The article states that overload landfills have become a big environmental threat to the environment and public life, the extent of which is steadily increasing provided, that the principle of «extended producer responsibility» in Ukraine do not work. It is stressed that the administrative-territorial reform and the whole burden of the management of municipal waste are vested in the local authorities. The necessity of intensifying the dialogue of local authorities and the public on the treatment of municipal waste is stressed. It is established that a long time communicative interaction between public authorities and the public on these issues be limited solely to inquiries and complaints. Accentuated that at present the public needs a better communication vehicle for engagement with local authorities, which would reverse the information when provided to a positive communicative effect and contributed to the transformation of information into a decision, and decisions on action. It is proved that the solution of this issue possible in the development of the communicative strategy of interaction of local governments and the public, able to ensure sustainable development of territories thanks to improve the condition of landfills and dumps, the organization of separate waste collection and recycling. The proposed etiology develop a communication strategy of interaction of local governments and the public in addressing issues of treatment of municipal waste, taking into account its compatibility with other concepts, strategies and development plans of the territories. In detail each of the stages of development of the communication strategy of interaction of local governments and the public. It is proved that the introduction in practice of the proposed topolog develop a communication strategy of interaction of local governments and the public in addressing issues of treatment of municipal waste will simplify the development process and provide clarity to determine the most appropriate channels of communication with each of the priority stakeholder groups interested in the growth of the percentage of coverage, the provision of municipal solid waste management, improvement of landfills and dumps, which have become a threat to the environment and public life.

Municipal solid waste management is an environmental issue that has received considerable attention from researchers and environmental managers for decades. Supporting the management programs entail policies and regulations related to municipal solid waste. In developed countries, the implementation of environmental policies plays an important role and has a substantial impact on the effectiveness of solid waste management. However, in many developing countries such as Vietnam, the situation and effectiveness of the policy implementation have not been studied extensively. This investigation is conducted to ascertain the situation, limitations, and challenges in implementing solid waste management policy in Vietnam. Then, solutions for the problems and improvements for implementation efficiency are presented. This work used online questionnaires to survey environmental managers in different localities and applied qualitative research method to analyze data. The results show that not all national policies on solid waste management are implemented in all localities. Waste separation is also the foremost concern in municipal waste management in most localities of Vietnam. Most of the localities claimed that the unrealistic nature and difficult implementation of the policies and the lack of needed resources are the main limitations and challenges in Vietnam. Survey results also revealed that different localities in Vietnam have different solutions to increase policy implementation efficiency. Besides, the study also found similarities in the implementation of policies in solid waste management between Vietnam and some other countries and also gathered some valuable lessons for the improvement strategy. Finally, the implementation of an effective domestic solid waste management policy is an important platform for improving environmental quality and ensuring the sustainable development of the nation and mankind.

The deployment of renewable energy at the local level can contribute significantly to mitigating climate change, improving energy security and increasing social, economic and environmental benefits. In many countries local authorities play an important role in the local development, but renewable energy deployment is not an obligatory task for them. Hence there are two research questions: (1) Do local governments think investments in renewable energy (RE) are urgent and affordable within the local budgets? (2) How do they react to the public aid co-financing investments in renewable energy? To provide the answer we performed qualitative analysis and non-parametric tests of data from a survey of 252 local authorities, analysis of 292 strategies of local development and datasets of 1170 renewable energy projects co-financed by EU funds under operational programs 2007–2013 and 2014–2020 in Poland. Findings showed that local authorities’ attitudes were rather careful, caused by financial constraints of local budgets and the scope of obligatory tasks, which made renewable energy investments not the most urgent. Public aid was a factor significantly affecting local authorities’ behavior. It triggered local authorities’ renewable energy initiatives, increasing the number and scope of renewable energy investments as well cooperation with other municipalities and local communities. Despite this general trend, there were also considerable regional differences in local authorities’ renewable energy behavior.

Municipal authorities increasingly view environmental protection as one of the goals of city management. The pro-environmental orientation of cities can, therefore, foster the creation of new management methods and instruments and promote reorganization of determining material flows in a municipal system. Activities of this kind should result not only in the reduction of generated waste but also in the creation of closed material cycles. Considering the tasks of Polish local governments, municipalities should pay the most attention to municipal waste. Accordingly, the goal of this study was to identify the problem of mixed municipal waste in cities and assess the influence of investments into fixed assets for environmental protection in the scope of waste management on the quantity of mixed municipal waste in cities. This article also identifies activities for circular resource management that need to be realized by Polish municipalities. The analysis was performed using the panel model, dynamic indexes, and critical analysis of city documents. The conducted research revealed positive trends in cities with respect to the amount of waste collected non-selectively that is conducive to circular resource management. The fact that municipal waste quantity is on the increase should encourage urban authorities to promote pro-environmental waste management behaviors among city dwellers.

