The Changing Mission and Nature of Partnerships in Public Universities

Reasons for public education are many; however, to crystalize and synthesize this, quite simply, public education is for the public good. The goal, or mission, of public education is to offer truth and enlightenment for students, including adult learners. Public education in the United States has undergone many changes over the course of the last 200 years, and now public education is under scrutiny and is facing a continual lack of funding from the states. It is due to these issues that public higher education is encouraging participatory corporate partnerships, or neo-partnerships, that will fund the university, but may expect a return on investment for private shareholders, or an expectation that curriculum will be contrived and controlled by the neo-partnerships. A theoretical framework of an academic mission and a business mission is explained, the impact of privatization within the K-12 model on public higher education, the comparison of traditional and neo-partnerships, the shift in public higher education towards privatization, a discussion of university boards, and the business model as the new frame for a public university. A public university will inevitably have to choose between a traditional academic mission that has served the nation for quite some time and the new business mission, which may have negative implications for students, academic freedom, tenure, and faculty-developed curriculum.

The public university education in Bacau, represented by “Vasile Alecsandri” University from Bacau has developed over the past two years not only in terms of student numbers, but as human and material resources available to them. After the number of students per teacher, public higher education from Bacau is situated on the second place after Iasi, the number of teachers representing 1% of the country. The structure by scientific degrees of teachers has improved in the last year, reaching over 36% professors and lecturers and 144 PhDs. Over 55% of the teachers are younger than 40 years. The material basis has improved both quantitatively and qualitatively by putting into use a new building, bringing an additional 27 classrooms and 11 seminar rooms and providing the conditions of modern higher education.

It discusses the relevance of information and knowledge management in an institution of public higher education. It focuses on the stimulus, which can be implemented through assertive actions in the creation and maintenance of organizational knowledge, and as a general objective, analyzing the actions of the management of information and the knowledge of the technical coordination of Accounting and Finance of the University. In the methodological aspect, the research is characterized as study of case and field, configured as a study of qualitative and quantitative, exploratory and descriptive nature. It uses as a tool for data collection an individual questionnaire, without identification, which allowed us to recognize the actions of IKM, through the ‘diagnosis of knowledge management’, in the perspective of Bukowitz and Williams, adopted as a parameter. For the organization and analysis of data, the analysis of content was made. The results obtained reveal that the findings of the survey were positive for the shares of IKM, although there is a need for improvement with regard to encouraging the sharing of knowledge in the areas that make the Coordination of Accounting and Finance of the University.

In response to the many pressures facing public higher education, public universities are experimenting with business-oriented practices that seem likely to alter their nature and purposes. In this paper, we examine several hybrid experiments—new organizational strategies intended deliberately, sometimes explicitly, to hybridize the traditional norms and practices associated with academia and business at one emblematic public university. These cases illustrate how each hybrid experiment is a tacit response to existing norms and strategies that govern the university–business boundary, initiated as a hedge against the challenging fiscal and political climate. Taken together, they do not lead to a unitary and/or linear spread of business codes and practices. Instead, what some have referred to as “business logic” appears multifaceted, having many elements that are deployed, institutionalized, and perceived differently in different contexts, even within a single university.

Scholars of state politics and policy have devoted little attention to the public universities where so many of them work. Public higher education is organized at the state level, and its funding and governance have been debated at length in many states in recent years. Moreover, these universities provide opportunities for contributions to a variety of theoretically-grounded research, including the decision to make or buy public services, principal-agent issues and institutional arrangements for governance, the politics of institutional reform, the determinants of government appropriations and budgetary trade-offs, and internal decisionmaking in state-owned enterprises, public bureaucracies, and nonprofit organizations. Research on these issues could not only generate insights relevant to many types of institutions and public services but also contribute to ongoing policy debates over relations between state governments and higher education.

The impact of ministerial grants and EU fundson the library of a non-public higher education institution as seen in the Library of the WSB University of ToruńThe article presents an outline of the legal basis of the operation of non-public higher education institutions and their place in the Polish education system. This is the background for the author’s analysis of the library and information systems of business schools that are part of the TEB SA group. The author focuses on extrabudgetary forms of expanding the library of anon-public univer­sity through the use of ministerial and EU grants. The case study presented in the article is that of the Library of the WSB University of Toruń. The author examines, on the basis of books inventoried in 2011–2016, the volume and percentage share of books acquired thanks to EU funds and ministerial grants. She demonstrates how the Library — which, owing to the business nature of the University, has specialist collections at its disposal — acquires new forms of books e-books in mobi and pdf files, e-book readers, audiobooks etc. as well as educational aids. She presents examples of how extrabudgetary funds can support and complement the main budget of the library of anon-public university in its initiatives aimed at creating amodern facility.

Introductionthe purpose of analyzing the way in which electronic public administration is presented in the environment of Public Higher Education, for which the accessibility of web content is evaluated by applying the Ecuadorian standard NTE INEN ISO / IEC 40500: 2012. These criteria will serve as a basis for the necessary adjustments in the interfaces. Objectiveto promote an inclusive service. The selected websites correspond to the University of Guayaquil, Agraria del Ecuador, Escuela Politécnica del Litoral and the Arts, all of them of a public nature and settled in the city of Guayaquil. Materials and methodsinvolves five pages of each website as a representative sample. The research has a non-experimental character, transversal design and descriptive type. For this evaluation metric, only the 38 criteria that comply with compliance levels A and AA were taken into account. Automatic and manual tools for the measurement of accessibility are applied to the criteria, excluding the user test. Resultsare presented in four blocks where the levels of accessibility found in the four universities are described. Discussion The websites of the Public Higher Education Institutions of Guayaquil on average have a level of accessibility. ConclusionThe websites of the Public Higher Education Institutions of Guayaquil on average have a deficient level of accessibility in the application of the NTE INEN ISO / IEC 40500: 2012 Standard.

