Problems of small business development and their influence on the migration activity of the population in mountain areas of the Carpathian region of Ukraine

The basic prerequisites for the development of small business in mountain regions and the degree of their differentiation with other territories of the Carpathian region of Ukraine are generalized. The paper establishes that the increase of business activity of the population, increase of scale and efficiency of activity of small business entities as a source of job creation, increase of employment and increase of residents’ well-being are a significant untapped resource for the development of mountain regions of Ukraine. The main obstacles to the development of small business in the mountain regions of Ukraine, which accelerate the migration activity of the population in the course of conservation, are characterized. Based on the results of public polls, the causes that led to the deterioration of the functional characteristics of small business in the Carpathian region of Ukraine are identified and the deficiencies of the state migration policy in the context of mountain areas development are highlighted. The paper outlines the perspective directions of development and increase of functioning efficiency of small business in the mountain regions of the Carpathian region of Ukraine, including: opening of new business objects, starting their own business, including at the expense of employees, creation of clusters (other local integrated structures), launching and expanding cooperative practices, creating new business entities, increasing the number of employees in the small business sector. Measures have been developed to support and create an enabling environment for the development of small business as a leading factor in maintaining demo-reproductive potential and eliminating disparities in the socio-economic development of the mountainous regions of the Carpathian region of Ukraine. The whole set of measures is combined in several directions: improvement of financial resources for small business; improving the business environment for small business development; improvement of regulatory regulation of small business development.

At the same time, special emphasis is placed on the study of the level of employment of the population in small business and revenue per employee in various regions. The purpose of this research is the development of theoretical foundations for the functioning of the mechanism of state support for small business in a decentralized government based on a synergistic approach. The subject of the study: theoretical and methodological foundations for the functioning of the mechanism of state support of small business in the context of synergetics. Research methodology is a set of principles, approaches, general theoretical, special, and interdisciplinary methods of scientific knowledge, namely morphological analysis, comparative analysis, methods of deduction and logical generalization, analysis and synthesis. Functioning of the mechanism of state support for small business is considered on the basis of a synergistic approach. The synergistic approach is one of the most effective methodological bases for the development of modern economics. The article considers the key theoretical provisions for understanding this approach, substantiates the possibility and feasibility of its application in the implementation of this mechanism in modern economic conditions. Results. It is determined that the reform of decentralization of power has led to the creation of institutional problems in the economic mechanism of state support for small business. In the regions and territorial communities, there is no single mechanism to support the development of small business, which causes the inefficiency of this area of public policy. This justifies the relevance of the use of new methodological approaches to the formation of the mechanisms for implementing the state policy of business regulation. The importance of small business for the development of the national economy, ensuring its stability, is substantiated, the main approaches to the essence of entrepreneurship are investigated. Theoretical aspects of the functioning of the mechanism of state support for small business on the basis of traditional and systemic approaches are systematized, their positive aspects and shortcomings are determined. It is substantiated that in the conditions of economic transformations and introduction of the reform of decentralization of power it is expedient to use the synergistic approach in the research of the mechanism of the state support of the small business. It is emphasized that the very synergistic approach is able to study the process of functioning of the mechanism of state support for small business on the basis of evolutionary development and self-organization of complex systems. We propose to consider the mechanism of state support in the conditions of decentralization as a process of self-organization of small business entities and public authorities, which is carried out through their interaction with the meso- and macroenvironment. Conceptual bases of the use of the synergistic approach in the research of the mechanism of the state support for the development of entrepreneurship and its economic levers are developed. It is substantiated that the application of a synergistic approach in the process of formation and application of the mechanism of state support of small business will allow to take into account interdependence of economic processes and phenomena, to investigate the interaction of local authorities and small businesses under decentralization. The use of a synergistic approach as a research method also makes it possible to take into account the dynamics of the state support mechanism. The synergistic methodology in the study of the mechanism of state support for small business allows to take into account the existence of connections and interactions between the components of the mechanism, as well as the integrity and ability to change. Based on a synergistic approach, it becomes possible to ensure the development of small businesses by preventing threats. The next advantage is the ability to take into account the alternative scenarios of small business development of a particular region or territory in a changing socio-economic environment. Consideration of the mechanism of state support as a self-organized system makes it possible to study the patterns of self-organization, which in the future should become the basis for calculating the synergistic effect of the mechanism.

