Развитие предпринимательской деятельности в приграничных регионах является одним из важных, факторов экономического и социального развития России. В ходе работы были изучены регионы Дальнего Востока. Дается характеристика предпринимательской деятельности в регионе. Представлены результаты анализа предпринимательской деятельности по отраслям экономики. Business activity is one of the important factors of economic and social development of many countries, including Russia. In the structure of the economy of the Far East, the leading place belongs to the industry, mainly the fishing industry. However, the food industry does not meet the needs of the region. One of the leading industries of the region is the production of gold, both loose and ore. To stimulate the growth of business entities requires the improvement of existing effective programs and the development of new ones.

One of the overcoming mechanisms of regional development differentiation is creation of territories with preferential business mode. Since 2015 territories of advancing social and econom-ic development (TASED) have been organized in the Far East and in Siberia. The purpose of their creation is to increase business activity and development of non-primary production. In the work influence of TASED on the investment activity of the regions is analyzed and the conclusion is made about the efficiency of this institutional mechanism aimed at overcoming of spacial development disproportion.

The article examines prevailing tendencies of social development in the Far-Eastern federal district during the period of active state policy for the advanced development of macro-region (2013–2020). On the basis of statistical information, the parameters reflecting the demographic dynamics and well-being of the population are analyzed in the context of the subjects of the Far-Eastern federal district. It was revealed that, despite the measures taken to stabilize the population and create comfortable conditions for attracting labor resources to the region, the downward trend of natural and migration movement of the population continues. It is shown that the persistence of an increased birth rate in national entities compared to the national average is accompanied by a decrease in the number of women of reproductive age and a drop in rates, including under the influence of adjusting reproductive attitudes against the background of a coronavirus infection pandemic, which is subsequently fraught with a transition to negative performance. It has been established that high mortality rates continue to persist in the macro-region, especially among people of working age, due to both the low standard of living and the poor development of the health infrastructure, which limits timely access to medical care. It is substantiated that the economic conditions during the study period did not contribute to the positive dynamics of the level of well-being of the population of the Far East, primarily due to the lack of growth in real cash income. A conclusion is made about the low probability of achieving the target social indicators stated in the official strategic documents for the development of the Far East.

The article discusses the impact of competition in the market of aquatic biological resources on the end-user price of fish products and the introduction of an auction quota mechanism for the catch of aquatic biological resources proposed by the Federal Antimonopoly Service of Russia to increase competition in the industry and cut prices in retail fish markets. The study aims to test the hypothesis that the fishing industry has a high level of monopolisation and low competition based on the data on the allocation of quotas for the aquatic biological resources of the largest fishery region—the Far East fishery basin. Technical issues of conducting research in the Far East fish products market are considered using concentration coefficients and taking into account its specificity, geographical location, and trade flows of fish products. Based on the distribution of quotas for the total allowable catch of the magister armhook squid (Berryteuthis magister), walleye pollock, Pacific herring, cod, Kamchatka crab, and smear dab in the subzones of the Far East fishing area, (1) market shares of fishing enterprises are analysed, leading producers are identified in each of the analysed segments with an estimate of their specific share in the total volume of quotas for aquatic biological resources, (2) the CR3 concentration ratio and the Herfindahl-Hirschman index are calculated, with the variance of the quotas, the mode and the median of the distribution of the quotas additionally calculated. Assessment of the CR3 concentration index and the Herfindahl–Hirschman index for the producers of Pacific herring, walleye pollock, cod, Kamchatka crab,and smear dab allowed classifying these markets as non-concentrated, while a significantly higher concentration was found for the magister armhook squid producers. The study did not confirm the assumption of monopolisation and high concentration of the fishing industry. The formation of the retail market price of fish products is influenced by various factors, including logistics, the number of resellers, and some others. Alternative distribution channels for fishing companies, reduction of the number of intermediaries between producers and retail consumers, and the creation of fish markets may prove an effective way to develop the industry.

