Governments have turned to the use of information and communication technologies with the aim of improving service delivery, encouraging citizens in the decision making process, and enhancing accountability, transparency, and effectiveness. Effective inclusive participation of citizens in the government of their country requires access to information through modern technologies. Access to information is vital for transparency, accountability, participation, and the rule of law – all hallmarks of democratic governance. This chapter looks at the role of librarians and records managers in promoting e-government. Their traditional role of collecting, organizing, preserving, and disseminating information places them in a very significant position in e-governance implementation. However, in an electronic environment, they face a number of challenges which include economic, technological, and information literacy. The role played by these professionals, and the challenges each meet are discussed. Some recommendations are provided to enhance the role of these professionals in e-government implementation.

This chapter traces the role of libraries in the preservation of Indigenous Knowledge (IK) in developing countries. It also highlights the nature of indigenous knowledge and the traditional role of libraries at preserving it for posterity; it discusses current issues surrounding the management of IK in libraries, archives, and other cultural institutions. It examines the various use of indigenous knowledge by array of information users within and outside the libraries. It x-rayed the traditional library services of identifying, acquiring, organizing, and presentation of IK to the adoption of Information and Communication Technologies. It concludes with the challenges in IK preservation and suggests measures that can be taken to alleviate the challenges.

The “power of the purse” is one of the fundamental powers of the parliament. This power is defined as a parliament’s authority to determine the amount of public expenditures to be made and the category and amount of taxes to be collected from citizens. To exercise this power, parliaments must debate and review the budget drawn up by the government to ensure that it reflects the preferences of citizens. Nevertheless, it is quite apparent that parliaments today do not sufficiently debate government budgets and do not completely exercise their existing authority. This development weakens the political function of the budget process and sometimes leads to non-optimal budget outcomes. Information and communication technologies (ICTs), particularly websites, are significant tools that parliaments have at their disposal to address this problem. When they are effectively designed, parliamentary websites can contribute to more efficient outcomes to the budget process by enabling the members of a parliament and the citizens they represent to involve themselves in that process. This chapter addresses the potential contributions of parliamentary websites to the budget process. These contributions promise to make budget information more transparent and understandable. This chapter engages in this task by using a content-analysis methodology to examine the website of the Turkish parliament.

Traditional management models reveal issues with the introduction of unnecessary hierarchies, slow decision making, among other obstacles, which left a large number of workers out of the process of seeking efficiency and growth. In this sense, the third generation of management models focused on agility and collaboration emerged. Instead of focusing on hierarchies and functions, there is a priority on the way people behave and relate. In this sense, this study aims to analyze this phenomenon and to understand the various dimensions of Management 3.0. Furthermore, it intends to explore and understand the practices and challenges that are posed in its business implementation, focusing on the role of people and information and communication technologies.

I provide a philosophical analysis of the claim that ICTs are necessary preconditions for the eradication of poverty. What are the links between information and communication technologies (ICTs) and poverty? I first define technology and then give a brief depiction of ICTs. Thereafter I define poverty and give a brief expla-nation of its context and causes. Next I discuss the relationship between poverty and ICTs in three paradigm cases: [i] the role of ICTs in poor societies, [ii] the effect of poor ICT knowledge and skill of individuals in highly developed technological societies, and [iii] the impact of impoverished ICT knowledge and skills on the rich, powerful, and intelligent ones in society. I propose a procedure for decision making about the appropria-tion of ICTs by individuals and societies. I assess the claim that both access to ICTs and effective use of them are preconditions for the eradication of poverty.

The article is devoted to an overview of the development and state of the digital economy of the Republic of Uzbekistan and the world as a whole. In particular, the role of information and communication technologies in enhancing the economic growth of countries and facilitating access to public services is being examined. The main components that stimulate the development of the country’s digital economy (investments in information and communication technologies and their development, digital infrastructure, e-government) are revealed. When studying the material, the methods of analysis, observation, grouping, comparison of world experience in the development of information and communication technologies, and the digitization of the economy were used. A review of the main world ratings that are significant in the development of the digital economy is carried out and the place of the Republic of Uzbekistan in the ratings is revealed, a growth trend is noted. The analysis of the prospects of digital technologies in the Republic of Uzbekistan is carried out, the special role of the documents issued by the government on the development of the digital economy, as well as the organizations created that allow making innovative proposals, is noted. Based on the results of the study of the material, recommendations were made for improving the state of the digital economy in the country and in the world as a whole. These recommendations are also reflected in the regulatory documents on regulating the digitalization of the economy of the Republic of Uzbekistan.

E-Governance aims to provide high quality of government for citizens. It covers services, information delivery and interactive community / government communication. This goal can be achieved by adopting the ICT (Information and Communication Technologies) tools in the government web site´s design and contents. This communication channel allows a redefinition of the traditional role played by each one of the actors of the relation. The government as provider of: services, information, transparency and interactive communication. The citizens acting as active subjects with their government, using services, receiving information, controlling the government´s decisions and returning feedback to them. This feedback includes opinions, complaints and suggestions delivered by the web sites’ interactive tools. This research surveyed if the implementation of ICT tools regarding national and international norms and regulations for web sites development and content, increases the fulfillment of the key concepts of e-governance: e-democracy, e-services, e-transparency and active and passive communication. 30 local government web sites of Argentine were analyzed by checking if they implemented the ICT tools expressed by the seven basic concepts of design and contents: Navigability, Veracity, Friendliness, Functionality, Accessibility, Usability and Information through 152 weighed aspects that fulfill these seven concepts. The analysis of the score obtained by the web sites showed their e-governance development level and what aspects they have to implement to improve e-governance quality.

The aim of the article is a multi-criteria analysis of voivodships with regard to the use of information and communication technologies (ICT) by enterprises in 2015.The ANP method, which is classified as one of multi-criteria decision-making methods, was used in the research. Expert knowledge of ICT specialists employed in enterprises participating in the survey of Statistics Poland was applied. On this basis, ICT attributes were selected and a criterion structure was constructed. In the case of main criteria, preferences were determined considering strengths and weaknesses of voivodships. As a result of the k-means method classification, groups of voivodships were established due to the use of ICT by enterprises. Preferences in the case of sub-criteria were based on the principle that the criteria characterizing the latest trends of ICT development are of the highest importance. The obtained results can be applied to evaluate the ICT space and the degree of enterprises involvement in modern technologies usage by voivodships.

The use of information technology over the last two decades has been growing in different sectors and industries tackling many issues in the economy and penetrating many aspects of decision-making and organizational development. Information and communication technologies are also seen as a building block that can support socioeconomic development. Therefore, nations around the world have been attempting to capitalize on the capacities of various information and communication technologies to support their planning, development and growth processes. Egypt, as a developing country, attempted since the mid 1980s to invest in its information infrastructure and focus on the development of information and management support systems to leverage the decision making process in the government and the public sector with an emphasis on its local administration using management support systems such as decision support systems and executive information systems for socioeconomic development objectives. Following is the outcome of a research conducted covering the GIDSC project, sponsored by the government, and aiming to leverage the decision making process for governors. This paper is partially based on a research conducted in 2001 by Yosra Gadallah on the use of advanced information systems applications in the decision making process at the public administration level in Egypt.
