Evaluation and Metrics of E-Government

This chapter discusses EU methodologies used for the evaluation of a number of e-government related strategies including: Action Plan e-Europe 2002, Action Plan e-Europe 2005, the Strategic Framework i2010 as well as the Digital Agenda 2020. It highlights differences and similarities between these plans. It is suggested that Europe should not focus mainly on the supply side (track availability and sophistication), but should also investigate indicators that might directly affect the eGovernment adoption. To this end, we have searched Eurostat Database in order to demonstrate some of the eGovernment evaluation metrics that affect the use and availability of eGovernment (eGov) in European Union concerning individuals and enterprises. We processed the row data and estimated the annual average and the annual average change of eighteen eGovernment indicators for the years 2005-2010. Furthermore, the chapter determines whether or not some of the targets of Digital Agenda 2020 will be accomplished by stated 2015. The author’s estimates are based according to existing trends to determine how these indicators will affect, if nothing changes, in or by 2015.

The question of electronic solutions in public health care has become a contemporary issue at the European Union level since the action plan of the Commission on the e-health developments of the period between 2012 and 2020 has been published. In Hungary this issue has been placed into the centre of attention after a draft on modifications of regulations in health-care has been released for public discourse, which – if accepted – would lay down the basics of an electronic heath-service system. The aim of this paper is to review the basic features of e-health solutions in Hungary and the European Union with the help of the most important pieces of legislation, documents of the European Union institutions and sources from secondary literature. When examining the definition of the basic goals and instruments of the development, differences between the European Union and national approaches can be detected. Examination of recent developmental programs and existing models seem to reveal difficulties in creating interoperability and financing such projects. Finally, the review is completed by the aspects of jurisdiction and fundamental rights. It is concluded that these issues are mandatory to delineate the legislative, economic and technological framework for the development of the e-health systems. Orv. Hetil., 2014, 155(21), 822–827.

Subject. The article considers the concept of circular economy, which has originated relatively recently in the academic literature, and is now increasingly recognized in many countries at the national level. In the European Union, the transition to circular economy is viewed as an opportunity to improve competitiveness of the European Union, protect businesses from resource shortages and fluctuating prices for raw materials and supplies, and a way to increase employment and innovation. Objectives. The aim of the study is to analyze the incentives developed by the European Commission for moving to circular economy, and to assess their effectiveness on the basis of statistical analysis. Methods. I employ general scientific methods of research. Results. The analysis of the EU Action Plan for the Circular Economy enabled to conclude that the results of the recent research in circular economy barriers, eco-innovation, technology and infrastructure were successfully integrated into the framework of this document. Understanding the root causes holding back the circular economy development and the balanced combination of economic and administrative incentives strengthened the Action Plan, and it contributed to the circular economy development in the EU. Conclusions. The measures to stimulate the development of the circular economy proposed in the European Action Plan can be viewed as a prototype for designing similar strategies in other countries, including Russia. Meanwhile, a more detailed analysis of barriers to the circular economy at the level of individual countries and regions is needed.

Fine-particulate pollution is a major public health concern in China. Accurate assessment of the population exposed to PM2.5 requires high-resolution pollution and population information. This paper assesses China’s potential population exposure to PM2.5, maps its spatiotemporal variability, and simulates the effects of the recent air pollution control policy. We relate satellite-based Aerosol Optical Depth (AOD) retrievals to ground-based PM2.5 observations. We employ block cokriging (BCK) to improve the spatial interpolation of PM2.5 distribution. We use the subdistrict level population data to estimate and map the potential population exposure to PM2.5 pollution in China at the subdistrict level, the smallest administrative unit with public demographic information. During 8 April 2013 and 7 April 2014, China’s population-weighted annual average PM2.5 concentration was nearly 7 times the annual average level suggested by the World Health Organization (WHO). About 1322 million people, or 98.6% of the total population, were exposed to PM2.5 at levels above WHO’s daily guideline for longer than half a year. If China can achieve its Action Plan on Prevention and Control of Air Pollution targets by 2017, the population exposed to PM2.5 above China’s daily standard for longer than half a year will be reduced by 85%.

The oceans are a vast yet fragile environment, and one of the biggest issues scientists have to tackle today is the conservation of marine biodiversity. In 1975, to try to address the physical, chemical and biological alteration of these delicate ecosystems, 16 Mediterranean States together with the European Union, implemented the Mediterranean Action Plan (MAP). The aim was to safeguard the marine environment and promote its development in the Mediterranean basin.

