The realities of our world are imperatively legitimated by the complex relationship between media, technology, and society. Whether we deal with old or new Information and Communication Technologies (ICTs), the content of the message delivered by the media assumes a fundamental role. The adherence of a large number of individuals to a common idea facilitates the formation of media-enabled personalities and communities within the virtual space. The emergence of Web 2.0 solves the tension from the ‘90s, when the public opinion decomposed into an amalgam of informal opinions of private individuals not entirely convinced by the formal ones, issued by publicistically effective but one-way communication media. While today the Internet provides the most inclusive forum of public deliberation, where communication is negotiated between cyber-women and cyber-men with equal rights, healed of the social diseases of the outer world, an important gap in our knowledge is whether Web 2.0 reflects our existing reality or whether it constructs a new environment, one that is devoid of the old biases. I would like to fill this gap in information, by exploring whether virtual communities represent a continuation, by technical means, of the pre-existing, face-to-face, geographic, stereotyped interactions, or whether they enabled the establishment of substantially different structures with their own intrinsic features and dynamics, where women have access to and control information.

Los cambios en la educación universitaria que propicia el Espacio Europeo de Educación Superior implican nuevas adaptaciones en el proceso de enseñanza-aprendizaje ya que el objetivo primordial pasa a ser"aprender a aprender. En este contexto, se necesitan nuevos medios que faciliten el desarrollo de tales cambios, que permitan realizar actividades adicionales a la enseñanza presencial. Así, las nuevas Tecnologías de la Información y la Comunicación constituyen herramientas que posibilitan tales transformaciones. En este sentido, tos Espacios Virtuales de Aprendizaje (EVA) posibilitan la creación de comunidades sociales donde se intercambian conocimientos. Este trabajo se centra en el EVA SICODINET que se ha diseñado en torno a las asignaturas del perfil de Contabilidad de Costes y de Gestión de la Universidad de León. Concretamente se profundiza en la experiencia del seminario en línea (Webinar) sobre hoja electrónica de cálculo celebrado durante tres años, sus características, la metodología seguida, los resultados obtenidos y las lecciones aprendidas con esta iniciativa.<br /><br />The European Higher Education Area has caused changes in higher education, what involves new adaptations in the teaching-learning process because now the main aim is "learn to learn". Specifically the Web-based seminar (Webinar) about spreadsheet is studied in depth: it has been held for three years and its characteristics, the followed methodology, its results and the lessons learnt from this initiative are explained.

AbstractRussia, like other countries, is facing a challenge to integrate new Information and Communication technologies in its administrative system. This chapter traces the evolution of e-Government concept from the first state program “Electronic Russia” (2002) to the latest “Government as a Platform” (2018) concept. Analyzing the digital transformation of government through the lens of public administration, the chapter demonstrates procedural, infrastructural, and political challenges that shaped the Russian version of electronic government. Emphasizing the discrepancy between plans and reality, we show how the “Russian style” of unrolling e-Government from above in combination with the focus on infrastructures have created a situation where further development of the reform has stagnated. Finally, the tensions between transparency and control accentuated by digitalization in Russian public administration are discussed.

This paper discusses the pursuit of humanistic interests by Netizens, with particular reference to discourse in chat groups located in Whole Earth 'Lectronic Link (WELL), a virtual community founded by Stewart Brand and Larry Brilliant in 1985. It explores how language becomes a vital tool in building, reinventing, and promoting sense of community and creative freedom. It also examines the ways that conflicts are prevented and/or managed in the cyber conversations, and the struggles to live electronically with Netiquette. The quest to cater for human interests through the use of language in cyber conversations implies that there is a limit to freedom exercised by Netizens. Virtual communities like the WELL, configured as "a word palace", present useful data on patterns of behaviour that the New Information and Communication Technologies, especially the Internet, have generated, and which contemporary discourse scholarship cannot afford to overlook. A "word palace" poses a great challenge to human identity and mediations of such identities, relationships, and goals; it simulates and communicates power and power struggles, even when it appears to either minimize or transform such power to cooperation. Thus the WELL Netizen builds power through discourse and language that cater for "WELLbeing".

