Государственные программы Российской Федерации представляют собой инструмент стратегического планирования, их реализация направлена на выполнение целей национального развития. Оценка эффективности выполнения государственных программ является важной составляющей процесса управления общественными финансами. Для формирования прозрачного механизма оценки государственных программ необходимо наличие соответствующих правовых регламентов, показателей и критериев, которые позволяют проводить реалистичную оценку эффективности государственных программ. State programs of the Russian Federation are a strategic planning tool and their implementation is aimed at fulfilling national development goals. Assessing the effectiveness of government programs is an important component of the public finance management process. For the formation of a transparent mechanism for evaluating state programs, it is necessary to have the appropriate legal regulations, indicators and criteria that allow a realistic assessment of the effectiveness of state programs. The conclusions formulated in the work can serve as a theoretical basis and a practical basis for improving the procedure for evaluating the effectiveness of state programs.

The article deals with the issues of qualimetric assessment of the quality of project activities in the implementation of government programs, including an assessment of the quality of the organization of project activities and an assessment of the quality of project results. Such an assessment is necessary to monitor the organization of project activities in federal executive bodies and executive bodies of the constituent entities of the Russian Federation, as well as to identify and disseminate the best practices of executive bodies in organizing project activities. The relevance of the study is due to the achievement of the national development goals of the Russian Federation and the quality of the implementation of national projects.

Regional projects and programs are intended to become the main mechanism for achieving national development goals in territorial entities. The aim of the article is to analyze the problems of project implementation and program approaches at the level of the constituent entities of the Russian Federation, as well as to develop proposals for their development. The methodological basis of the study is the regulatory legal acts of the federal and regional levels, scientific (foreign and domestic) literature in the field of economics and public finance, official statistical information, empirical data regarding the results and progress of the implementation of regional projects and state programs of the constituent entities of the Russian Federation. The author uses the method of system analysis. The article analyzes the conceptual foundations of project management in the public sector, foreign and domestic research on this issue, examples of program implementation abroad, establishes the role of regional projects and state programs in the budget system of the Russian Federation, their relationship, identifies the main problems of their financing, considers examples of direct implementation of projects and programs, and suggests directions for their development. In the course of the study, the distortion of the initially inherent meanings of the implementation of the project approach is proved, first of all, in determining the goal setting, providing sufficient mechanisms for its achievement and financing. It is established that the state programs at present actually represent documents of planning of budget appropriations in implicit interrelation with the main directions of activity of authorities. It is concluded that it is necessary to clarify the current project and program methodology, which will allow the regions not only to engage in the implementation of federal projects but also to initiate them according to the priorities of socio-economic policy and the characteristics of the region. The author also proposes to develop regional projects as financial institutions. For this, it is necessary to clarify the budget legislation to ensure the possibility of actual planning of expenditure obligations within the framework of the design of projects. The prospects for further research are to develop a model for evaluating the effectiveness of the design and implementation of regional projects and state programs, and its further testing on specific programs of the constituent entities of the Russian Federation.

State programs of federal subjects and municipalities of the Russian Federation have a heterogeneous structure which is connected with regional and municipal legislation and which sets different requirements for the content of documents. The current order violates the integrity of the system of strategic planning documents, does not ensure the coordination of goals and objectives between the federal, regional and municipal levels of the government, which in turn does not allow for a comprehensive monitoring of implementing regional and municipal documents at the programming level, but also does not make it possible to assess the contribution of federal subjects of the Russian Federation and their municipalities to achieve national development goals. The standardization of the structure of state programs of federal subjects and municipalities of the Russian Federation will contribute to the introduction of digital technologies into the practice of state and municipal administration, which can be based on the use of cognitive technologies for the analysis of strategic planning documents. The authors formulate specific proposals and practice-oriented recommendations for unification of state programs of federal subjects and municipalities of the Russian Federation on the basis of the analysis of the federal, regional and municipal legislation establishing the requirements for the order of development and content of state programs of subjects and municipalities of the Russian Federation. The paper shows that the unified structure of state programs of federal regions, republics and municipalities can be used in developing a “constructor” of strategic planning documents, the creation of which is possible on a digital platform for the interaction of strategic planning participants. This approach will allow users of the digital platform to generate digitally various types of strategic planning documents.

