Purpose. The aim of the article is deepening the conceptual understanding of the digital economy and substantiation of digitalization priorities in Ukraine. Methodology of research. General scientific and special methods are used in the process of research, in particular: analysis and synthesis ‒ to reveal the economic essence of digitalization of the economy; statistical and graphic methods ‒ in the analysis of world trends in the development of information and communication technologies; methods of induction and deduction, abstract and logical method ‒ in substantiating the conclusions of the study. Findings. It is established that the digital economy as a new modern type (model of development of the economy) already includes the essential characteristics of the innovation economy and the knowledge economy. It is argued that high-tech production, innovative nature and modernization of industrial sectors based on information and communication and digital technologies, the dynamics of digital transformations for Ukraine should be a priority solution to achieve sustainable economic growth and development. The priorities of digitalization in Ukraine are substantiated. It is proved that the need for scientific and technological research, the formation of a certain business (digital) culture, the implementation of the ideas of so-called smart cities based on the development of local communities and the emergence of new initiatives and proposals for innovative solutions. Originality. The conceptual understanding of the digital economy is deepened and it is proposed to consider it as a new type of economy, the functioning of which is accompanied by the predominant provision of a variety of services and online products and innovative solutions in finance, manufacturing and social sphere. Practical value. The obtained results of the study should contribute to the formation of the institutional basis for further development of innovative technologies in Ukraine, their introduction into the real sector of the economy, as well as in the future – building an effective digital economy focused on innovation in production and services. Smart city is a brand-new city form, in which information and communication technologies are utilized to sense, analyze, and integrate the key information of city operation core system, so that intelligent responses can be immediately and effectively taken to various demands including people’s livelihood, environmental protection, public safety, city services, and industrial and commercial activities. Digital economy is a mixed economy with the coexistence of multiple business models and diversified value creation models based on the information and communication technologies and in the digital economy, many things are undergoing huge changes, and their corresponding economic rules also need to be adjusted. On the basis of analyzing previous research works, this paper expounded the research status and significance of smart city’s resource scheduling and strategic management, elaborated the development background, current status, and future challenges of digital economy, introduced the methods and principles of city-level spatiotemporal data model and spatial full factor coding, formulated resource scheduling strategies for smart city based on digital economy, explored the dynamic fusion, storage, and update of smart city’s multisource heterogeneous data, conducted the information display and analysis of multilevel smart city, proposed strategic management approaches for smart city based on digital economy, analyzed the integrated implementation model of shared resource scheduling and people-oriented social management, and discussed the economic growth factors and standardization mechanism of smart city under the background of digital economy. The results of this study provide a reference for further research studies on the resource scheduling and strategic management of smart city under the background of digital economy.

The current changes in the economy made up by the transition to the sixth technological order and the development of the “Fourth industrial revolution” concept, are impossible without the innovative technologies development and implementation. In these circumstances it becomes highly important for the industrial enterprises to implement innovative solutions via the use of modern information and communication technologies. This article reveals the problems of the Russian Federation industrial enterprises innovation implementation in the course of transition to the digital economy. The analysis of the innovation activity indicators and the assessment of the software and information and communication technologies use by the Russian Federation industrial production organizations in 2017-2019 were made according to the Federal State Statistics Service data. From the research results the author identifies positive and negative trends in the innovative industrial development in Russia, and identifies the threats to the industrial production innovative solutions implementation and possible ways to minimize them. For this research the author used such methods as: comparative and logical analysis, system approach, graph and table scientific research methods.

There is no doubt that the digital world we are entering is not only a new logical stage in the development of the technological sphere of humanity, but also of all existing legal and socio-political realities. While common and harmonized definitions and legal definitions do not yet exist, digital technologies are already rapidly gaining ground for offensives. Digitalization is becoming a major factor in the economic growth of any country's economy. Digitization is a modern trend for the development and consistent improvement of all business processes in the economy and related social spheres, based on increasing the speed of mutual exchange, accessibility and security of information. The experts highlight eight key points of the digital economy: the state and society, marketing and advertising, finance and commerce, infrastructure and communications, media and entertainment, cybersecurity, education and human resources, startups and investments. Therefore, in determining the main goals of the digital economy can be identified: smart cities, autonomous transport, protection against cyberattacks, responsible attitude to personal data, elimination of digital inequality, telemedicine, smart agriculture, mechanisms of trust in the Internet. The implementation of any new technologies, the process, of course, is long and carries many unknown yet challenges and dangers to humanity, they are usually combined into three different groups: socio-economic, techno-organizational, natural. All this is quite fully understood in the twentieth century, introducing scientific and technological achievements in the real economy through the development of regulatory and legal factors (labor laws, environmental legislation, rules, norms, standards, practice of state and public control over their observance). The development of mass (conveyor) production of its time in general stimulated a deep study of social and legal issues of the real economy - adequate pay, a system of benefits and compensation, moral and material incentives for harmful working conditions and more. Borrowing the experience of G. Ford, we began to study the socio-psychic factors that characterize a person's attitude to work, psychological climate in the team, family, motives for work; socio-political factors for creating favorable working conditions, for invention and innovation. We have remembered that in the absence of legal rules and laws, there is always a likelihood of danger, which has become an axiom of danger, that in nature there are no phenomena absolutely safe for human life, factors - everything is dangerous and requires the formation of certain working conditions. We have also remembered that there are many examples where a lack of knowledge and a lack of methodologically based science and education justification for the practical implementation of knowledge and technology into the real economy leads to serious engineering, humanitarian and educational problems and even catastrophes. And at the same time, entering the electronic era, we are extremely light-hearted in the legal issues of defining the fundamental concepts of "information", "information resource", "information security" and more. The article reveals the central role of information and communication technologies in the economy of the country, which have long become an important component of each person’s life and is a defining characteristic of digital transformation. The basis of digitalization is the digital presentation of data, which leads to better quality of life and economic efficiency of the individual country and the world as a whole. The article analyzes the specific features of digital economy and stipulates the consistency of creating the digital employment. It has been determined that the development of the digital economy and digital technologies leads to changes in all spheres of human life, predominantly in employment relations, manifested in the appearance of digital workplaces, workers with digital competencies, specific relations in the digital segment of labor market. The results of the work in the digital segment are the technologies, products, and services, some of which are analyzed in the article (eHealth, digital insurance, e-security, e-rights and e-technical passport, smart cities, SmartFactory – smart production, digital workplace, blockchain, “GAFAnomy”). In the digitalization process, the employment acquires the multivector flexibility, and has both positive and negative consequences. Taking these consequences into consideration is necessary for regulating the economic and social sphere.

