The article is based on the results of the state task for 2020 to perform research work at the Federal state budgetary institution of higher education “Financial University under the Government of the Russian Federation”. The role of industrial Arctic projects in the socio-economic development of the country is considered. The rating of regions of the Arctic zone by annual production waste generation ispresented. The problem of environmental damage accumulated in the regions of the Arctic zone is substantiated. The need to improve the regulatory framework governing the implementation of industrial activities in the Arctic territories is identified.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.

Currently, the creation of strategic documents and the implementation of the action plan to achieve the goals and objectives set out in such documents is widespread among large business companies, both manufacturing and mining sectors, the retail sector, as well as elevated to the rank of mandatory for corporations with state participation, Federal state unitary Enterprises and a number of similar organizations. Such requirements are imposed on a number of sectors of the economy, and the cultural sector, where there are two documents of strategic goal – settingthe Basis of the state cultural policy and the Strategy of the state cultural policy, has not escaped this.It is important that these strategic planning documents, which represent a whole body of normative legal acts defining the goals and directions of the country's development, are of significant legal significance, as they are approved by the Decrees of the President of the Russian Federation or by resolutions and orders of the Government of the Russian Federation, which, in particular, means that they are binding.The article is devoted to the analysis of approaches to the definition of the role of libraries presented in various strategic documents of the Federal level, approved in recent years, which in a General sense can be considered clearly formulated "state order" for the implementation of which the activities of public libraries of the country should be focused in the coming years and in the long term.

Введение. В статье рассматривается взаимодействие между органами государственной власти, органами власти субъектов Федерации и муниципалитетами посредством исследования роли Ассоциации «Арктические муниципалитеты» при реализации политики в Арктике. Цель работы:проанализировать действенность работы и оценить роль Ассоциации «Арктические муниципалитеты» при реализации государственной политики в Арктическом регионе Российской Федерации. Задачи: проанализировать степень участия Ассоциации при осуществлении государственной политики в Арктической зоне России и предложить конкретные меры по совершенствованию деятельности Ассоциации «Арктические муниципалитеты». Методы: системный и исторический подходы, сравнительный анализ. Результаты: раскрыты цели, задачи и предмет деятельности Ассоциации «Арктические муниципалитеты». Проанализирована активность и действенность работы Ассоциации. Выводы: в круг полномочий Ассоциации не входят вопросы обеспечения экологической безопасности Арктики. Проблемой является отсутствие официальных докладов о проделанной работе в свободном доступе. Автор считает необходимым передать круг вопросов по вопросам обеспечения экологической безопасности в компетенцию органов местного самоуправления в лице Ассоциации, а также привлечь коренные народы Севера к процессу принятия решений на местном уровне путем их представительства в Ассоциации.

Strategic documents related to the socio-economic development of the Arctic zone of the Russian Federation are considered. The role of system-forming projects that have a significant impact on the development of engineering and transport infrastructure in the Arctic is determined. The place of St. Petersburg as a historically developed center for the study and development of the Arctic zone in various directions is shown. The article analyzes a systematic approach to the development of mineral resources in the Arctic on the basis of a broad interdepartmental and interregional interaction of various economic entities in the real sector of the economy and government authorities.

The main content and problems of implementing the Sendai Framework for Disaster Risk Reduction in the Eurasian geopolitical and geoeconomic space, and the formation of framework platforms in various Eurasian regions are actualized in the article. The legal and economic basics of the Russian platform are revealed through the example of the integrated security system in the Arctic zone of the Russian Federation. The place and role of the EMERCOM of Russia in implementing the Sendai Framework for Disaster Risk Reduction, its contribution to the development of indicators, and terminology related to disaster risk reduction are shown.

Implementing major projects for development of the Arctic regions of the Russian Federation and ensuring sustainable economic growth of these regions, the government pays a special attention to the social development and improvement of medical care in remote and hard-to-reach areas of the Russian Arctic. In recent years, research of the peoples health and influencing factors have intensified. The Ministry of Health of the Republic of Sakha (Yakutia) carried out large federal and republican programs to develop the material and technical equipment and ensure appropriate staffing of medical institutions in the Arctic and northern regions. The Republic of Sakha (Yakutia) is one of the most isolated and hard-to-reach regions of Russia, therefore, development of medical care in the Arctic zone is particularly important. The article presents the characteristics of the Arctic zone of the Republic of Sakha (Yakutia), population density 1 km2, distance of settlements from the center. The percent of remote and hard-to-reach settlements in the arctic regions ranges from 38 to 80%. The network of medical institutions with analysis of equipment and staffing is presented in detail. The article reflects the specifics of medical care in the Arctic zone in the context of the territory scale. The identified peculiarities make it necessary to develop differentiated regional mechanisms of implementing the state policy of healthcare development in the regions of the Far North of the Russian Federation. It would be reasonable to consider the possibility of developing a medical care sub-program taking into account the Arctic specifics.