The COVID-19 pandemic appeared to be challenge that forced the civilization to demonstrate the ability of modern technologies to protect biological vulnerability of the human. Digital technologies, taken by the author as the subject of this research assumed a tremendous burden of maintaining social relations and processes. The conducted analysis of social processes and cases allowed determining the key trends, opportunities and risks. The threat to the existence of largely accelerated the digitalization process, leaving virtually no options for dissenters, forced to expand the use of the existing information and communication technologies and hasten creation of new ones. Constant presence on the Internet becomes an absolute psychological and in many instances objective necessity. For many companies, the choice was between ceasing to exist or transition into the digital environment. From the perspective technological solutions, the humanity was prepared for &ldquo;digitalization&rdquo; good enough; although in psychological and sociological aspects not so much. The article determines the three primary functions of information and communication technologies that united people during the pandemic: information/infodemia, digitalization of activities, and control. Information and communication technologies set the agenda, allow people to work, study, recreate, and communicate. Physical (face-to-face) connections between people are replaced with digital ones. Information circulating in the system can promote seamless interaction between people or negatively affect the most vulnerable parts of society. Various digital solutions &ndash; from centralized total control to self-regulation based on mobile information &ndash; adopted in different countries for monitoring and preventing the spread of virus, demonstrate the possible management options for the developing bioinformatics system.

RESUMO Este artigo situa a disseminação de tradições e a preservação da memória coletiva diante do contexto teórico mais amplo trazido pelos estudos da cibercultura e das novas tecnologias de informação e comunicação, à luz da modernidade tardia. Nesse contexto, a internet e, em especial, as ferramentas da web 2.0, considerando as suas especificidades e limitações, podem aproximar atores sociais com a mesma vinculação identitária; proporcionar um ambiente para a disseminação e ensino de uma tradição e preservar a memória coletiva de um povo.Palavras-chave: Tradição; Memória Coletiva; Cibercultura; Era Digital; Modernidade Tardia. ABSTRACT This article addresses the dissemination of traditions and the preservation of collective memory in the broader theoretical context brought by cyberculture studies and new information and communication technologies in the light of late modernity. Internet of Things is a new world for connecting object space in the real world with virtual space in a computer environment. To build IoT as an effective service platform, end users need to trust the system. With the growing quantity of information and communication technologies, the need to ensure information security and improve data security is increasing. One of the potential solutions for this are steganographic methods. Steganography based on the least significant bit (LSB) is a popular and widely used method in the spatial domain.

Este artículo es producto de una investigación que tiene como finalidad establecer la relación que tienen las TIC con el rendimiento académico de los estudiantes del Colegio Técnico Industrial “La Alborada” de la ciudad de Milagro, provincia del Guayas, Ecuador. Este estudio se enmarca dentro de las investigaciones descriptivas, correlacionales, ya que por medio del análisis, observación, comparación y descripción de las variables, se establece el escaso uso de las herramientas tecnológicas en el proceso educativo. Los datos estadísticos se obtienen de los resultados por la aplicación de instrumentos a los estudiantes y docentes de la institución. Se utilizaron los métodos deductivos, inductivos y teóricos para el desarrollo del proceso. La propuesta requiere un fortalecimiento en el uso de las nuevas tecnologías de la Información y Comunicación, siendo importante que los docentes conozcan el uso adecuado de las mismas y las integren en sus horas de clases, porque mejorará el rendimiento académico de los estudiantes por su nueva forma de explicar las clases que serán más interactivas y divertidas. Es necesario realizar un Plan de capacitación en el uso de las herramientas e- learning que garantice una educación de calidad.   Palabras claves: TIC, rendimiento académico, proceso educativo.   ABSTRACT   This article is the result of a research that aims to establish the relationship of ICTs to academic performance of students in the Industrial Technical College “La Alborada” in Milagro, Guayas, Ecuador. This study is part of a descriptive, correlational research, since through analysis, observation, comparison and description of the variables, the limited use of technological tool sin the educational process is established. The statistics are obtained from the resultsof the application of tools for students and teachers of the institution. Deductive, inductive and theoretical process development methods were used. The proposal requires as treng then ing in the use of new information and communication technologies and it is important that teachers become aware of their proper use and incorporate them in their classes, because these will improve the academic performance of students in classes that are more interactive and fun. In recent years, the Middle East’s information and communications landscape has changed dramatically. Increasingly, states, businesses, and citizens are capitalizing on the opportunities offered by new information technologies, the fast pace of digital transformations, and enhanced connectivity. These changes are far from turning Middle Eastern nations into network societies, but their impact is significant. The growing adoption of a wide variety of information technologies and new media platforms in everyday life has given rise to complex dynamics that beg for a better understanding. Digital Middle East sheds a critical light on continuing changes that are closely intertwined with the adoption of information and communication technologies in the MENA region. Drawing on case studies from throughout the Middle East, the contributors explore how these digital transformations are playing out in the social, cultural, political, and economic spheres, exposing the various disjunctions and discordances that have marked the advent of the digital Middle East.
