В статье проведен анализ структуры Стратегии социально-экономического развития Республики Башкортостан на период до 2030 г. Определена важность разработки единой системы целевых индикаторов реализации стратегий, поскольку по отдельности регионы допускают их произвольное отражение. The article analyzes the structure of the Strategy of socio-economic development of the Bashkortostan Republic for the period up to 2030. The importance of developing a unified system of target indicators for the implementation of strategies is determined, since separately the regions allow their arbitrary reflection.

The unification of territorial communities allows forming an effective and convenient system of management of the territory in which they live. However, the unification of territorial communities in Ukraine is uneven, which raises the question of why this is happening. The purpose of the study is to analyze the level of social-economic development of united territorial communities in Ukraine and the choice of sustainable development strategies (adaptation, innovation, anti-crisis) for UTCs of different levels, identify problems of social-economic development and outline areas to address them. Research methods: generalization and scientific abstraction; system-structural and comparative analysis; economic and mathematical modeling; clustering. It has been established that the unification of different territories in Ukraine took place unevenly (with different levels of social-economic development). The study found that the unification of different territories in Ukraine took place unevenly due to different levels of their socio-economic development. It has been established that throughout Ukraine, communities with a low and high level of development predominate and to a lesser extent with a medium level of development. According to the results of the analysis, territorial communities were grouped into 3 regional clusters: cluster 1 – UTCs and territories with a high level of social-economic development (Kyiv and 9 regions); cluster 2 – UTCs and territories with an average level of social-economic development (6 regions); cluster 3 – UTCs and territories with a low level of social-economic development (10 regions). It has been proved that the social-economic development of UTCs is ensured by the improvement of financial, innovative, and investment activities of enterprises operating in communities. It has been proposed to apply an adaptation strategy of sustainable development for the territories of cluster 1; for cluster 2 - innovative strategy of sustainable development; for cluster 3 - anti-crisis strategy of sustainable development. Continuation of research in terms of determining the impact of enterprises on the socio-economic development of UTCs is promising not only in scientific terms but also to address the applied problems of developing a strategy for sustainable development at the level of individual UTCs in Ukraine. The studied methodology for the unification of territorial communities can be used to predict the further formation of UTCs in Ukraine and can be applied for territorial and administrative reforms in countries with uneven regional development.

Intensification of the innovative activity of regions in modern conditions is a strategic factor in the growth of their economies. Practice shows that those regions in the economy of which the change of traditional technologies to innovative ones took place timely demonstrated a high level of socio-economic development. In this connection, the innovative activity acquires special relevance in depressed regions, where the dynamics of indicators of socio-economic development is significantly lower than the average in the country. The lack of analytical information on the state, general trends and features of the development of the innovative activity in such problematic regions makes it necessary to conduct such studies, which made the authors choose the topic of the article. The purpose of this article is to identify trends and characteristics of the development of the innovative activity in the depressed regions of the Russian Federation. The informational basis of the analysis was statistical data from open sources on the results of the innovative activity of the regions of the Russian Federation that are classified as depressed [17]: the Volgograd Region; the Ivanovo region; the Kirov region; the Ulyanovsk region; the Kurgan region; the Oryol Region; the Smolensk region; the Pskov region; the Chuvash Republic; the Altai Territory. The study is based on the complex and systematic approaches with the use of economic-statistical, logical and expert analysis methods. As a result, the authors concluded about the insufficient level, differentiated nature of the dynamics, and significant interregional differences in the values of the indicators of the development of the innovative activity in the studied regions. The results of the study can be used by authorities when choosing the innovative strategy and methods of state support for innovative activities in depressed regions in order to transfer their economies from the current state.

The loss of country’s socio-economic development stability puts on the agenda the problem of finding solutions contributing to the maintenance of Russian households’ welfare. The authors believe that these solutions lie in the broader area than applying various instruments of monetary support. The most effective solutions are related to the actualization of own resources of households that can act as a safety margin as well as a source of social development. The attempt to evaluate the households’ resource provision and highlight the significance of each resource enabling or creating barriers to the growth of households’ welfare is made in this article. On the basis of received conclusions social policy areas directed at preserving or enhancing the welfare are defined.

The review outlines the connection between E. Reinert’s book and the tradition of structural analysis. The latter allows for the heterogeneity of industries and sectors of the economy, as well as for the effects of increasing and decreasing returns. Unlike the static theory of international trade inherited from the Ricardian analysis of comparative advantage, this approach helps identify the relationship between trade, production, income and population growth. Reinert rehabilitates the “other canon” of economic theory associated with the mercantilist tradition, F. Liszt and the German historical school, as well as a reconside ration of A. Marshall’s analysis of increasing returns. Empirical illustrations given in the book reveal clear parallels with the path of Russian socio-economic development in the last twenty years.