The aim of this study is to determine changes in the structure of horticultural farms in EU countries in the years 2007-2017 and their incomes and determine the share of subsidies of the Common Agricultural Policy in the income of horticultural farms in studied groups. Horticultural farms from the European Union Farm Accountancy Data Network (EUFADN) of all EU countries were surveyed. A dynamic analysis of the structure of farm numbers in particular groups of economic size (ES6) was carried out, and then the average change in income and the share of subsidies in income within these groups in 2007 and 2017 were presented. As a result of the conducted research, changes in the number of horticultural farms in various groups of economic size were taken into account and the assumptions concerning the decreasing scale of fragmentation of horticultural farms were confirmed by a decrease in the number of the economically weakest groups and an increase in the number of medium and large farms. It was noted that, in the studied groups, the strongest income growths concerned farms with medium or high economic strength, which may mean that income had a significant impact on the process. Moreover, it results from the conducted research that existing institutional solutions additionally supported the tendency to reduce the scale of fragmentation of horticultural farms in the EU-12 due to the fact that the shares of subsidies were higher in groups with higher economic strength.

The European Union (EU) trade policy towards Western Balkan's countries (Albania, Bosnia-Herzegovina, Croatia, Serbia and Montenegro and the Republic of Macedonia) is one of the important tools of EU's integration strategy. The exports from the Western Balkan?s countries to the European Union(15) are preferred within special autonomous trade measures for the Western Balkan?s countries which were introduced by the EU in September 2000 (the 2000TM). The 2000TM are a far-ranging set of preferences which provide the Western Balkan?s countries with unparalleled market access to the EU, and hence with the potential both to develop the existing exports and to generate new exports. However, the Western Balkan?s countries exports to the EU are far below the level which could reasonably be expected. In all Western Balkan?s countries a number of supply-side and domestic policy reasons are identified for this under-performance, which suggests that the 2000TM are likely in part to rectify the situation. The economic regeneration of the Western Balkan?s countries will depend on the success of internal economic reform and on the adoption of economic and trade policies which specifically identify and address some serious supply-side constraints.

The present paper aims to highlight the discrepancies between two countries of the European Union, Romania and Denmark, in the perspective of the Sustainable Development Goals. As Denmark is seen as a primer European and Global nation in achieving the United Nations' targets, Romania can use this example as a guideline on how to act and to obtain the most notable results. The article proposes some key principles that Romanians could follow in order to successfully fulfill the 2030 Action Plan having, as an example, the strategies and indicators reached by Denmark. The current work paper is structured as a review of the two reports that voluntarily summarize the situation of the Sustainable Development Goals in each state, followed by a statistical analysis of investment behavior and concluded with an analysis of the most notable differences between the states based on the dataset published by Eurostat.

This chapter introduces e-strategies, initiatives and action planes in the European Union intended for the successful implementation of the Lisbon Strategy, according to which Europe should become the most competitive and dynamic society based on knowledge by 2010. These strategies are the baseline for the national policies, strategies and initiatives in every European Union country. The chapter presents policies, legislation environment and initiatives being adopted in Slovenia. Moreover, data about e-business development in Slovenia is also presented. As in other EU countries, it is evident that SMEs are generally lagging behind large organizations as far as the adoption and usage of e-commerce is concerned. The situation was a background for the preparation of the eSMEs Slovenia initiative and action plan to accelerate e-business introduction and adoption in SMEs. The initiative and action plan consist of 12 actions, which are elaborated in this chapter. The initiative was supported by the ministers of the Ministry of Higher Education and Technology, the Ministry of Public Administration, the Ministry of Economy, the Ministry of Finance, the Ministry of Economic Growth and Development and other involved institutions. Thus, the initiative presents an important framework for the further uptake of e-business adoption by SMEs. The chapter is concluded by a summary of the chapter’s main contributions.

The European Union was present in Kosovo even before the declaration of its independence. However, it was after 2008 and at the request of the Kosovar authorities to EU that Kosovo inaugurated a period of close ties with the organization, through the rule of law mission it launched for the country and through various programs of the European Commission, including the European Partnership Action Plan (EPAP) for Kosovo, Mechanism of the Stabilization and Association Process, and the Instrument of Pre-Accession (IPA). This chapter seeks to examine the evolution of European presence on Kosovo by analysing EULEX mission and other European instruments and the achievements by newly former states in achieving the Copenhagen criteria, contributing to the academic debate on the role of European Union aid in the new Western Balkans states for their emancipation and possible access to the organization. It also evaluates the mutualisation of responsibilities and maintenance of the European status quo in Kosovo, fostering a protectorate in an independent state.
