Exploring Citizen-Centric E-Government Using a Democratic Theories Framework

In this chapter, the authors draw on Scott's work on e-government and democratic theories to examine how governments engage their citizens online. The three theories they focus on—representative, pluralist, and direct—are the most prominent in the democratic theory literature. Using data from 200 U.S. local governments, the authors examine two research questions: What factors drive governments to employ each theory? Which theory predominates in the implementation of e-government? The assumption is that providing answers to these two questions will help set the stage for future research linking e-government and democratic theory. The authors also explore this theory in e-government amidst the rise of m-government, whereby users access e-government services via mobile devices. They suggest as well what governments can do to move forward with their e-government and m-government efforts based on these theories.

AbstractThis study analyzes the efficiency of the road production by local governments using data envelopment analysis. The production of roads is a costly public service, which makes an efficiency analysis in this field an interesting subject. I enhance the previous literature, first, by examining the differences in the efficiencies of eastern German counties while considering the deformation of the pavement and foundation of roads, which previous studies have not included due to data limitations. Second, I use a unique dataset on road quality for my efficiency analysis and show that the efficiency levels differ from those in studies that apply proxies, such as the number of accidents, to capture the quality of roads. These findings indicate that there is a great need to develop reliable variables to describe government services. Additionally, I show that the correlations between efficiency levels and county characteristics vary greatly depending on the quality indicator used.

A firm’s reputation is perhaps one of its most important strategic resources. Using data from Fortune’s America’s Most Admired Companies survey, this article examines how layoffs affect the reputations of firms. The authors found that layoffs have a negative impact on a firm’s reputation and that this relationship is significantly stronger for newer firms than older firms. Limited support is found for the hypothesis that larger firms’ reputations will be buffered from the adverse effects of a layoff on their reputations. Implications of this research and future research questions are discussed.

The authors focus on the different types of local governmental units and their relationship to the state, decentralization and local autonomy, and state oversight and funding in policy implementation. The authors summarize the strengths and weaknesses of research on state–local relationships and offer suggestions for future research questions.

The primary United Nations E-Government Index is a composite of three component indices: telecommunications infrastructure, human capital, and online e-government services, where the first two can be seen as enablers of the third. This study investigates the addition of a complementary component index for institutional efficacy, which is hypothesized to be another enabling factor. The institutional efficacy index is operationalized using existing measures gathered and made available by the World Bank. Statistical analysis shows that the institutional efficacy index is indeed a significant, additional predictor of online e-government services across nations. Following the presentation of basic results, qualitative analyses are undertaken to develop an assortment of generic national profiles. Preliminary analyses of changes over time are also presented using data from prior years, and directions for future research are outlined.

This chapter re-examines the potential impact of information technology on public services and suggest a framework that evaluates the “knowns” and the “unknowns” of the impacts of broadband-enabled e-government. It also suggests a stakeholder-logic model to evaluate the implications of this development for elected officials, public employees, service users, and the community-at-large and its potential risks and challenges. Even though many local governments have already begun to implement new e-government tools under the broadband environment, there are still some known broken promises, such as recurring challenges of digital divide and e-democracy, and some unknowns about its impacts, such as the uncertain impacts on policy agenda setting and on the shifting power among different economic classes and demographic groups. The chapter discusses these and then concludes by suggesting questions that require more future research and policy attention.

This chapter explores instructor use of MALL in EFL/ESL classrooms. It begins with a discussion of instructor ownership as well as personal use of mobile technology. The chapter includes a discussion of overall perceptions and/or reported educational use and benefits and barriers (not tied to specific language skills.) The chapter goes on to describe how instructors use mobile devices while teaching reading, writing, listening, and speaking skills. This is followed by a brief discussion of mobile devices in situations that integrate all four skills. For each language skill, the authors also discuss perceived and/or reported benefits and barriers. Thereafter follows a discussion of trends in the focus of research questions, research methodologies, geographic location of studies, and a brief comparison in trends between earlier and later studies. The review ends with a conclusion that provides directions for future research and reminds the reader of the utility of this literature review.

Abstract. Workplace ostracism, conceived as to being ignored or excluded by others, has attracted the attention of researchers in recent years. One essential topic in this area is how to reduce or even eliminate the negative consequences of workplace ostracism. Based on conservation of resources (COR) theory, the current study assesses the relationship between workplace ostracism and its negative outcomes, as well as the moderating role played by psychological capital, using data collected from 256 employees in three companies in the northern part of China. The study yields two important findings: (1) workplace ostracism is positively related to intention to leave and (2) psychological capital moderates the effect of workplace ostracism on affective commitment and intention to leave. This paper concludes by discussing the implications of these findings for organizations and employees, along with recommendations for future research.
