The article examines the consequences of the reform of the Russian electric power industry, which resulted in the formation and operation of: wholesale electricity markets in the European part of the country, including the Urals, and in Western Siberia; the system of state-owned companies transporting electricity; and the aggregate of market platforms for the retail electricity market. New phenomena are analyzed, in particular: the emergence of vertically integrated companies coordinating the production and combustion of fossil fuels in power plants; the emergence of competition in the heat market from the side of heat generating plants, which led to financial losses for the existing CHP plants that are part of heat generating companies - participants in the wholesale electricity market; the withdrawal of some heat consumers from the market and the construction of their own heat generating plants; failure to create a competitive retail electricity market. Measures are proposed to prevent the negative consequences of the detected phenomena.

Electricity market of regions and Ukraine in the context of modernization changes The article considers the importance, structure and electricity in the fuel and energy complex of the country and regions. It was found that in the production of electricity used (TPP), hydraulic (HPP) and hydroaccumulative (PSP), nuclear (NPP) stations. The connection of electric power industry with industry is shown. The largest power plants of the regions of Ukraine were inspected. The mechanism of operation of condensing and thermal power plants is clarified. The defining principles of development and location of electric power of Ukraine are noted. The place and role of nuclear power plants in ensuring the principles of energy security of the country are described. The peculiarities of the problem of the electric power industry are highlighted, which are primarily the use of low-risk nuclear reactors, as well as the still current import of uranium ores as raw materials from Russia. Utilization of NPP waste remains an unresolved problem. Large power plants have been structured into integrated power systems, which locally form a unified state energy system. Alternative power plants are listed as centers of economic electricity, their advantages in comparison with traditional types of energy are highlighted, and the disadvantages are also emphasized.

The article discusses the ambiguous results of the reform of the Russian electric power industry. Some of the intended goals of the reform have been achieved, while others have not yet been achieved, and the reform should be continued. Although more than 13 years have passed since the final stage of the reform, there is no agreement in the literature on many key issues characterizing the reform: an explanation of the reasons and factors that influenced the decision to reform the Russian electric power industry, the goals of the reform, the type of the reform model, the validity of its adaptation to the real Russian conditions and institutions that had developed by the beginning of the reform, the results of the reform and their value for society. It was found that contradictory results of the reform are caused by both objective and subjective factors. Along with obvious successes (e.g., denationalization of the industry) and obvious failures (including failure to create retail electricity markets) many results (elimination of vertical integration, level of competition on wholesale electricity markets, etc.) are not observable and have not received a clear and unambiguous assessment of their usefulness to society. Studies using modern economic theory and economic-mathematical modeling were required. No statistically significant economies of scale in electricity generation have been found in large companies generating electricity. Thus, the use of competition as a mechanism to coordinate the interests of society, producers and consumers of electricity and the creation of a wholesale electricity market is scientifically justified. Unification of small producers for their withdrawal to the wholesale electricity market should be accompanied by an economic analysis of the cost function of the united company. It is shown that in the short term the wholesale electricity market created in the first and second price zones is close to competitive, but in the long term there is a threat: this market may become uncompetitive.

As scientific community as businessmen discuss the problem of cross-subsidization in the electric power industry. This problem has long remained relevant. The main topic of economic discussions is fairness and validity of the rules for the tariff formation in the electric power industry. The different tariffs allow reducing the financial burden of some consumers and shifting it to others. The aim of the issue is to develop the main vectors of solving problems and government regulation measures. They are expected to level the negative economic effects of cross-subsidization. The purpose of the study is revealed through solving the following problems: a) to determine the socio-economic nature of cross-subsidization and regulatory problems at the current stage of development; b) to study the experience of foreign countries in cross-subsidization policies; review public policy mechanisms related to cross-subsidization. The subject of the issue is economic relations between different economic participants and their interests arising in the process of cross-subsidization policy. The results of the issue are the development of the main directions of the transformation of the state regulation of the energy complex in terms of reducing the negative effects of cross-subsidies. The scope of application of the obtained results is determined by the possibilities of developing and implementing a balanced state policy that takes into account the interests of all participants in economic processes, eliminating the creation of social tension in society that supports the growth of the well-being of the population. The following general scientific and special methods were chosen as scientific tools for conducting this study: content analysis method, system analysis method, retrospective analysis method, statistical survey methods. The information base of the study was the analytical development of the materials of the Federal Antimonopoly Service, the Federal State Statistics Service, regulatory acts of the Russian Federation governing the development of the electric power complex. The basis of the presented study was the basic definitions of cross-subsidies, methods of reducing the negative consequences of cross-subsidies, principles and approaches of state regulation of the electric power complex.

