The modern education system in most countries is built on providing equitable education opportunities to all people, regardless of the limitations they have. There are no significant problems in primary and secondary inclusive education, while most traditional higher education models are not sufficiently adapted to the needs of people with learning disabilities. Thus, it has been replaced by a blended learning model built on new digital learning environments in recent years. The aim of the article is to study the blended learning environment of inclusive educa-tion systems in China and Russia. The article presents the findings of a “The Global Learner Survey”, conducted on behalf of Pearson in May 2019 by The Harris Poll. The survey involved over 11,000 learners aged 16-70 across nine-teen countries. Additionally, statistics on the higher education development in Russia and China were used. The analysis of the current state of higher education in Russia and China, as well as the development of a blended learning environ-ment, shows the positive effect as that it allows students with limited educational opportunities to integrate into the educational and public life of the university and implement all types of rehabilitation along with the educational process.

This chapter explores the use of the wiki and its role as a cognitive tool to promote interaction and collaborative learning in higher education. The importance of the software to enable student created content, storage, and sharing of knowledge is reviewed. This chapter provides an evaluation of some of the affordances and constraints of wikis to promote critical thinking within a blended learning context. It assesses their potential to facilitate collaborative learning through community focused enquiry for geographically separated students and nomadic learners. One particular focus of the chapter is the development of new digital literacies and how students present their written work in wikis. The chapter also examines group dynamics within collaborative learning environments drawing on the data from a study conducted at the University of Plymouth in 2007, using wikis in teacher education. Finally, the chapter highlights some recent key contributions to the developing discourse on social software in what has been termed ‘the architecture of participation.’

The structural-functional analysis of the socio-cultural peculiarities of implementing inclusive policy in educational process in Russia is carried out. The issues of the inclusive approach introduction in higher education are touched upon. The main indicators of the living standard in the country including the level and accessibility of education are listed, interrelation of the living standard and quality of education are emphasized. The history of development and the difficulties of implementing inclusive education in Russia are considered. In particular, the historical, organizational, content and socio-economic peculiarities of inclusive education development in Russia are conceptualized. The importance of the inclusion being one of the main principles of the modern society is underlined. The main reasons for the difficulties in implementing inclusive education in Russia are indicated. Some of them are the lack of the necessary theoretical and methodological research as well as material and technical support. One of the main objectives in the implementation of inclusive education is a special organization of educational process including social integration and psychological adaptation of students with disabilities. A special role is given to the teacher who should be able to organize the educational process effectively providing equal opportunities for all its participants. In conclusion, possible solutions of the problems connecting with implementing an inclusive approach in higher education in Russia are outlined taking into account the peculiarities of its development.

While the idea of reusing objects in digital learning environments is not new, continual strides are being made toward improving the prospects of reusability. However, three of the main steps in reusability—finding a pedagogy in which both contribution and reusability are regular aspects, having a convenient technology for all stages of contribution and reuse, and finding institutional motivation and support for reuse—are far from common procedures in most higher education and company training settings. In this article we describe a shift in pedagogy and technology requirements that we see as major steps in accelerating the reusability process. We also position the reusability process in a broader context: an evolution in education and training toward either a Stretching the Mold Scenario or a New Economy Scenario.

The article considers the problem of modelling the specific structure of social psychological support of students with disabilities in the context of inclusive education development. The article reveals the functions, system character and means of application of this structure in the course of realization of professional and educational paths. The authors analyze different models of social psychological support in the university and address the question of the efficiency of these models and their compliance with resources and demands of the university. The problem of the optimal model is considered. The authors suggest outsourcing as a solution for universities with limited number of assistive resources and small amount of students with disabilities. Developing the model implies taking into account perceptions and assessments of social psychological support in students with disabilities in each step of their professional path.

Researched is the problem of developing inclusive Higher education with an emphasis on the success of its completion and subsequent effective employment of graduates is very urgent. Today the number of students with disabilities requiring such training is estimated in the thousands. The accumulated experience of inclusive education confirms that vocational education, including higher education, provides the best vocational rehabilitation and subsequent successful employment of people with disabilities in the labor market. A key contribution to solving this problem is made by universities that create adapted educational programs for this category of students. The article summarizes the experience of the Bauman University on the creation of adapted basic professional educational programs for students with disabilities. The features of the organization of the inclusive educational process of learning, the features of the development and implementation of its methodological support: curricula, calendar educational schedules, competency matrices, work programs of disciplines and practices, assessment and other teaching materials are analyzed. The development and institutionalization of adoptive basic professional educational programs allows the university to pursue a targeted policy of attracting students with disabilities to higher education and ensures the success of mastering professional higher education programs approaching 90%, with 100% successful subsequent employment of graduates.

