The aim of this chapter is to present a decision support framework for local energy planning, entitled “MPC+ (Map - Plan - Choose - Check)”. The proposed framework incorporates the development of the baseline emissions inventory, the identification and modelling of renewable energy and rational use of energy actions, as well as the creation of alternative Scenarios of Actions at the city level. The evaluation of alternative Scenarios is based on a multi-criteria ordinal regression approach. In addition, an extreme ranking analysis method is used, in order to examine robustness problems, estimating the best and worst possible ranking position of each Scenario. The MPC+ framework contributes to the selection of the most promising Scenario of renewable energy and rational use of energy actions, supporting the local - regional authorities in creating Sustainable Energy Communities (SEC). Finally, the “Methodological Approach for Monitoring SEC Targets” is introduced.

The development, implementation and monitoring of the Sustainable Energy and Climate Action Plan require a significant amount of data and analysis, as well as an effective and comprehensive decision making process. This chapter presents the pilot application of the proposed “MPC+ (Map - Plan - Choose - Check)” framework, through the “Action3” Decision Support System, in a Greek energy-producing community. The pilot application is conducted in three phases, namely the development of the baseline emission inventory (Phase I), the creation and evaluation of alternative Scenarios of Actions (Phase II) and the monitoring of the actions and measures implemented (Phase III). The city's univocal economy orientation of energy production through lignite is considered as a basic, inhibitory factor towards sustainability. In this respect, the city has committed to implement a series of appropriate renewable energy and rational use of energy activities in its territory, laying balanced emphasis on the local energy and heat production, and the promotion and implementation of measures on energy savings. A significant part of the CO2 emissions' reduction will come from the installation of biomass district heating systems in local communities.

Abstract The article studies the existence experience of historical cities as centers of tourism development as in the case of Elabuga. The city of Elabuga is among the historical cities of Russia. The major role in the development of the city as a tourist center is played by the Elabuga State Historical-Architectural and Art Museum-Reserve. The object of the research in the article is Elabuga as a medium-size historical city. The subject of the research is the activity of the museum-reserve which contributes to the preservation and development of the historical look of Elabuga and increases its attractiveness to tourists. The tourism attractiveness of Elabuga is obtained primarily through the presence of the perfectly preserved historical center of the city with the blocks of integral buildings of the 19th century. The Elabuga State Historical-Architectural and Art Museum-Reserve, which emerged in 1989, is currently an object of historical and cultural heritage of federal importance. Museum-reserves with their significant territories and rich historical, cultural and natural heritage have unique resources for the implementation of large partnership projects. Such projects are not only aimed at attracting a wide range of tourists, but also stimulate interest in the reserve from the business elite, municipal and regional authorities. The most famous example is the Spasskaya Fair which revived in 2008 in Elabuga. It was held in the city since the second half of the 19th century, and was widely known throughout Russia. The process of the revival and successful development of the fair can be viewed as the creation of a special tourist event contributing to the formation of new and currently important tourism products.