The purpose of this article is the further development of the theory of adaptation, determining the types of adaptation of business entities and substantiation of the adaptation dominants of the development of national small business within the situational and standard adaptation. The article considers the concept of adaptation, gives the author's definition of adaptation in relation to small businesses, highlights the situational and standard adaptation. Situational adaptation should be understood as the process of gaining change by small businesses that allow them to function better in the current environment, achieve economic security and prevent bankruptcy. Standard adaptation (desired state of the system) to the conditions of the external environment, in which the small business entity operates, is to strive to achieve ideal parameters of the state of the system. The adaptation dominants of the development of national small business in terms of situational adaptation include: adaptation of economic activity of small businesses to the conditions of unstable economic environment; The adaptive dominants of the development of national small business within the framework of standard adaptation are substantiated, namely: adaptation of normative-legal provision of small business development to norms, standards and requirements of the European Union; adaptation of international experience in small business lending to the peculiarities of the national economy; adaptation of the international experience of "economic breakthrough" at the expense of small businesses of the world's leading countries; adaptation of the international experience of facilitation of small business development to the Ukrainian realities. The process of adaptation of the facilitation experience should be preceded by a comparative assessment of the effectiveness of the implemented facilitation measures, which will allow determine their priority and feasibility of implementation in relation to national small businesses. The article examines the adaptive dominants of small business development both from the point of view of a small business entity and from the point of view of state regulatory policy.

Small business entities constitute a significant stratum of the national business entities (99.2% of all business entities in Ukraine). Stimulating the development of small business will contribute not only to improving the efficiency of the functioning of the national economy, but also to address a number of urgent social problems; first of all, the problem of unemployment through creation of new jobs and prevention of labor migration. The vast majority of theoretical and applied researches of the problem of small business development are focused on accounting and analysis of financial results, tax regulation and financial mechanism of their development. Apart from the attention of modern scientific thought there remains the question of substantiation of imperatives of development of national small business entities. The purpose of the article is to determine the imperatives of small business development in Ukraine to improve the efficiency of the national economy, to meet the needs of society and to increase the welfare of the population. The methodological basis of the article is the synthesis of results of fundamental and applied researches of domestic and foreign scientists. To obtain specific scientific results, the following methods were used: dialectical, analogies, graphical, economic-statistical and mathematical analysis. Structural and dynamic analysis of national small business entities is carried out and estimation of influence of innovations on activity and development of small business entities is performed. Innovative advantages in the context of positive qualitative changes are considered as an effective tool for increasing the competitiveness of small business entities. The social priorities of small business development are determined and the main problems of national social entrepreneurship are diagnosed. Particular attention is paid to the variability of the forms of social effect from implementation of social small business. The socio-economic consequences of the integration process of small business entities into European and the world space are researched. For the first time the imperatives of development of small business in Ukraine are formulated, namely: (i) identification of its innovative dominants, including justification of the priority innovation oriented structure of national small business entities by types of economic activity and individual regions and solving the problem of financial-credit and informational and consulting support of innovative oriented small business entities; (ii) formation of social priorities and the search for alternative sources of financing of economic activity of national small business entities, in particular, due to their integration into the European and world space, participation in programs of support of small and medium entrepreneurship initiated by the EU, joining the European network of enterprises and attraction of grant fund-raising funds.

The article is aimed at actualizing the definition of the essence and content of the concept of small business in view of further research of its functional capacity in the changing conditions of today. To achieve this aim, the essence and content of the concept of small business are defined, which is a system of relations arising from the interaction of small and medium-sized business entities with representatives and institutions of the market on an initiative basis of conduct of economic activity, which is accomplished at the expense of own or borrowed resources at their own risk and subject to social responsibility and sets the main goal of profit and the own business development. The definition of small business as a system of relations provides the advantages of a system approach as an instrument for researching the complex systems, where any of the systems is seen a set of interrelated elements that have «input» – purpose and «output» – result, as well as communication with the external environment, feedback and processes, that is, consistent changes in objects and phenomena occurring in a certain order. Determination of the role of small business in the national economy is carried out on the basis of its main properties, namely: rapid adaptation to the level of demand and purchasing power in local markets; ability to create unique products and fulfill one-time orders of consumers; organization of paid employment of a significant number of people against the background of a reduction in the production of large enterprises; development of local crafts, taking into account the mental specifics of consumers; facilitation of professional training of employees on the basis of acquiring practical skills. On the basis of the results of regression analysis, the existence of a close relationship between the condition of small business development and the condition of the country's economy is proved. The analysis was carried out according to official statistics of Ukraine for the period of six years (2013–2018). Based on the results obtained, it can be suggested that the creation of conditions for the development of small business on the part of the State will contribute to the strengthening of the State economic system.

The article reflects modern trends in the development of domestic small business entities – problems related to their reduction and volatility of financial indicators of activity have been identified. The authors noted the positive and negative characteristics of the modern tax environment for small businesses in Russia (paying special attention to the possibility of abolishing the special tax regime on payment of ENVD), proposed a model of optimization of the internal tax mechanism for small enterprises. The recommended model focuses on changing the activities of small firms in response to tax changes (both from an organizational and industry perspective). It is proposed to choose types of business activities that allow to minimize fiscal burden for small businesses.

