The chapter focus is on accountability and transparency through E-Government. With the increasing trend of users getting online and the opportunity for ubiquitous reach, state governments have begun to utilize social media to engage, communicate and inform their citizens. Therefore, this chapter also discusses ways to better engage citizens in government accountability and transparency discussions. With the transition from government to E-Government, greater transparency in government accountability has occurred. There is a need for government Websites to promote public trust while providing understandable, meaningful and usable government accountability information securely. The recommendations and solutions discussed are centered on enhancing E-Government transparency and citizen engagement resulting in enhanced government accountability.

There is a need for government Websites to promote public trust while providing understandable, meaningful, and usable government accountability information. The public needs to have access to information that links the outcome of government spending so that government can be accountable for their spending. There are three fundamental functions for government: accountability, budgeting, and policy-making. The chapter discusses literature specifically relating to government accountability resulting in a checklist being developed to provide a mechanism for evaluation of government Websites from a technical and usability perspective. Therefore, it is not only important for a Website to have the government accountability information but to also display it in a useful and meaningful format understandable by citizens accessing the Website.

As digital platforms have come to play a central role in the news and information ecosystem, a new realm of watchdog journalism has emerged – the platform beat. Journalists on the platform beat report on the operation, use and misuse of social media platforms and search engines. The platform beat can serve as an important mechanism for increasing the accountability of digital platforms, in ways that can affect public trust in the platforms, but that can also, hopefully, lead to the development of stronger, more reliable, and ultimately more trustworthy, platforms. However, there are a number of tensions, vulnerabilities and potential conflicts of interest that characterize the platform beat. This article explores these complex dynamics of the platform beat in an effort assess the capacity of those on the platform beat to enhance the accountability and trustworthiness of digital platforms.

This paper presents the findings of a review of literature to understand the issues facing the Sultanate of Oman in this area, and to identify international examples of best practice in the use of social media to promote political literacy among young people. Evidence-based recommendations for the Government of the Sultanate of Oman are developed, which include the provision of social media literacy training at school and university level, as well as the establishment of an online citizen engagement portal. By adopting international best practice in the use of social media to promote political literacy and citizen engagement among young people, it is believed that the Sultanate of Oman can provide a model for other Middle Eastern Arab states, helping to reduce the potential for political conflict in these countries and promoting participatory approaches to policy-making which reflect the growing demands of young citizens.

This paper examines the nature, impact, effectiveness and barriers of e-government in the Federal Government of Nigeria. It also explores the extent to which e-government has facilitated a better relationship between citizens and the federal government of Nigeria. It argues that the utilization of technologies such as internet, email, websites, and social media have yet to effectively connect citizens, and the government. As a result, the federal government of Nigeria has not fully adopted the new e-government approaches to improve its services. The paper uses data derived from questionnaire survey administered to 3,000 Nigerian citizens including federal government staff in Abuja, Lagos and some state capitals in Nigeria., Interviews of 300 federal officials and stakeholders were conducted. The secondary data consisted of the review of related government reports, government websites, academic and professional journals. Data were analyzed to determine the impacts of e-governance in the federal government. The conceptual framework is based on stakeholders’ theory, and an integrated e-government model. The findings suggest that on one hand there is a negative correlation between the e-governance initiatives and federal government efficient service delivery in Nigeria. On the other hand, there is also a negative correlation between citizens and federal government relations in the country. Some challenges preventing the adoption of proactive e-governance practices were identified and recommendations for appropriate policies that could address the current impediments were offered.

Increased access and the convenience of participation to and through the internet encourage connectivity among citizens. These new and enhanced connections are no longer dependent on real-life, face-to-face interactions, and are less restricted by the boundaries of time and space (Frissen, 2005). In this chapter, two cases from the Philippines are documented and assessed in order to look at online citizen engagement. The first case looks at how people participate in promoting tourism in the Philippines through social media. The second case involves their use of social media for disaster response. Previous studies on ICTs and participation in the Philippines have looked at the role of intermediaries (see Alampay, 2002). Since then, the role of social media, in particular that of Facebook and Twitter, has grown dramatically and at times completely circumvents traditional notions of intermediation. The role of Facebook, in particular, will be highlighted in this chapter, and the authors will analyze its effectiveness, vis-à-vis traditional government channels for communication and delivery of similar services. By looking at these two cases and assessing the abovementioned aspects, it is hoped that the use of social media can be seen as an integral part of e-governance especially in engaging citizens to participate in local and national governance.

This chapter has two main aims. First, to investigate the Facebook practices used in the U.S. banking sector with the aim of enhancing customer engagement; second, to perform a comparative analysis of the use of Facebook in this respect, among different U.S. banks. In this comparative analysis, we apply the Federal Reserve charter classification (Nationally chartered member bank, State-chartered member bank and State-chartered nonmember bank). The findings of this study contribute significantly to our understanding of the influence of social media in enhancing customer engagement. Banks, and their community managers in particular, can make use of the conclusions drawn in this study to develop future strategies to foster citizen engagement via Facebook.