Local governments face the need to achieve sustainability in the provision of public services, and to do so, proper governance is essential. This work proposes a method to assess governance in local waste management systems based on a set of indicators that are flexible and robust enough to allow objective and reliable evaluation even where the information that is available is deficient. The proposal is based on a set of indicators divided into six categories that represent an increasing order of governance maturity: institutional framework; government effectiveness; transparency and accountability; network creation; participation; and corruption control. The article presents the proposal and a first test in two Mexican municipalities, which are an example of municipal solid waste management systems in an incipient stage of development, where there may be serious limitations in terms of access to information. The results show that the methodology can be replicated in different contexts and can be useful for making decisions about improvements in municipal solid waste management systems or for comparing them with others. In addition, sufficient information was obtained for a first diagnosis of the cases studied, which indicates the coherence of the proposed framework. Points for practitioners Proper governance is essential to achieve sustainability in the provision of public services. The assessment of local governance must be robust enough to motivate changes and, at the same time, flexible enough to allow reliable evaluation where the quality of service and the availability of information may be scant. We propose a new framework for the assessment of governance in municipal solid waste management systems that meets these requirements, based on a set of indicators clustered according to governance maturity.

The problem of municipal waste management is one of the greatest challenges of the 21st century. Its solution requires the integrated involvement of central and local authorities as well as the public. For their actions to be fully effective, they must be accompanied by an increase in environmental awareness. The aim of the study was to assess the environmental awareness and knowledge of inhabitants of eastern Mazovia regarding municipal waste management. A survey study was carried out on a group of 262 individuals using a questionnaire. Analysis of the results showed that the surveyed inhabitants of eastern Mazovia were aware of problems associated with municipal waste management, but some of them were critical of the actions taken by central and municipal authorities to solve them. Their high level of environmental awareness and knowledge was evidenced by the fact that most of those surveyed were familiar with the principles of selective collection of municipal waste, including green and hazardous waste.

The study of municipal solid waste management was carried out on the example of the city of Uman, the features of the municipal waste collection were considered. One of the promising utilization methods of the municipal waste organic component is proposed — anaerobic fermentation with subsequent composting of the resulting products. Urban population growth, industrialization, urbanization and economic prosperity lead to an increase in municipal solid waste (MSW). The aim of the work was to consider the characteristics of municipal solid waste management using the example of the city of Uman; inspect the features of collecting municipal waste; consider a separate collection system; identify problems and possible solutions. According to the statistics of Uman city council, 73-75 tons of municipal waste per day are delivered to the landfill. The control is carried out on the composition of the waste entering the landfill. Sorting takes place using a sorting line, which was put into operation in October 2016. Removal of municipal solid waste from the residential sector is carried out according to the schedule. The waste from the private sector of the city is removed during the day. Transportation (transport) of municipal waste is carried out by specially equipped vehicles. On the plots of the private residential sector, the collection of municipal waste is carried out by containerless and container methods. The containerless method is used in those areas of private building, where the possibility of the garbage truck's driving and its maneuvering are limited. Analysis of the current state of municipal solid waste management in the city of Uman showed that the main reasons for the increase in the volume of environmental pollution due to municipal solid waste is the lack of a high-quality management system in the field of MSW management, and especially the outdated waste collection and transportation scheme. The state of MSW management does not meet modern requirements. At the landfill, as a result of the introduction of the technology for the production of biogas from municipal solid waste, it is possible to obtain marketable products — biogas and compost. The city can receive income from the use of biogas as an alternative source of energy for heating buildings or from its consuming by the population. For the city of Uman, the volume of biogas formation at the MSW landfill in 2018 would have amounted to 5,441,280 m3, and in 2019 – 5,424,930 m3.Thus, it is possible to obtain significant volumes of biogas for the production of both heat and electricity. As a result of the study, recommendations were developed to improve the system for collecting municipal waste in the city of Uman. One of the promising utilization methods of the municipal waste organic component in the city of Uman is anaerobic fermentation followed by composting of the resulting products.