ResumenEn este trabajo analizamos las relaciones entre tomas de tierras y Estado, en elAlto Valle de Río Negro en Argentina. En un contexto general de especulacióninmobiliaria, por la que se encarecen los precios de alquileres y terrenos, y depolíticas de vivienda selectivas y acotadas, los sectores populares acceden aun espacio en la ciudad mediante tomas de tierras. Frente a estos conflictos,el Estado, en sus diferentes niveles y poderes, despliega una forma deintervención basada en la criminalización de las luchas por tierra y vivienda.Al mismo tiempo, el poder ejecutivo nacional crea la Secretaría de Acceso alHábitat, para posibilitar la intervención política orientada a la regularizaciónde los asentamientos. Sin embargo, esta intervención tiende a reinscribir laproblemática habitacional en el campo político, para reducirla a un conflicto“entre partes”, eludiendo la responsabilidad estatal.Desde un enfoque metodológico cualitativo, seleccionamos como referenteempírico el caso del asentamiento de Villa Obrera en Fiske, Menuco (Gral.Roca), y las técnicas de recolección de datos se basan en fuentes secundarias,como expedientes judiciales y normativa, y en fuentes primarias como son losrelatos de los protagonistas mediante entrevistas individuales y colectivas.Palabras clave: tomas de tierras, Estado, criminalización de los conflictos.Conflicts caused by land occupation and modesof State intervention: analysis of an experience ofAlto Valle in Río Negro (Argentina)AbstractThis paper analyzes the relationship between State and land occupation,at Alto Valle in Río Negro, Argentina. In a general context of real estatespeculation, where rents and land prices are expensive, and a policy ofselective and limited housing, popular sectors can have access to a spacein the city through land occupation. In front of these conflicts, the Statein its different levels and powers, displays a form of intervention basedon the criminalization of struggles for land and housing. At the sametime, the national executive creates the Secretariat of Access to Habitat,oriented to allow political intervention for the regularization of settlements.However, this intervention tends to re-register the housing problems in thepolitical arena, reducing it to a conflict “between parties” and eluding theresponsibility of the State.From a qualitative methodological approach, we selected as empirical referencethe case of the settlement of Villa Obrera in Fiske, Menuco (GeneralRoca). Аnnotation Purpose. To increase the efficiency of technological processes of grain harvesting by large-scale agricultural producers due to the rational use of combine harvesters available on the farm. Methods. In the course of the research the methods of system analysis and synthesis, induction and deduction, system-factor and system-event approaches, graphic method were used. Results. Characteristic events that occur during the harvesting of grain crops, both within a single production unit and the entire agricultural producer are identified. A method for predicting time intervals of use and downtime of combine harvesters of production units has been developed. The roadmap of substantiation the rational seasonal scenario of the use of grain harvesters of large-scale agricultural producers is developed, which allows estimating the efficiency of each of the scenarios of multivariate placement of grain harvesters on fields taking into account influence of natural production and agrometeorological factors on the efficiency of technological cultures. Conclusions 1. Known scientific and methodological approaches to optimization of machine used in agriculture do not take into account the risks of losses of crops due to late harvesting, as well as seasonal natural and agrometeorological conditions of each production unit of the farmer, which requires a new approach to the rational use of rational seasonal combines of large agricultural producers. 2. The developed new approach to the substantiation of the rational seasonal scenario of the use of combined harvesters of large-scale agricultural producers allows taking into account the costs of harvesting of grain and the cost of the lost crop because of the lateness of harvesting at optimum variants of attraction of additional free combine harvesters. provides more profit. 3. The practical application of the developed road map will allow large-scale agricultural producers to use combine harvesters more efficiently and reduce harvesting costs. In the current global scenario, in which mobility has been strongly impacted, it is relevant to highlight certain mobility experiences of Indigenous Latin American peoples, in which new cultural and geographical elements justify revisiting this phenomenon. In this context, the mobility of the Aymara ethnic group offers an opportunity for such a second look. Although the subject has been approached from the perspectives of internal migration processes and physical movement, as in other Latin American cases, studies have omitted some important aspects for its analysis, such as the practices, meanings, and political implications associated with mobility. Based on the new mobility paradigm, this article seeks to strengthen the perspective on mobility by researching rural-urban mobility practices and their meaning regarding the experiences of Aymara people who migrated from the rural municipality of Putre to settle in the city of Arica from the 1950s. At the same time, it is shown that these Aymara mobility practices imply spatiotemporal dynamics that are key for the construction of place, and allow for a widening of base elements that should be considered in the new mobility paradigm. This research is based on five years of ethnography, including mobile accompaniment and semi-structured interviews. This methodological approach has allowed researchers to explore how elements related to physical and symbolic mobility have constantly constructed relational spaces within the Arica and Parinacota region over time. This shows that mobility does not only refer to physical movement, but to politics, emotions, culture, and memory as well. From these results, the article examines and discusses key elements related to physical and symbolic mobility, and their implications in political and intercultural terms.