When modern technology permeates every corner of life, there are ignited more and more hopes among the disabled to be compensated for the loss of mobility and participation in normal life, and with Information and Communication Technologies (ICT), Exoskeleton Technologies and truly hands free technologies (HMI), it's possible for the disabled to be included in the social and pedagogic spheres, especially via computers and smartphones with social media apps and digital instruments for Augmented Reality (AR) .In this paper a nouvel HMI technology is presented with relevance for the inclusion of disabled in every day life with specific focus on the future development of "smart cities" and "smart homes".

SummaryObjective: The present editorial is part of the focus theme of Methods of Information in Medicine entitled “Technologies solutions schemes for Patients’ Rehabilitation: Methodologies, Models and Algorithms”. The focus theme aims to present nowadays most innovative solutions to improve patients’ rehabilitation by applying and using sophisticated and pioneering Information and Communication Technologies (ICT) and human factors.Methods: The focus theme explores the different existent research works and tools used, applied and developed for incapable people in terms of rehabilitation and health care, as to look into the extent methodologies, models and algorithms by means of ICT in this process.Results: The focus theme lists a group of research works, which are presenting various solutions using ICT systems to improve the rehabilitation process of people with physical incapacities and to help them in carrying out their daily life.

<div>A smart city can be seen as a framework, comprised of Information and Communication Technologies (ICT). An intelligent network of connected devices that collect data with their sensors and transmit them using wireless and cloud technologies in order to communicate with other assets in the ecosystem plays a pivotal role in this framework. Maximizing the quality of life of citizens, making better use of available resources, cutting costs, and improving sustainability are the ultimate goals that a smart city is after. Hence, data collected from these connected devices will continuously get thoroughly analyzed to gain better insights into the services that are being offered across the city; with this goal in mind that they can be used to make the whole system more efficient.</div><div>Robots and physical machines are inseparable parts of a smart city. Embodied AI is the field of study that takes a deeper look into these and explores how they can fit into real-world environments. It focuses on learning through interaction with the surrounding environment, as opposed to Internet AI which tries to learn from static datasets. Embodied AI aims to train an agent that can See (Computer Vision), Talk (NLP), Navigate and Interact with its environment (Reinforcement Learning), and Reason (General Intelligence), all at the same time. Autonomous driving cars and personal companions are some of the examples that benefit from Embodied AI nowadays.</div><div>In this paper, we attempt to do a concise review of this field. We will go through its definitions, its characteristics, and its current achievements along with different algorithms, approaches, and solutions that are being used in different components of it (e.g. Vision, NLP, RL). We will then explore all the available simulators and 3D interactable databases that will make the research in this area feasible. Finally, we will address its challenges and identify its potentials for future research.</div>

the problems of the transition to the second green revolution in the context of tak-ing into account the digital economy were considered from the state of the moment of Russian agri-culture in 1913, taking into account both the yield, harvesting and export of cereals and the number of horses and cattle before and after the First World War, after the Civil War, on the eve and after World War II. The situation of mechanization of agriculture and the transition to intensive produc-tion and supply by defense consumers with the transition to the first green revolution and the inten-sive development of animal husbandry with the Italian technology of megacomplexes of pig and poultry farming with the import of corn to feed them are considered. The balance of feed is practically not achieved due to the intensive export of cereals, mainly wheat, corn and soybeans abroad. The increase in the production of various grain crops is currently possible only due to the transition to intensification of their production, the introduction of biomineral fertilizers in the framework of the second green revolution and the consideration of the prospects of digital information and communication technologies in the development of the digital economy.
