The Saudi Arabian construction industry has had poor performance for the past thirty years. There have been many publications identifying the problem and potential causes. There have been no publications identifying what the source of the problem is, how to mitigate the problem, and actual testing to validate the proposed solution. This paper discusses why this problem exists, what is a potential solution, and an action plan that mirrors the most successful (construction management, risk management, project management and procurement delivery) research and development program in the world (22 years, $16M, +1750 tests, six different countries, 31 states in the U.S. and 98% customer satisfaction). The solution proposed in this paper is unique to the strengths and weaknesses of the research and development programs at universities in the Saudi Arabian kingdom.

ABSTRACT Canadian Marine Drilling (Canmar), a wholly owned subsidiary of Dome Petroleum Ltd., is conducting exploratory drilling in the Beaufort Sea with the objective of on-stream production by the mid-1980s. If a major oil well blow-out should occur, and the probability of such an occurrence is very small, (Bercha, 1977), oil would be released to the surface of the sea until a relief well could be drilled or the well sealed itself. The relief well could be drilled during the same drill season, or, in the worst case, it might not be completed until the following year. Therefore, Dome could be faced with the problem of cleaning up an oil spill during open-water, freeze-up, and winter or spring break-up conditions. To this end, Dome has developed a contingency plan, based on, and updated according to, its ongoing research and development programs to deal with an oil spill during each of the above-mentioned periods of time. To date, Dome has invested approximately $10 million in its research and development programs. This paper deals with Dome's research and development in oil spill countermeasures for its present ongoing exploration activities and its future production and transportation systems.

The technology development process for the public sector in the transportation industry in South Africa became fragmented as a result of a short-term view with a lack of strategic focus. The subsequent perceived poor performance of the technology development program and inadequate implementation of results motivated the development of a new model for technology development—utilizing a holistic, systems approach at the strategic level with supporting techniques and basic information. The conceptual development of the new technology development model implemented in South Africa is discussed and the use of some of the concepts in the planning and execution of technology development programs for the Southern African Bitumen Association (Sabita) and the South African Department of Transport (SADoT) are illustrated. It is concluded that technology transfer and implementation would be much more effective if it were conducted as part of the technology development system.

The object of this paper is to describe a coordinated research and development program which has been pursued by an Air Force-Industry-University team for more than twelve years. The focus of our attention has been on the development, processing, and engine testing of alloys based on intermetallic compounds, specifically on the aluminides of titanium, iron, and nickel. The titanium aluminides, Ti3Al and TiAl, are the materials with which we have been working the longest and on which development has proceeded the furthest. This Symposium has provided the first opportunity to review the progress of the titanium aluminide development programs sponsored by the Air Force and some of the engine testing efforts undertaken by the engine manufacturers.

The present paper reviews the recent trends in research and development activities of polymer-modified paste, mortar and concrete in the Japanese construction industry. In Japan, the active research and development of the polymer-modified paste, mortar and concrete have been carried out for the past about 50 years, and they are nowadays used as dominant construction materials in various applications because of their high performance, multifunctionality and sustainability compared to conventional cement paste, mortar and concrete. The recent research and development activities of the polymer-modified paste, mortar and concrete are concerned with repair, strengthening or retrofitting systems for deteriorated reinforced concrete structures, liquid-applied membrane waterproofing systems, high-grade redispersible polymer powders, intelligent repair materials, and reaction to fire as repair materials in building construction. Standardization work for the polymer-modified paste, mortar and concrete has been in progress in recent years, and useful national and institutional standards have been published till now.

What I have to say on the question of values in actionstems largely from a rather deep and personal involvement with this question for the past five years. In 1952, quite by design, although unexpectedly and suddenly, I found myself in the delicate position of having assumed the role of patrón (in the name of Cornell University) of a Peruvian hacienda, called Vicos, for a period of five years, for the purpose of conducting a research and development program on the modernization process.


This study investigated the use of e-Procurement in selected construction firms in Oyo state, Nigeria. The data were derived using a well-structured questionnaire survey involving 104 respondents. Descriptive statistical and correlation analyses were used to analyze the data. Findings show that the use of electronic procurement in the selected construction firms for carrying out procurement function is high with majority of the professionals affirming the use of the system, the four categories of e-Procurement used were e-mail, static websites, web.2.0 technologies and portals that have capabilities of supporting the execution of functions limited to intra and inter firm communication and exchange of project information and data. Consequently, between 84 percent and 76 percent of the respondents used these e-Procurement technologies for communication of information, exchange of bill of quantities, project reports, CAD drawings and project specifications. Consequently, factors with the highest positive impacts on the use of these technologies in the firms were the speed of transactions, lower transaction cost and ease of use. The study implies that the selected construction firms in Oyo state Nigeria predominantly use e-mails and websites to support the execution of pre-award phase of construction procurement. Finding also shows that there is positive relationship between e-Procurement (e-Notifying, e-Exchange, and e-Submission of bid) and Project delivery. The study suggests that to accelerate the rate of uptake of e-Procurement and maximize its benefits in the Nigerian construction industry, there is a need to improve the quality and quantity of ICT infrastructure across the country; and to embark on aggressive enlightenment campaigns, training and skill development programs in the use of e-Procurement in the construction industry in this country.

The construction of public participation has paid his dues. This is that in realizing development projects readily undergoing a failure that empowers people. Related in all process that deals with planning, implementation, the use of results and development monitoring. The rural infrastructure development program (PPIP) is development programs community empowerment. Where people have got to dive headlong in village development, especially physical development he purposes of this research is to find how the participation of the community in the Rural infrastructure development program (PPIP), Ngranget Village, Dagangan District, Madiun Regency. The kind of research is qualitative descriptive. In research, this is the population is the number of household heads involved in the delivery rabat concrete development in Ngranget village which consisted of 95 KK. The majority of informants interviewed in this research was 12 people. Was used in the study data collection method that is Technical Documentation interviews and data available for analysis namely described the results of research or data with a form of what is he got writer whether it is the results of the interviews, or result in appreciating documentation then investigated and the studies of the issue and. The result that the community participation in development in the village of rabat concrete Ngranget mind (planning), low participation in the form of energy high, participation in the form of expertise, quite low in the form of goods low, the form of money and participation is very low.
