assessment model to evaluate the sustainability of BEER projects.

Energy Performance Contracting is a new financial mechanism committed to the energy efficiency financing and an important bridge to communicate energy service companies and clients. The paper sums up 19 influential factors through the literature review and the process in Energy Performance Contracting. 9 factors that the policy, clients' appetite for risk, building energy consumption of clients, the costs of ESCOs, the technological level of ESCOs, the energy-saving result of projects, the proportion of energy-saving share, project supervision and project complexity are extracted which provides the important reference for designing the energy performance contract based on the questionnaire survey and empirical research.

The article analyzes the world practice of the energy service market performance and energy service companies, which act as its major operators, for the purpose of adapting best practice to Ukraine’s realities and applying it to the current economic and institutional environment in Ukraine. Given the influence of exogenous and endogenous factors and the need to enhance energy security and environmental safety of the country, it is stressed that the issue of developing the energy service market and strengthening energy service companies is particularly challenging. A range of methodological approaches to examining and adapting such a practice are grounded. The rationale for these approaches is that the development of energy service markets and their main parameters may depend on the level of economic development, institutional environment, availability of fuel and energy, climate conditions, etc. Certain regions and particular countries in which such dependence is observed are singled out. The main models for developing energy service markets in the world are determined as well as their parameters: market size, market potential, main types of energy service contracts, institutional environment in which markets operate, methods of financing energy-saving measures. The major parameters of the energy service market and the performance of energy service companies in the countries representing different models are assessed based on sound methodological approaches. The study reveals that the assumption about dependence of the energy service market on the level of economic development, institutional environment, climate conditions, availability of fuel and energy proved true.

This paper considers the factors influencing the innovative development of energy service enterprises. The study aims to establish the relationship between the regulatory policy in the field of energy, the willingness of the population to use energy efficiency measures and the innovative potential of energy service companies. The generalization of scientific work on energy and environmental security has shown the relevance of developing mechanisms to reform the energy service market, taking into account the level of innovative development and management at the level of the energy service company. Accordingly, five energy companies from the western region of Ukraine (OJSC Ternopiloblenergo, PJSC Lvivoblenergo, JSC Chernivtsioblenergo, PJSC Rivneoblenergo, PJSC Volynoblenergo) were selected as objects for the study. Methodological research tools were the methods of focus group, personal interview, variations, statistical observation, induction, deduction, and generalization. The study presents external and internal factors influencing the innovative development of energy service enterprises. It is noted that the level of innovative development of personnel in the energy sector is low. The importance of strengthening cooperation of energy service enterprises with united territorial communities to implement the approved legal norms of energy market reform in Ukraine is taken into account. Among the measures to strengthen the motivation of the population to use energy-saving technologies, the intensification of media and information activities was noted. The results of the study can be useful for managers of energy service companies, heads of joint territorial communities and joint co-owners of apartment buildings, researchers working on energy efficiency projects.

PurposeThis study reviews present trends, barriers and outlooks for the future as seen by actors in the energy advice services market in Germany. As Germany is one of Europe’s leading markets for energy services, this review aims to highlight energy sector management issues that exist throughout Europe.Design/methodology/approachThis study combines qualitative and quantitative research approaches, using seven qualitative stakeholder interviews and a semi-structured survey covering over 500 energy advisors. Based on the present market, this study seeks to identify barriers against further market development, regulatory measures that can promote market development and business models for energy services likely to emerge in the future.FindingsSignificant barriers persist, despite a strong government commitment to support development of the energy services markets. The barriers encourage market actors to maintain thestatus quorather than use innovate new service models. To support innovative business models, action is needed by both industry associations and the government to create a stronger demand pull for advice services.Originality/valueThis paper provides a new sectoral overview of Europe’s biggest energy service market as seen from a market actor perspective. It focuses on the analysis of barriers and business models to derive needs for further capacity building within the sector and for political governance to trigger further market dynamics.

Introduction. In the process of economic development, the importance of the energy saving segment for the socio-economic development of Ukraine is to reduce energy and environmental impact. As a result, the role of energy services for the fuel and energy sector is growing. In world practice, the energy service mechanism is one of the most effective measures for energy conservation and optimization of energy consumption of companies and housing and communal services. Accordingly, the financing of energy saving measures on the basis of energy service for domestic enterprises is the area of development that solves important problems in reducing the company’s costs for the energy component of their operation. Methods. The methodological basis of the research is the general scientific and economic-statistical methods: in particular: analysis, synthesis, generalization, schematic and graphical visualization - to formation of conceptual foundations for the development of the energy service market; induction, deduction, dialectical analysis, schematic and graphical visualization - to determine the structure and features of energy consumption, components of the concept of energy service market development. Results. The article is investigated the measures for ensure energy efficiency in the fuel and energy complex of Ukraine. Industrial enterprises for the production use large amounts of energy resources (electricity, heat). One of the problems in strengthening the energy saving of enterprises is the use of old energy equipment. As a result, the importance of developing cooperation between industrial enterprises and energy service companies is growing. The development of the energy service market in Ukraine will contribute to the growth of the number of market participants and the range of energy services; formation of the mechanism of financial and credit support of energy service development; creation of national energy efficiency standards for certain sectors of the economy; creation of a national energy saving strategy based on energy service; wide involvement of local governments in energy service activities. The article is proposed the concept of developing the energy service market. The concept is based on the definition of its components: necessity, opportunities and effectiveness. The main drivers of the concept and directions of its implementation are described. It is proved that a single concept of developing the energy service market will provide a clear strategy for increasing the economic potential of the industry and the profitability of other sectors of the economy. Discussion. The prospect of further research is to form at the level of public administration a clear and effective strategy for energy efficiency of the country’s economy.

The subject of the study is a theoretical provisions and practical recommendations for the development of the energy services industry on the basis of strategic determinants. The task of the study is to analyze the determinants of the energy services industry and identify the most influential of them, which are crucial in terms of strategy formation. The methodological basis of the study was a systematic analysis, which was used to assess the energy services industry and determine its development potential. The article reveals the functions of enterprises in the energy services industry. The relationship between the development of ESCO-enterprises and the state energy efficiency policy has been established. The main stages of development of ESCO-enterprises have been identified. The dynamics of the number of ESCO-contracts and the rating of the ESCO-mechanism by regions of Ukraine are analyzed. The structure of the energy services industry from the point of view of its strategic determinants is considered: the threat of substitution, the influence of suppliers, the influence of buyers, the threat of entry of new firms and competition between existing competitors. The segments in which the energy services industry is developing have been identified and characterized: the budget sphere, the housing sphere and industry. The potential of each segment in terms of industry development has been identified. The factors restraining the development of the energy services industry are systematized. Using the market concentration ratio and the Herfindahl-Hirschman index, it was found that the energy service market is moderately concentrated. Based on the model of the main types of the market, the conformity of the quantitative and qualitative characteristics of the energy service market to the signs of monopolistic competition has been determined. According to the results of the analysis, the greatest influence of the strategic determinant «rivalry between existing competitors» was determined. Recommendations for the formation of competitive strategies of energy service enterprises are given.
