Introduction. In the current realities of Ukraine, this problem affects all segments of society. The article reflects the peculiarities of the formation, the main consequences of the debt and the directions of its reduction. The purpose of the paper is to analyze the volume, identify the peculiarities of the formation, highlight the consequences and justify ways to reduce Ukraine's public debt. Results. The study focuses on the importance of public debt and its impact on economic development. It is emphasized that one of the significant problems is the significant cost of. The dynamics of public debt of Ukraine during 2014–2020 is analyzed. According to the results of the analysis, the signs of dynamism, currency comparison, proportionality of external and internal debt are determined. The positive and negative consequences of the debt are substantiated with the corresponding argumentation. The essence of the positive consequences is the possibility of maintaining Ukraine's gold and foreign exchange balance at a reliable level in compliance with the necessary settlement standards and promoting the stability of the national currency. In addition, it is important formation of a positive image of Ukraine as a country with a stable financial system. The negative consequences are manifested in the fact that significant amounts of debt cause the allocation of budget funds for its maintenance, which is a burden on the implementation of economic and social programs. Negative processes are also being formed in society, as the conditions for providing the next tranches, especially from the International Monetary Fund, affect social problems and do not always find understanding in large sections of society. Relationships with international creditors, in particular the International Monetary Fund, and governments of other countries were assessed. Proposals for debt reduction have been developed with a recommendation to implement measures for the Cabinet of Ministers of Ukraine, relevant ministries of production and the Ministry of Foreign Affairs of Ukraine. Conclusion. The peculiarities of public debt formation are revealed in the work, its influence on the economy of Ukraine is determined and substantiated proposals on reduction of its volumes are developed.

Abstract The purpose of this study is the relationship between public debt and economic growth in Albania in post-dictatorships. Many authors have analyzed the mutual link between economic growth and public debt and the results and the methodologies are different in different countries and periods. Let’s see what data are specifically about these two indicators (provided by the Ministry of Finance, the Bank of Albania and the International Monetary Fund). Does the public debt performance affects the trend of the economic growth or not? I have mentioned what are the main events and phenomena in Albania, in Europe and in the World that have affected the Albanian economy. For these years, I have made comparisons with situations in other countries.

The proposed scientific article is devoted to the topical issue of the need for Ukraine’s cooperation with the International Monetary Fund. In the context of the growing socio-economic crisis phenomena in the world and taking into account the significant problems that have been taking place in the Ukrainian economy in recent years, it is advisable to assess the IMF’s impact on the financial system of Ukraine. The article is aimed at studying in-depth the key problems of Ukraine’s cooperation with the International Monetary Fund, covering the impact of loans granted to Ukraine from the IMF on the country’s financial system and developing possible directions and ways to ensure effective cooperation between Ukraine and the IMF for the future. In analyzing and generalizing the scientific papers of domestic and foreign scientists, the authors consider the views on strengthening the role of the International Monetary Fund, which is caused by the spread of COVID-19, analyze the key functions of the International Monetary Fund and criticism on the part of the IMF for servicing the economic and political interests of the countries that have the highest quota, and not those in need of financial assistance. The article considers the dynamics of Ukraine’s use of IMF credit programs, in particular: dynamics of borrowings and repayments by Ukraine of the borrowed resources from the IMF; credit programs within the framework of Ukraine’s cooperation with the IMF in 2014–2021; share of debt to the IMF in the external and total public debt of Ukraine; critical indicators of Ukraine’s public debt and economic consequences. Prospects for further research in this direction are finding ways to improve the debt policy strategy, as well as to implement a coherent strategy for managing the external public debt.

One of the most important factors in the macroeconomic system of every country is public debt. This is due to the processes of debt forming and its servicing has a significant influence to the financial system, the investment climate, the consumption structure and the development of the international corporation. The most common reason of the public debt and its increase is the existing policy which cannot ensure a steady balance of the state revenue and expenditure. A variety of theoretical concepts of the public debt management, scientists’ attitude towards the public debt, critical indicators (selected according to indicators defined in the Maastricht Treaty and in accordance with the International Monetary Fund and the World Bank requirements) of the acceptability assessment of the public debt are analysed in this article. On the basis of identified critical indicators of the public debt acceptability, the critical analysis of Lithuanian borrowing tendencies and assessment of indicators is performed. The results revealed that Lithuania is often provided for non-compliance with the criteria approved by the Maastricht Treaty or the International Monetary Fund and the World Bank. The mathematical modelling of the Lithuanian public debt projections indicated that a tendency of a positive downward on the Lithuanian public debt share of GDP is likely to happen in the future.

Reconstruction after war or after a “natural disaster” developed to a profitable branch of capitalist investment. Also the possibilities to change basic political and economic structures are high and they are widely used by the US-government and institutions like the International Monetary Fund.

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.