The article is devoted to the problem of communicative interaction in the “doctor — patient” dyad. The relevance of the study is due to the need to return the humanistic principle to medical practice and to increase the efficiency of communication between medical personnel and patients, both in their native language and in a foreign language. The aim of the study is to identify the means of verbalization of the informing communicative strategy, which the doctor uses during a consultation of cancer patients. The empirical material was authentic consultative conversations in German, recorded in the GAT-2 transcription system. It has been proven that in the material under study, the informative communicative strategy is dominant. Six main tactics of the informing strategy have been identified: the tactics of explanation, the tactics of planning, the tactics of recommending therapy, the tactics of updating the medical history, the tactics of communicating the diagnosis, and the tactics of checking the contact. Special attention is paid to the distinctive features of the structure of the dialogues under consideration and their influence on the sequence of reproduction of the selected tactics. Frequent language means of implementing tactics, as well as the explicit and implicit goals of their use, are systematized. It is concluded that the use of communicative tactics corresponds to the specifics of the patient-centered approach.

Political posters, banners, and similar objects are extremely common in China. This article uses political design from contemporary China, particularly emphasizing the government's Chinese Dream campaign, to analyze what at first appears to be a paradox. The subjects of the various campaigns and the language they use are mandated by the central government and promoted through central and local publicity departments. However, the graphic aspects of these campaigns, such as the choice of colours, images, layout, and typeface, are much less strictly controlled, and are decided by local governments or authorities. This makes political design in China decentralized. Decentralized design is inconsistent with the principles of global marketing and with the PRC's reliance on set forms of political discourse, both of which rely on the assumption that uniformity will lead to more effective communication of messages and persuasion of the public. Evidence from local design campaigns indeed shows that Chinese political posters are often designed hastily and without expertise, resulting in strange and unpersuasive images. Despite this, the article shows that decentralized design is not paradoxical. This is largely because the Chinese party-state uses propaganda as a method of "signalling" its overall power, more than as a tool of indoctrination or persuasion about particular topics. The central government's reliance on incentives and metrics to regulate local authorities means that the production of propaganda is also a way in which local governments can signal their loyalty to the Centre.

Municipal solid waste management (MWSM) systems have been evolving across most of the developing world. However, despite decades of refinement, they are still underperforming in many cities, leading to negative sustainability impacts in rapidly urbanizing cities of the global South. Despite similarities in the observed transitions between developed and developing countries, there are important differences in their characteristics and underlying drivers. This study aims to unravel the sustainability transitions of the MSWM systems in the two major cities of Bolivia, La Paz and Santa Cruz de la Sierra, illustrating the role of various actors, and specifically local governments. This is achieved through the analysis of secondary data and expert interviews with stakeholders involved in different aspects of the MSWM system at the national and local level. We identify three partially overlapping sustainability transitions in the two cities, namely “Collection and centralized disposal”, “Environmentally controlled disposal”, and “Integrated solid waste management”. However, timelines, speed and elements of these transitions are somewhat different between cities, largely due to their inherent characteristics, institutions and stakeholder dynamics. Many technological, socioeconomic, and institutional factors converge to facilitate and hinder these transitions, including interactions of government and private sector actors, and the country’s broader political context.

Using a life cycle assessment (LCA) to evaluate municipal solid waste management (MSWM) systems is strongly recommended and the approach has been used in high-income contexts. However, stakeholders in low to middle income countries are not aware of the potential of this approach, mainly due to a lack of financial resources and technical ability. The present work introduces a LCA of MSWM system scenarios into a developing city using an academic licence for the LCA software that is available for use exclusively by researchers. The MSWM system in place in 2018 in La Paz (Bolivia) was assessed according to seven scenarios. The novelty of the research is twofold: the use of LCA academic licensing in a low to middle income region where LCA is unknown as planning tool; and discussing the potential of the approach in conjunction with local and international stakeholders with a view to starting MSWM projects. The results of the analysis allow for the consideration of energy recovery and materials recycling as the main methods by which the environmental impact of MSW can be reduced, as has also been reported by other LCA studies conducted with full licensing of the relevant software. Moreover, the research is the basis for cooperative development projects that will adopt the LCA approach as the main assessment tool. The study discusses the importance of cooperation between universities and local governments for implementing new strategies for MSWM assessment and planning. The research is a contribution towards improving technical knowledge in developing countries for boosting sustainable development.
