Using Mission-Specific MIS Infrastructures

This chapter focuses on something that has unfortunately drawn little attention in the past, but is expected to garner more and more interest in the years to follow, namely mission-specific Management Information Systems and the underlying Management Information System infrastructures. Managerial/organizational information needs and the role of Management Information Systems in business organizations have been studied from one side only: formalizing the functions and defining typologies of operations. This (wrong) approach still dominates the field despite the fact that such type of MIS covers only less than 5 or 10 per cent of the interactions and communications amongst the employees and the management of a commercial business or an organization. This chapter examines two example cases related with the building of a conceptual framework for the study of research ecosystems and the measuring of government innovation within the countries of the European Union.

Chapter 8 continues the path through the ISSP framework described in Chapter 5 by considering the information systems (IS) application needs of government entities to support the identified information requirements. The basic principle is that the organisation needs to identify the information that it requires to run its business and then to determine the application systems that support the information needs. Hence, this approach provides a business-driven model rather than a technology-driven method. The chapter discusses various concepts related to the information resource management, information engineering, database management systems, data warehousing concepts, data mining concepts, business process reengineering, management information systems, decision support systems, executive information systems, and value chain analysis. These concepts link information management with application systems management, thus providing an integrated holistic view of the IS process.

The rapid spread of the COVID-19 pandemic made it necessary to take serious precautions in the field of education, so schools were closed in many countries and switched to online education. The pandemic has caused similar changes in higher education institutions in Turkey. The motivation of the students is an important component in achieving the targeted success of the rapidly adapted online education. This study aims to investigate the factors that affect the motivation of management information systems students towards online education conducted during the COVID-19 pandemic. The findings reveal that the role of instructor, system support, and time management come to the fore in students' positive motivation. On the other hand, ineffective group work, failure to achieve career goals, prolonged pandemic period, and breakdown in social relationships have influence on students' negative motivation. It is expected that this study will guide policy developers for distance education and instructional strategies to be developed in the field of management information systems.