Во второй декаде ХХІ века внедрение электронно-цифровых устройств во все звенья общественных отношений достигло выдающихся масштабов, что отмечено и на образовательном процессе учреждений высшего образования. Развитие современной образовательной среды вуза невозможна без использования цифровых средств обучения (ЦСО) таких, как: платформы дистанционного обучения (EQUITY MAPS, GOOGLE CLASSROOM, MOODLE), мобильно-цифровых приложений (CLASSTIME, LEARNINGAPPS, QUIZIZZ) и платформ онлайн связи (GOOGLE MEET, ZOOM, WEBEX). Особое место в контексте внедрения ЦСО принадлежит медицинском образовании, где уровень личной подготовки соискателя (теоретической и практической) очень важен в контексте спасения человеческих жизней. Цифровые средства обучения позволяют использовать  особенности современного соискателя с его постоянными пребыванием в цифровом пространстве с целью обучения до введения ограничительных мер, вызванных пандемией COVID-19. Образовательный процесс не должен останавливаться, и соискатели должны получать качественное образование, но нужно сохранять баланс между аудиторной и дистанционной формой передачи знаний и умений. На помощь участникам образовательного процесса может прийти образовательная технология смешанного обучения. Эта технология обучения достаточно новая и динамично развивается, она незаменима при очной форме обучения. Данная образовательная технология предоставления образовательных услуг сочетает в себе лучшие аспекты и преимущества преподавания в аудитории и интерактивного или дистанционного обучения, создает доступные курсы для соискателей образования, при которых учебный процесс представляет собой систему, состоит из разных частей, которые функционируют в постоянной взаимосвязи друг с другом, образуя целостную образовательную среду вуза. In the second decade of the XXI century, the introduction of electronic and digital devices in all links of public relations reached an outstanding scale, which was also noted in the educational process of higher education institutions. The development of the modern educational environment of the university is impossible without the use of digital learning tools (CSOs) such as: distance learning platforms (EQUITY MAPS, GOOGLE CLASSROOM, MOODLE), mobile digital applications (CLASTIME, LEARNINGAPPS, QUIZIZZ) and online communication platforms (GOOGLE MEET, ZOOM, WEBEX). A special place in the context of the introduction of CSR belongs to medical education, where the level of personal training of the applicant (theoretical and practical) is very important in the context of saving human lives. Digital learning tools allow you to use the features of a modern applicant with his constant stay in the digital space for the purpose of training before the introduction of restrictive measures caused by the COVID-19 pandemic. The educational process should not stop, and applicants should receive a high-quality education, but it is necessary to maintain a balance between classroom and distance forms of knowledge and skills transfer. The educational technology of mixed learning can come to the aid of participants in the educational process. This training technology is quite new and dynamically developing, it is indispensable for full-time training. This educational technology of providing educational services combines the best aspects and advantages of teaching in the classroom and interactive or distance learning, creates accessible courses for educational applicants, in which the educational process is a system, consists of different parts that function in constant interrelation with each other, forming an integral educational environment of the university.

Based on the analysis of the current state of pedagogical science and practice, a number of topical issues are identified that require further study and expansion of practical implementation of ethnopedagogical achievements in the educational activities of higher education. Modern pedagogy increasingly forgets about the previous historical experience of teaching and upbringing. “Innovative” technologies are declared, which actually turn out to be ancient humanitarian tech-nologies. This includes private teaching, in the form of working in pairs. Upon careful analysis, it turns out that this form of education took place in ancient times in folk pedagogy. Paired learning was used in the middle school of the 20th century and has not lost its popularity nowadays. We conclude that the content of the educational process of higher education can be modernized by including innovations based on traditional ethnopedagogical technologies. Among them, special attention is paid to individual and group teaching, which has received new forms and areas of application in modern pedagogical methodology. We share the experience of using learning in pairs in the process of teaching foreign languages to students of the University under the Interparliamentary Assembly of EurAsEC. This technology allows graduates to improve their level of training and acquire skills of effective intercultural communication.