The main objective of this study was to explore the perceptions of LGBTQIA+ students regarding sexual and gender diversity in the university context by (1) identifying conceptions about a being LGBTQIA+ student in the higher education context, (2) researching perceptions of the stigma and discrimination against, and inclusion of LGBTQIA+ students and (3) to recognize discourses and scenarios identified by students in the university context regarding sexual diversity and gender diversity, distinguishing their experiences in the classroom as well as in the university, with their peers and with their professors. This research was based on a quantitative method, the sample consisted of 171 students from the School of Medicine of a public university in the United States in the state of Texas. The results showed that there is currently a greater knowledge of the subject of sexual and gender diversity and of the spaces and resources offered by the university on the subject compared to previous years, however, it is found that knowledge is still limited and that this knowledge may possibly be due to the faculty in which they study.

The aim of this chapter is to explore what instructors and student should have of knowledge sharing (KS) attitude and to investigate the benefits and barriers of KS in one of the Gulf Cooperation Council University. The purpose is to determine the outcome of KS and how the knowledge could develop the act of instructors and students and the college as an organization and to investigate the degree of KS in academic level at the public university. The students and instructors were asked about the extent to which they know of the significance of sharing their knowledge with others. The results show that a significant number of them are aware moderately. The chapter concludes that the majority tend to share knowledge with no boundaries. Three recommendations are drawn: raise people's awareness about the value of KS by seminars or workshops, raise the coordination between the students, and enhance this in their lives, and expand the level of communications.

The conditions of the golden age liberated Massachusetts State College from the forces that had restricted its development since the nineteenth century. In spurts of growth linked to demographic and political cycles, M.S.C. mushroomed from a limited-purpose college into a comprehensive university and from a single campus in Amherst into a multicampus system, with units in Worcester and Boston and a statewide president’s office. By the end of the period, UMass seemed finally to have joined its counterparts in western states as a full-fledged public university in the land grant tradition, with strong programs of graduate education and research built on a large undergraduate base and linked to public service activities of applied research and nondegree instruction. The evolutionary process remained incomplete, however, and Massachusetts was still Massachusetts. The state’s nonelite private institutions watched the public expansion nervously and organized to protect their interests. Other components of the public system, including the state colleges and a new network of community colleges, vied for support from an intensely politicized government still unsure of its role in higher education. Though the effort during the 1930s to transform Massachusetts State College into a full public university had ended in failure when the General Court shelved the enabling legislation, the university movement had gained important ground. In particular, by the end of the prewar decade, the loose coalition of students, alumni/ae, and organized labor that had kept the movement alive had stirred public interest and won support from the college’s trustees as well as its president, Hugh Potter Baker. Baker himself, with his roots in the scientific-technical traditions of land grant education, had been slow to endorse a broadened conception of his institution but once converted had become an eloquent and persistent advocate. Believing, despite his disappointment over the legislature’s inaction, that World War II would foster increased interest in higher education and create new opportunities for M.S.C., Baker used his annual reports during the war to reiterate the central arguments of the university movement: that, in comparison with other states, Massachusetts was not providing adequate support for public higher education; that demand for places at the college far exceeded enrollment capacity; that the region’s private institutions were not prepared to respond to the need; and that large numbers of Massachusetts residents were being forced to attend public universities in other states.

Abstract In time of economic crisis, since the 2008 credit crunch, many Western and European countries entered in the “age of austerity” characterized by the imposition of unprecedented large cuts in welfare state provision. Even the public education institutions have been affected by government policies characterized by budget cuts, neoliberal private-oriented reforms and increase in tuition fees for students. In reaction to this, in the following years, various global waves of protests have arisen in many countries all over the world. Differently from the past, not only students have promoted these mobilizations, although they are majority, but also the education systems workforce: from professors/teachers to permanent and precarious researchers, from temporary workers to technical- administrative employees. Although these mobilizations have had specific characteristics related to the national contexts, they have shared common aspects as the defence of public education and the refusal of the commercialization/marketization and privatization process. In this paper I focus on the mobilizations in the higher education system occurred in Italy. The most important waves of protests were in 2008-2010 against the budget cuts and the university neoliberal reform promoted by the former centre-right Education Minister Gelmini. If in the 2008, students and precarious workers mainly promoted the Anomalous Wave movement, so called for its unpredictability, in the 2010, beyond the students, the open-ended researchers were the main protagonists. Notwithstanding the mass participation and the sympathy of part of the public opinion, the reform and the cuts were approved and then, the mobilizations decreased and seemed to be completely finished. I argue that these mobilizations were unsuccessful not only because of the fragmentation of student organizations and because of the low salience of higher education in Italian public opinion, but also because protesters were not supported by most university staff and hindered by the academic authorities (deans and rectors).