The undeniable relevance of the research stems from the intensification of the migration crisis in Ukraine and the increase in the number of migrant workers to 100 thousand people per month. The main trends, causes and consequences of labour migration from Ukraine prove the need to find new tools that can prevent an increase in the flow of migrant workers. The object of the study is the process of facilitating small business development, which is considered as a priority means of combating labour migration in Ukraine. The practical value of the obtained research results lies in the possibility of their application in the Ukrainian realities and the solution of the migration crisis problem by improving the economic conditions of the most mass stratum of business entities. The list of facilitation and deregulation measures for small business entities formed on the basis of diagnostics of the current legal framework allowed to conduct a critical reforms analysis, identify "bottlenecks" and problems of legislative implementation. The author verified that the provision of financial and credit support to small business entities under the soft loan program is feasible only if quality monitoring of the targeted use of funds is provided. Due to the calculations, the size of an additional limiting parameter to the applicants' business plans was determined, in particular, the return on capital investment of not less than 10%. Thus, the need for this percentage entails the lack or insufficient quality of monitoring.

The definition of state policy on business regulation is understood here in accordance with the current Commercial Code of Ukraine, namely: it is a system of economic, social, organizational, legal and political support of a favorable business climate so as to form and develop small business. This understanding allows us to distinguish three blocks within state policy. The first block includes fiscal components of economic relations, primarily related to financing (this block includes monetary policy, investment policy, antitrust policy, depreciation policy, innovation policy); the second block includes organizational measures, in particular, support for small businesses, domestic banks and funds financing small businesses; the third block includes legal measures, namely: a simplified system of registration and licensing, improved tax legislation as for the implementation of international accounting standards, simplification of the accounting system for small businesses, etc. The classification of the system of state policy tools in the field of supporting and stimulating small business development is considered. Unlike others, it provides systematizing state influence tools in two main vector directions: state regulation tools and state policy tools of support and stimulation of small and medium business entities, which makes it possible to clarify the composition of each group. The composition of the state regulation mechanism of small business development has been clarified as one including functions, methods, means and tools, thus allowing us to single out the tools of state regulatory and coordination influence. The concept of state support for small business has been specified as a component of public policy, which is interpreted in the work as a set of methods and forms of promoting small business, taking into account the interests of the state and businesses, allowing us to formulate its purpose, directions and tools. The latter are divided into three groups by their features: state forecasting and planning of small business development by type of economic activity; tax and financial and investment support; information, advisory and institutional support for the development of small business entities

In any country in the world, the importance of small business development is great in establishing a stable economic and political environment. Small business is recognized as a guarantor of employment, revenues growth and social stability. In the development of small business, the state's particular interest lies in it's socioeconomic role. Solving problems in a small business is the same as sustained economic development. Development of small business has a special role in the regions of Georgia. Today an important issues are resolved for the development of entrepreneurship. "Rules of the game" of small business are relatively acceptable and stable. An administrative barriers ar fewer. Nevertheless there are still a number of problems in a small business development today. Many institutions of market infrastructure are not fully accessible to small entrepreneurs yet. Anty-monopoly activities are not enough. We don't have different approaches in small business policy by region specifics. The main problem of small entrepreneur is finances , expensive bank loans, which significantly interrupts start-up and development of new business.

The paper focuses on the need for enhancing small business development as a mandatory component of a market-based economic system. A thorough comprehensive analysis has been performed to reveal the characteristic features of modern entrepreneurship, providing insights into small business management basics in terms of the criteria of economic security and the enterprise life cycle. To solve the research problem set, the following research methods were employed: a method of abstract logic (to detect regularities of processes, phenomena and trends in the development of small businesses) and a monographic method (to study the organizational and management principles of small business). Recommendations and tips for managing small businesses are offered taking into consideration a set of criteria and economic security indicators for small enterprises. The key criteria for small business economic security refer to its development capacity; depreciation of physical facilities and resources; financial and economic performance indicators; the crime rate as to business entities; the system viability  to ensure the appropriate level of commercial confidentiality as well as property and private safety of businesses. It is proved that any life cycle stage of a small business development should involve a range of clear, consistent and coordinated management actions to implement the business goals. Evidence has been provided that to prevent bankruptcy and small business liquidation at any stage of its life cycle it is critical to implement the effective management paradigm which will mitigate the effects of external environment threats and maintain the optimum life cycle development of small businesses. It is argued that a correct choice of strategic guidance promotes the sustainable development of small businesses, enhances their economic security, assures products and services competitiveness, etc.