The main subject matter in this article is the development policy of the Russian Far East as one of the aspects (constituent elements) of the regional development of the Russian Federation declared and implemented by the country's leadership since the mid-1990s. The Russian experience of regional policy related to the development of the Far East is of scientific and practical interest. The analysis of modern regional policy allows us talking about a new content interpretation, formation of basic approaches, principles in the development of the Russian Far East. The main features and peculiarities of this policy are considered by the authors in the context of a discussion about the so-called new paradigm of regional policy that is unfolding in recent years. The article analyzes the strengths and weaknesses of the new regional policy based on the provision of tax and other benefits to business entities, and evaluates its effectiveness.

1. At the 16th session of the United Nations Economic Commission for Asia and the Far East (ECAFE), held at Bangkok in Marchl960, a resolution was passed unanimously (Annex I) urging greater cooperation among countries of the ECAFE region in order to achieve accelerated economic and social development. This might well be regarded as a historic landmark: while regional cooperation had been taking place already in some measure through the forums of ECAFE and other international or regional bodies, never before was the desire for it voiced in such unambiguous and concrete terms. It is, therefore, appropriate and timely to study the past efforts and future possibilities of such cooperation.

The production of functional food products is one of the most important directions of development of the food industry. Particular attention is paid to the creation of new balanced in composition of products enriched with functional components, allowing them to increase their nutritional and biological value. Among vegetable crops, pumpkin is a highly valuable raw material in the food industry, which has equally both nutritional and biological value, and allowing for the correction of the human nutritional status. Based on this, we has been assessed the biochemical indicators of the varieties and hybrids of table pumpkin during to keeping as a perspectives raw material for the products of functional allocation in the Far East region. The research was carried out by the department of vegetable crops and potatoes of the Far Eastern Research Institute of Agriculture in the framework of the Far East program. Biochemical studies on pumpkin were carried out in the laboratory of agriculture of the Far Eastern Research Institute of Agriculture and in the laboratory of testing of the Center for Agrochemical Service “Khabarovsk” three times: 1 - before laying on to keeping; 2 - after 1.5 months of keeping; 3 - 1 month after the previous study. The results of studies showed that the varieties Nadezhda, Zimnyaya sladkay and Japanese hybrid Orange colon after 2.5 months of keeping, there was a decrease in some biochemical parameters. The varieties Vnuchka, Zhemchuzhina and a Japanese hybrid Sweet kob there is a tendency to increase almost all the quality indicators during the whole period of keeping. The content of dry matter, Vitamin C and potassium increases significantly. A favorable period for the processing of raw materials in the manufacture of the products of functional allocation is 1-2 months after harvesting for the Nadezhda variety and 1-4 months for the Vnuchka variety. Perspectives for the Far Eastern region in the manufacture of the products of functional allocation from foreign varieties are the Zimnyaya sladkay variety and the Japanese hybrid Orange colon.

The goal of this research consists in systematization and classification of the key factors that affect the inclusion of fishing industry in corporate social responsibility. One of the instruments of building balanced mechanisms of interaction between society, business and the government may become the implementation of the principles of corporate social responsibility in the activity of Russian companies. The subject of this article is the corporate social responsibility (CSR), a policy used in entrepreneurship for achieving sustainable indicators of economic development and improving the quality of life of the Russian population. It is of crucial importance for ensuring positive dynamics of the growth of production and demographic potential of the Far East, as in most coastal regions fisheries industry remains the city-forming enterprises. The scientific novelty lies in providing the original systematization of the factors of inclusion business in CSR. The author proves that the transformation of economic outcomes into social value takes place under the influence of certain factors. In order to substantiate such conclusion, the author assesses the significance of these factors for future specialists in fishing industry of the Far East via extensive sociological survey of the senior students of Far Eastern State Technical Fisheries University. The conducted analysis indicates that most considerable factors for the future employees of business structures are the scale and sphere of activity (64% and 54%), reputation and level of corporate culture (59% and 54%).