The article is devoted to the substantiation of methodological approaches to the identification and assessment of long-term socially significant effects of state programs of the Russian Federation. In this regard, the domestic methodology and practice of developing and evaluating the effectiveness of state programs of the Russian Federation are subjected to critical analysis. It is stated that in the adopted model of assessing efficiency («as is»), socially significant effects of government programs are assessed indirectly through the program outcomes and indicators, and such an approach significantly reduces the completeness and reliability of the estimates obtained. The proposed model for assessing «how it should be», based on the implementation of the principles, procedures and tools used in the best foreign practice for assessing the effects of state programs, will increase the level of substantiation of the contribution of state programs of the Russian Federation to the socio-economic development of the country, individual industries and spheres of the national economy, human capital. Among the innovations are: differentiation of the concepts of «efficiency» and «effectiveness» of the state program; identification of the entire spectrum of effects (including external and negative) generated by program activities; assessment of the social and economic effects of government programs as additional benefits of the national economy, its individual sectors and spheres, the population in comparison with the so-called «status quo» scenario. During the transition period, it is proposed to use a number of analytical procedures to assess the effects of government programs of the Russian Federation based on the available information and currently adopted methods for their development and effectiveness assessment (on the example of several government programs).

Decree of the President of the Russian Federation № 633 dated November 8, 2021 «On approval of the Fundamentals of State Policy in the field of strategic planning in the Russian Federation» among the main directions of state policy in this area, scientific and methodological support for strategic planning of socio-economic development and ensuring national security is defined [3]. Within the framework of this direction, a multi-criteria model for assessing the quality of state programs of the Russian Federation has been developed and passed initial testing. New methodological approaches have been transformed into an algorithm and assessment tools, brought to the level of draft Guidelines and tested on the example of several government programs of various formats and areas of implementation. The model includes the author's conceptual apparatus, parameters and evaluation criteria, a regulated sequence of evaluation procedures (algorithm), specific tools, a specially developed tabular format for obtaining and issuing evaluation results. The principal features of the multicriteria model were described earlier [11]. This article presents the first practical results of assessing the quality of individual state programs of the Russian Federation based on the developed model. The obtained results, in turn, can be used for further improvement of the model.

In the context of digitalization, a special role in increasing the economic potential of the country is played by stimulating innovation and creating favorable conditions for doing business. The May decrees of the President of the Russian Federation determined the national development goals of the Russian Federation for the period up to 2024, which include an increase in the number of organizations implementing technological innovations [1]. At the same time, the priority task is to create conditions for the inflow of long-term financial resources into the economy. The solution to this problem will be facilitated not only by ensuring access for companies in the real sector of the economy to traditional channels of raising capital (bank lending, bonds and shares), but also by developing alternative investment mechanisms such as crowdfunding direct investments. The purpose of this article is to develop a concept for the creation and development of the infrastructure necessary for them by assessing the effectiveness of the current state and problems of the functioning of investment platforms in Russia. At the same time, modern methods of scientific knowledge were used: analysis, synthesis, induction, abstraction. The article substantiates the relevance of using crowdfunding as an important tool for information support of innovative projects (startups) of individuals and legal entities. The state and problems of development of investment platforms in Russia are investigated. At the same time, the factors of low popularity of investment platforms in Russia were identified. In addition, the legislative regulation of investment platforms in Russia was considered. Proposed activities for the development of investment platforms in Russia, such as: developing and conducting a strategic communication campaign, creating and maintaining a Central Repository of Public Sector Case Studies, and creating an underwriting mechanism or bridging fund for PPP projects.

The analysis of methodological basis of evaluation of performance of government programs of the Russian Federation and some of its subjects is performed. Conclusions of a large variety of actual techniques which can be conditionally combined in three groups as well as of insufficient scientific and legal arguments of actual techniques were drawn. The proposed approach in which the framework of the Association of control and accounts bodies of constituent entities of the Russian Federation will be developed and tested not more than three or four scientific methods of evaluating the effectiveness of implementation of government programs.

