The article analyzes the problem of possible threats with the use of aircraft captured by terrorists or controlled unmanned aerial vehicles in relation to nuclear energy use facilities. In the context of preventing acts of nuclear terrorism, the urgent task is to protect nuclear facilities from deliberate attacks by civilian airliners operated by terrorists. On the basis of the materials of publications, the influence of external extreme loads acting on the design of nuclear power plants, their features during the fall of aircraft of different types is studied. As a conclusion, the author notes that improving the safety of nuclear power plants and other radiation-hazardous facilities, minimizing possible consequences from aircraft strikes are important areas in risk management and their protection from acts of nuclear terrorism by combining organizational measures to combat terrorism and nuclear security measures.

The article is devoted to the problem of ensuring fire safety in conditions of a large number of requirements, the assessment of the results of the joint implementation of which turns out to be a difficult-to-predict task. As a result, this does not allow drawing up an action plan to meet the requirements, taking into account the required effectiveness, efficiency and resource efficiency. For a deeper study of this problem, a review of scientific publications was made, which reflects these requirements, the effects of their joint implementation, the difficulties that arise that affect these external factors. At the end, a number of conclusions are drawn, one of which speaks of the need to create a method for ranking requirements, the application of which should take place in a continuous mode, thereby updating measures to ensure fire safety, depending on the current situation and the process of the development of the incident.

On the basis of a comparison of ideas about surplus utility and land rent and the results of new research, the inconsistency of conclusions about the exclusivity of their labor nature is shown. It is proved that the identification of the essence of both economic categories in the 19th and 20th century was hindered by the theory of mineral nutrition of plants. Following the theory led to the practice of applying mineral fertilizers, reduced to the use of additional capital in agriculture, and delayed the development of political economy due to the erroneous idea of the utility produced by the economic organism as a substance determined by human labor. In turn, the adoption of the theory of mineral nutrition as a natural science theory, led to a delay in identifying the nature of natural soil fertility. It is shown that the delay in overcoming the identified misconceptions about plant nutrition and the main categories of political economy leads to an increase in the crisis in the world economy.

In this article are analyzed scientific reports in a field of marine mammals echolocations, including data of their sounding impulses with repetition frequency significantly more, that need for definition of distance to objects of hunting. The interrelation between the increased repetition frequencies of impulses and types of subjects of hunting is established. Following frequencies of such impulses types and of related objects of hunting are presented in a table view.

The problems of managing organizational systems at the present stage have been established. The features of management and ensuring the economic security of business entities as open systems have been determined. The system of management and ensuring the economic security of organizational (socio-economic) systems in conditions of risk is considered. It has been proven that in a pandemic - conditions of uncertainty, statistical methods of risk assessment are inapplicable. A method of expertise in managing organizational (socio-economic) systems under conditions of uncertainty is proposed. An example of constructing scenarios under conditions of uncertainty is shown.

The relevance of the task of improving the system of marine space reconnaissance and target guidance (ICRC), which involves conducting reconnaissance, processing target designation data and issuing them for the use of naval missile weapons (RV), is closely related to the effectiveness of the combat use (BP) of high-precision weapons (WCO) of sea-based (MB) and BRAV. The development of the system and the creation of new ICRC systems for ships of the Russian Navy are aimed primarily at ensuring the combat use of missile weapons (RO).

The purpose of the article is to substantiate the effectiveness of creating a small business enterprise in the field of sports and educational services. Based on the analysis of the market of cultural and educational services and modern Russian small business, the legal features and risks that need to be taken into account for doing business in this direction were identified. Based on the standard structure of the business plan, a scheme for the organization of a small enterprise was developed, which takes into account the previously identified market features. A business plan, market analysis and marketing strategy, organizational plan and financial plan can be put into a combination of a business project and a sports hobby. The economic efficiency of the project is justified by calculating such indicators as net income, net discounted income, the payback period of investments, the internal rate of return, and the return on investment.

In the construction of the concept of public administration in the context of terrorist acts and related emergencies at nuclear facilities, it is important to create analytical and information models of interaction of automated systems for group decision-making, which are included in the contour of automated information processing. The creation of models of information interaction processes is possible only on the basis of a modern understanding of the content of counter-terrorism activities, enshrined in the legislation of the Russian Federation and doctrinal documents. The author proposes a model of information interaction between two state systems – the national system for countering terrorism and the unified state system for preventing and eliminating emergency situations. Specific proposals have been developed to clarify the Methodological recommendations on the organization of actions of state authorities and local self-government bodies in emergency situations, approved by the Government Commission for the prevention and elimination of emergency situations and fire safety by Protocol No. 4 of April 17, 2015.

The relevance of the study is due to the fact that the problem of chronic hunger, which has worsened over the past decades in the world, clearly indicates that there is not enough food in the world to feed people. The problem under consideration continues to worsen due to such factors as: the effects of climate change, the unstable world economy, low agricultural production, growing poverty and unstable food prices. Thus, these factors have set new challenges for the world to produce and continuously supply the population with basic foodstuffs. In modern Japan, the problems related to ensuring food security on the basis of a strong interaction between the agro-industrial complex and the state are very active. At the same time, the problem of food security in the land of the rising sun differs from the world one. Since Japanese food security consists in increasing the self-sufficiency coefficient by increasing domestic production in order to meet the demand for both types of food related to traditional Japanese food and imported from abroad. Thus, in addition to understanding the problem of food security in Japan, this paper also focuses on the need to increase self-sufficiency in food.