The construction of intelligent power supply systems for rural consumers (microgrids) is a promising concept for the development of the energy infrastructure of agricultural facilities. In the process of designing and operating micro-networks, a large number of technical, organizational and legal issues arise, the correct answer to which affects on the reliability, quality and efficiency of electricity supply to agricultural facilities. The analysis of the documentation regulating these processes is of particular relevance. (Research purpose) The research purpose is in analyzing the documentation regulating the construction and operation of intelligent power supply microgrid systems for rural consumers. (Materials and methods) The article reviews regulatory documents in the field of regulation of the electric power industry, distributed generation facilities, renewable energy sources, and the functioning of retail electricity markets. Authors used the method of system analysis, methods of comparisons and analogies, and expert assessments. (Results and discussion) The article presents the issues of functioning of micro-networks of rural consumers as part of the power system, in retail electricity markets; implementation of technological connection and integration of micro- networks into distribution networks. Authors evaluated the regulatory and technical documents regulating the general technical requirements for the design and operation of micro-networks. Domestic and foreign standards for the connection and parallel operation of micro-networks with distribution networks as part of the power system and special documents on micro-networks has been studied. (Conclusions) The article proposes measures for the development of GOST R based on the European IEC TS 62898-1 «Microgrids», harmonized with the requirements of Russian standards, taking into account the features of the Russian electric power industry and agriculture. The article notes the need to make changes to the Russian network codes to ensure the integration of rural micro-networks. The measures of state support aimed at stimulating the spread of intelligent power supply systems for rural consumers were cited.

This study addresses the methodology of projecting the electric power industry developments, taking into account environmental constraints. I obtained quantitative assessments of long-term electric power industry development in a Russian region, determined the emission of greenhouse gases from fuel combustion at thermal power plants (TPPs), and the efficiency of technologies to reduce greenhouse gas emissions in the electric power industry.

China’s electric power industry contributes a significant amount of carbon emissions as well as air pollutants such as SO2, NOx, and fine particles. In order to detect co-benefits of carbon reduction and air pollution control, this study analyzed the emission reduction, emission reduction factors, and synergistic effect factors of technical and structural emission reduction measures in the electric power industry in the Jiangsu, Zhejiang, and Yunnan provinces and Shanghai City. The main findings are: (1) the structural emission reduction measures in all four regions had positive co-control effects. Therefore, promoting renewables can achieve remarkable co-benefits; (2) the result demonstrated that the direct removal ability of pollutants by technical emission reduction measures was better than the structural emission reduction measures in all four case studies. However, there were no or few carbon reduction co-benefits associated with their utilization; (3) in all cases, CO2 had the highest emission factor value, which means that there is still room for synergistic carbon reduction; (4) air pollutants and CO2 emission intensity from the Yunnan power plants were much higher than that of the other three regions. In order to achieve the overall co-benefits, co-control measures should be promoted and strengthened in western areas such as Yunnan.

Abstract This research has been conducted in order to identify and determine the order of influential factors on technology management in MAPNA Group. After studying the related literature and collecting conducted researches and experts’ opinions, 71 influential indicators were identified in the technology management of power plants and the electric power industry. Afterward, the opinions of experts in the industry and university concerning the influence of these factors were collected by designing a questionnaire and using Likert scaling, and next, decisions were made regarding these indicators. After this process, 51 indicators were approved and categorized into 6 factors and 12 dimensions, based on which the final questionnaire was designed and distributed among 32 managers and experts of MAPNA Group. Using structural equations and Smart PLS software, the research model was fitted and ultimately, surface six indicators were approved for the designed model. Also, the ANP technique was utilized in order to determine the order of factors and the result illustrated that factors namely “propagation“ and “acquisition“ were given the 1st and 2nd order respectively and factor “protection“ was given the last order. According to the conducted researches in the technology management of MAPNA Group, all six facts factors have a significant influence on technology management and hence, all six factors must be paid attention to. In case such a thing does not happen, reaching success in technology management will fail.

This article offers a perspective on the future of the Electricity System Reform policy currently under way. The article analyzes the use of competitive mechanisms in the electricity markets. The justification of the possibility of competition in the electric power industry and the further development of this concept in practice can be considered particularly significant results of these studies.
