Australian governments are early adopters of many electronic record-keeping and reporting systems, and the Australian Standard Business Reporting (SBR) Program evolves this further. This paper examines the evolution from government-centric technologies and standards to collaborative, open, and community standards-based systems. It describes the SBR Program as a case study in the development of seamless business-to-government reporting, which delivers significant reductions in reporting costs for business. The flexibility and universality of eXtensible Business Reporting Language (XBRL) is an important element in the SBR approach. The benefits to business and government reveal immediate and practical benefits that expand with the growing number of users of these standards and technologies. The open, collaborative processes that have been driven by the SBR Program are consistent with the current directions of e-government in various countries. Technology in government is interactive and viewed in terms of a complex adaptive system, which needs to grow, respond, and interact with systems used by businesses in the Australian and international communities. The use of XBRL in the SBR Program increases the integrity of data that is provided to multiple parties, eliminating the need to transform financial data in a business’s system to the various semantic differences currently imposed.

Case study research in engineering design, while not as formalized and accepted as in the social sciences, is growing in popularity because of its ability to yield significant insights into how designers interact with design problems, processes, artifacts, and each other. A wealth of evidence for use in case studies exists in the form of undergraduate senior design courses, which produce documentation related to the design of new artifacts every academic semester. The resulting documentation can be effectively mined to test hypotheses about design processes and designer behaviors. In this paper, we offer an example application of how to apply case study research to a completed senior design project in order to test a theory for how designers, users, and artifacts behave as a complex adaptive system. The evidence from the case study supports the descriptive power of the theoretical framework and supports the practical conclusion that effective communication between designers and users is particularly important and should be strengthened to foster overall project success, especially during the problem definition stage of design.

The Technical Publications team at Sybase, Inc. maintains many thousands of pages of user documentation and online help topics for a diverse set of software products. Writing teams work in nine locations around the globe; a given project often involves writers from multiple locations. To achieve greater efficiency, increase opportunities for reuse, and improve user experience, the department is moving to the Darwin Information Typing Architecture (DITA) from a variety of source formats. Early adopters realized the need for more detailed information models for several types of content than required by the DITA standard. This chapter discusses why models are a critical component to successful collaborative writing, especially for topic-oriented content. It then describes the collaborative processes and tools by which Sybase® Technical Publications team members propose, evaluate, develop, test, and enforce new content models, challenges encountered, and key success factors.

Purpose The purpose of this study is to investigate factors contributing to the development of resilience capacity and capability of industrial clusters in order for them to mitigate, absorb and adapt to the impacts of Iran’s economic sanctions. Design/methodology/approach The Hospital Equipment Cluster of Tehran (HECT) was selected as the case study for the research. The data were collected using the library and field research and analyzed using the thematic analysis method. Findings The key dimensions of resilience were grouped into socio-cultural, economic, technical-organizational and institutional–infrastructural categories. Based on the “complex adaptive system” theory, each of the abovementioned dimensions were investigated on different levels of analysis, including individual, enterprise, cluster, government and environment. Eventually, recommendations were made by considering required capacities and capabilities of resilience of the hospital equipment sector toward economic sanctions. Originality/value The resilience toward economic sanctions, as an extensive disaster, is a considerably new subject and few studies have been performed in the field. This research provides practical solutions for local policy-makers, authorities and enterprise managers.

PurposeThis paper aims to explore how omni-channel data flows should be integrated by specifying what data, omni-channel agents and information and digital technologies (IDTs) should be considered and connected.Design/methodology/approachA multiple case study method is used with 17 British companies. The studies are supported by 68 interviews with the case companies and their consumers, 5 site visits, 4 focus group meetings and the companies’ archival data and documentations.FindingsThis paper provides novel frameworks for omni-channel data flow integration from consumer and business perspectives. The frameworks consist of omni-channel agents, their data transactions and their supporting IDTs. Relatedly, this paper formalizes the omni-channel data flow integration in the forms of horizontal, vertical and total integrations and explores their contributions to the adaptability of omni-channel, as a complex adaptive system (CAS). It also discusses that how inter-organizational governance mechanisms can support data flow integration and their relevant IDT implementations.Research limitations/implicationsThe breadth and depth of the required IDTs for omni-channel integration prove the necessity for omni-channel systems to move toward total integration. Therefore, supported by CAS and inter-organizational governance theories, this research indicates how data flow integration and IDT can transform the omni-channel through self-organization and autonomy capability enhancement.Originality/valueThis research’s recommended frameworks provide a robust platform to formalize data flow integration as the omni-channel's core driver. Accordingly, it moves the literature from a basic description of “what omni-channel is” and provides a novel and significant debate on what specific data should be shared at what levels between which agents of the omni-channel, and with what type of relationship governance mechanism, to assure omni-channel horizontal, vertical and total integrations.

Purpose This study aims to explore the chicken and egg paradox in the taxi e-hailing business contributing to define a condition of system emergence. This paradox is a meaningful one as these platforms represent a system where the passengers systems have no reason to participate if they have no drivers-systems to answer their call, but, at the same time, the platform is not useful to the drivers-system if there are no passengers-systems using the platform. Design/methodology/approach To understand how this paradox has been dealt with in the taxi e-hailing business, this study focused on a case study on a best practice in Italian taxi e-hailing industry (i.e. MyTaxi/FreeNow). This study wants to comprehend which actions have been implemented to solve this paradox and has tried to identify the interconnections between the various strategies to create a closed loop diagram for further testing. Findings This study has found that the company did not choose a single “subsystem” (passenger or driver), but it has stimulated the creation of several mutually reinforcing motivation for have both subsystems interact to help the company grow. Originality/value To the best of the authors’ knowledge, this paradox has never been studied using the complex adaptive system perspective. This perspective is particularly useful in this case and in the similar ones with several different interacting factors that cannot be really studied without using a higher order perspective.

AbstractConceptualizing the public health response to the COVID-19 pandemic response as a complex adaptive system is useful to study its key features of emergence, interdependency, and adaptation yet practical guidance for mixed methods researchers remains limited. This study contributes an illustrative example and discussion for guiding how a mixed methods convergent sequential research design, informed by complexity theory and drawing upon open-access datasets, can rapidly generate complex case study descriptions. This article serves as an essential reference for identifying points of integration within a sequential convergent design using text mining to manage large data volumes and studying complex phenomena using a complexity-informed case study-mixed methods approach to generate novel public health insights.

Open system relates with the external environment as both input, and output and a complex adaptive system consists of lots smaller systems that blends with one another to react to the external environment and assures its survival. A company can perform as an open system or a complex adaptive system at various intervals depending on its circumstances. In the case of FBPS performing individually is more comparable to it functioning as an open system. Once FBPS merged with Caudhill school the entire institution began running as a complex adaptive system where each company, FBPS and Caudhill, management started acting as separate parts of the total institution but instead showing one structure while interacting with the community FBPS was apparently ineffective as an open system by the time of its closure because it is undoubtedly obvious they were not sympathetic to the stakeholders, meaning, the kids and the parents’ wishes, it started performing like a closed system. The organization was not effective as a complex adaptive system because its continuity was threatened and clearly the separate units or factors of the organization were not communicating effectively amongst each other in the general interest of what was best for the company. Therefore, what is contained from this case is that the internal environment of an organization is a critical fact for organization’s to be able to survive and have success in accomplishing their overall goal.