The article presents a methodological approach to constructing limits for monitoring the risks of nonachievement of national development goals of the country and its regions. The study’s relevance lies in the fact that the implementation of the suggested approach in public administration will contribute to the implementation of an adequate assessment of the achievement of these goals at the federal level and the level of constituent entities of the Russian Federation. The solution to the problem of building the limit values “corridors” for risk monitoring of non-achievement of the country’s national development goals and regions is carried out on the methodological basis of the scenario approach with the use of indicative analysis. This allows setting the limit values “corridors” as a calculated range of fluctuations of the target indicator within its upper and lower limits. Using the suggested methodological approach, the boundary of the limit values for the indicator of the poverty level, which serves as a target indicator for the assessment of the national development goal “Population preservation, health and well-being of people” achievement is constructed. Based on the calculations obtained, as well as on the estimates of the indicator made for Krasnodar Krai and Astrakhan region, it is shown that the poverty targets defined by the national development goals and the corresponding regional strategies differ significantly from those obtained on the basis of the forecast, which determines the high risk of non-achievement the target values. The methodological approach suggested in the article makes it possible to promptly inform the management agent about the appearance of unfavorable or critical changes in the country’s social and economic development and to develop measures for the elimination of negative tendencies and support of positive trends in the achievement of national development goals.

Resolution of the Government of the Russian Federation No. 786 of May 26, 2021 «On the Management System of State Programs of the Russian Federation» (hereinafter — Resolution No. 786) approved new rules for the development, implementation, monitoring and evaluation of the effectiveness of state programs of the Russian Federation. In the development of the resolution, the Order of the Ministry of Economic Development of the Russian Federation No. 500 dated August 17, 2021 adopted methodological recommendations for the development and implementation of state programs of the Russian Federation that meet new requirements. Programs should acquire a homogeneous structure that includes five main elements: a list of strategic priorities, a passport of the state program containing goals and indicators with their decomposition by region, passports of federal, departmental projects and complexes of process measures (structural elements of the state program), plans for the implementation of structural elements and a regulatory «substrate» — acts necessary for the implementation of the program. For each state program, as well as its individual elements, a list of socially significant indicators linked to national development goals should be formed. In all state programs, the project part will be allocated, providing for the implementation of specific tasks and obtaining unique results for a limited period of time. One of the first (if not the first) to approve the updated version of the State Program for the Development of Agriculture and Regulation of Agricultural Products, Raw Materials and Food Markets (hereinafter also referred to as the State Program, Program), which comes into force on January 1, 2022. On the example of the updated version of the State Program, the article provides a critical and constructive analysis of systemic problems that may arise in the development of state programs of the Russian Federation as part of the implementation of a new system of program-targeted management.

The purpose of this article is to check Russia’s strategic planning system and anti-crisis measures against the United Nations 2030 Agenda for Sustainable Development by monitoring the documents for policy objectives directly or indirectly corresponding to the targets of the sustainable development goals (SDG); comparing the indicators present in the Russian documents with those in the 2030 Agenda; assessing the impact of anti-crisis measures on the sustainable development outlook in the country; and tracing the changes present in the latest socio-economic development initiatives of the Russian government. The scope of the study in terms of the number of documents analyzed was determined in accordance with the provisions of Article 11 of the Federal Law No. 172-FZ On Strategic Planning in the Russian Federation, and includes a vast array of federal strategies, sectoral strategic planning documents, national and federal projects, state programmes, the 2020 Presidential Decree No. 474 On the National Development Goals of the Russian Federation for the Period Until 2030 and its auxiliary documents, as well as other ad hoc anti-crisis planning instruments, such as the 2020 Nationwide Action Plan. The results of the analysis make it possible to trace the paradigm shift in Russia’s decision-making toward incorporating more elements of the sustainability discourse characteristic of the 2030 Agenda and other multilateral arrangements, particularly in regard to climate change and environment, taking place in 2020–21.
