The role of literature in the common education and inculcation of goodness in the minds of young people is invaluable. Some of the views expressed by the President of the Republic of Uzbekistan Shavkat Miromonovich Mirziyoyev in his election speech at the VIII Congress of the Movement of Entrepreneurs and Businessmen - Liberal Democratic Party of Uzbekistan on October 19, 2016 were widely observed on this topic. The report emphasizes that today it is impossible to talk about modernization and renewal of the country, sustainable development without the widespread development of information and communication technologies, the Internet.

Governments have turned to the use of information and communication technologies with the aim of improving service delivery, encouraging citizens in the decision making process, and enhancing accountability, transparency, and effectiveness. Effective inclusive participation of citizens in the government of their country requires access to information through modern technologies. Access to information is vital for transparency, accountability, participation, and the rule of law – all hallmarks of democratic governance. This chapter looks at the role of librarians and records managers in promoting e-government. Their traditional role of collecting, organizing, preserving, and disseminating information places them in a very significant position in e-governance implementation. However, in an electronic environment, they face a number of challenges which include economic, technological, and information literacy. The role played by these professionals, and the challenges each meet are discussed. Some recommendations are provided to enhance the role of these professionals in e-government implementation.

We already are hybrid humans, fruit of a kind of co-evolution of both our brains and the common, scientific, social, and moral knowledge we have produced by ourselves, starting from the birth of material culture with our ancestors until the recent effects generated by the whole field of information and communication technologies (ICTs). We all are constitutively natural born cyborgs; that is, biotechnological hybrid minds. Our minds should not be considered to be located only in the head; human beings have solved their problems of survival and reproduction, distributing cognitive and ethical functions to external nonbiological sources, props, and aids, which originate cultures. This chapter also illustrates the interplay between cultures and distributed cognition, taking advantage of the so-called disembodiment of mind, and stresses the problem of the co-evolution between brains and cultures. The second part of the chapter is related to the analysis of the interplay between cultures and cognition and of some consequences concerning the problem of intercultural communication in light of the role of moral mediators, docility, and cyberprivacy. Finally, I discuss some suggestions concerning the problem of what I call the principle of isolation of cultures, with respect to the effects of ICTs.

While the current scientific literature is quite scarce for most of the developing world, several leading researchers have made great strides in understanding the role of cyber technologies and related information and communication technologies (ICT) in economic development. A good proportion of this work lays on interventions in the regions of South Asia and Africa. However, cyber-behavior research focused on Latin America has been very limited. Recently, some researchers have taken steps to apply rigorous statistical tools in a systematic way to evaluate how these technologies contributed to the success of several development projects in the region of Latin America. In this chapter, the authors summarize a number of specific cyber-interventions that have taken place in Latin America and that may lead to a better understanding of the impact of interventions to know what works, what does not, and why. The common thread of all the existing cyber-behavior research is that tools must go hand in hand with high quality messaging and content for them to be fully effective.

This chapter provides a conceptual discussion about the interaction between information and communication technologies (ICT) and the learning society. It focuses on the importance of knowledge and social capital building as key stones of the connected learning society, which is built upon online networks. This chapter also highlights the role of lifelong learning in the connected learning society as an instrument which can support flexicurity policies in the labor market. This work follows the common argumentation logic that the introduction of ICT usually leads to a change in lifelong learning opportunities, which are playing an especial role in achieving economic, employment and social goals. In the connected learning society, how technology is being used will ensure the continual adaptability and employability of workers.
